public health crisis

that's led to the most unequal job and

economic crisis

in modern history and the crisis

is only deepening it's not getting

better it's deepening

yesterday we learned that 900 000 more

americans file for unemployment
[28]
900 000. they joined millions of
[31]
americans who through
[32]
no fault of their own have lost the
[35]
dignity and respect that comes
[37]
with a job and a paycheck so many of
[40]
them never thought they'd ever be out of
[42]
work in the first place and just like my
[44]
dad did when
[45]
he was used to lie awake at night when i
[48]
was a kid
[49]
staring at the ceiling unable to sleep
[51]
because he worried about whether or not
[52]
he's about to lose his health care
[54]
or whether we were going to have the
[56]
money to pay the mortgage because of the
[58]
economic circumstances
[60]
and now a lot of these folks are facing
[63]
eviction
[64]
are waiting hours in their cars
[67]
literally hours in their cars waiting to
[71]
be able to feed their children as they
[73]
drive up to a food bank
[74]
it's the united states of america and
[77]
they're waiting to feed their kids
[79]
folks who are able to still keep their
[81]
job many have
[82]
seen their paychecks reduced and they've
[85]
they're barely
[86]
hanging on and wondering what's next
[89]
sometimes the anxiety about what's going
[91]
to happen next is more consequential
[93]
than what actually happened
[95]
but this is happening today in america
[98]
and this cannot be who we are as a
[100]
country

these are not the values of our nation

we
[104]
can not will not let people go hungry

we cannot let people be evicted because

of nothing they did themselves
[113]
they cannot watch people lose their jobs

and we have to act we have to act now

it's not just to meet the moral
[121]
obligation to treat our fellow americans

with the dignity respect they deserve

this is an economic imperative a growing

economic consensus that we must act

decisively and boldly

to grow the economy for all americans

not just for tomorrow but in the future

there's a growing course of top economic
[140]
top economists
[142]
that agree that at this moment of crisis

with this with the interest rates as low
[148]
as they are historic lows
[150]
it is smart fiscal investment

including deficit spending and they're
[156]
more urgent than ever

you know and that return on these
[161]
investments and jobs and
[163]
racial equity is going to prevent
[164]
long-term economic damage and benefits
[166]
that are going to far
[168]
surpass their cost if we don't act the

rest of the world is not standing still

in terms of the competitive advantage of

the competitive possibilities

relative to us that our debt situation

will be more stable or not less stable

according to these economists and that

such investments on our people is going
[184]
to strengthen our economic
[185]
competitiveness

as a nation and help us out compete our

comp on competitors

in the global economy because we're
[192]
going to grow the economy with these
[194]
investments

while the covet 19 package that passed

in december was the first step

as i said at the time it's just a down

payment

we need more action and we need to move

fast

last week i laid out a two-step plan

of rescue and recovery to get through

the crisis

and to a better and stronger and more

secure america

the first step of our american rescue
[219]
plan is a plan to tackle the pandemic

and get direct
[223]
financial relief to americans who need
[225]
it the most

you know in just a few days it's just
[230]
just been a few days since outlined this
[232]
plan it's received bipartisan support
[234]
from a majority of american mayors and
[236]
governors
[237]
businesses and labor organizations have
[240]
together
[241]
welcomed it as an urgent action that's
[243]
needed
[244]
even wall street firms have underscored
[247]
its importance
[248]
in fact an analysis by moody's estimates
[252]
that
[252]
if we pass our american rescue plan the
[255]
economy would create
[257]
7.5 million jobs just in this year alone
[262]
that would be on the way to the more
[263]
than 18 million i think is 18 million
[266]
600 000 jobs that they believe would be
[269]
created over the four year period with
[270]
our build back better
[271]
recovery plan and with our american
[274]
rescue plan
[275]
our economy would return to full
[276]
employment a
[278]
full year faster than without the plan
[281]
even president trump's

president trump's now not some liberal
[284]
organization

president trump's top former

economic adviser kevin hassett said

he absolutely is in favor of this rescue

this almost doesn't have a partisan

we're seeing the support because this

plan takes a step

national strategy that i released

yesterday we released yesterday

our national strategy puts on us on a

war footing

to aggressively speed up our covet 19

response especially on vaccines and

testing

and reopening our schools i found it

fascinating

yesterday the press asked the question

you know 100 million enough a week

before they're saying biden are you

crazy you can't do 100 million in a 100

days

well we're going to god will he not only

do 100 million we're going to do more

but this is we have to do this we have

to move

the american rescue plan also includes

economic relief for most americans who

are in need

we're going to finish the job of getting

a total of two thousand dollars in

direct payments to folks
[356]
six hundred dollars which has already
[358]
passed is simply not enough
[360]
if you still have to choose between
[362]
paying your rent putting food on the
[364]
table
[365]
we'll extend unemployment insurance
[366]
benefits for millions of workers beyond
[368]
the deadline that's now said
[370]
it means that 16 million americans who
[373]
are currently relying on unemployment
[375]
benefits while they look for work
[377]
can count on these checks continuing to
[379]
be there in the middle of this crisis
[382]
the american rescue plan also addresses
[384]
the growing housing crisis in america
[386]
approximately 14 million americans 14
[389]
million
[390]
have fallen behind on rent and many
[394]
risk eviction if we fail to act
[398]
there will be a wave of evictions and
[399]
foreclosures in the coming months
[402]
on as this pandemic rages on because
[404]
there's nothing we can do to change the
[405]
trajectory of the pandemic
[407]
in the next several months
[410]
so look this would overwhelm emergency
[413]
shelters increase covet 19
[415]
infections as people have to have
[416]
nowhere to go and are socially
[418]
can socially distance the american
[420]
rescue plan
[421]
asked congress to provide rental
[423]
assistance for millions of hard-hit
[425]
families and tenants
[428]
this will also be a bridged economic

recovery for countless mom and pop
[432]
landlords who can't afford not to have
[436]
the rent but they can't
[439]
wait so on inauguration day

i directed my administration to extend
[445]
nationwide
[446]
restrictions on evictions and
[448]
foreclosures

these crises are are straining the
[453]
budgets of states and cities and tribal
[455]
communities
[456]
that are forced to consider layoffs and
[458]
service reductions
[459]
among essential workers police officers
[461]
firefighters first responders
[463]
nurses they're all at the risk of losing
[466]
their jobs
[467]
over the last year more than six hundred
[470]
thousand
[471]
educators have lost their jobs in cities
[474]
and towns
[475]
the american rescue plan will provide
[477]
emergency funding to keep these
[479]
essential workers on the job and
[480]
maintain essential services
[484]
look it will also help small businesses
[487]
that are
[488]
the engines of our economic growth when
[490]
you say small business most people
[492]
think the major corporate entities are
[493]
the ones that hire everybody
[496]
these small businesses are the glues
[497]
that hulk and they're important but
[499]
these small businesses hold
[500]
the community that glued the whole these
[502]
communities together
[504]
they are hurting badly and they account
[505]
for nearly half
[507]
of the entire u.s workforce
[510]
only half our rescue plan will provide
[514]
flexible grants
[515]
to help the hardest his small businesses
[517]
survive the pandemic
[519]
and low-cost capital to help
[520]
entrepreneurs
[522]
of all backgrounds create and maintain
[525]
jobs
[526]
plus provide essential goods and
[527]
services that communities so desperately
[530]
depend on
[532]
look our recovery plan also calls for an
[534]
increase
[535]
in the minimum wage at 15 at least 15
[538]
an hour no one in america should work 40
[541]
hours a week
[543]
making below the poverty line
[547]
15 gets people above the poverty line
[551]
we have so many millions of people
[553]
working 40 hours a week working
[555]
and some with two jobs and they're still
[558]
below the poverty line
[559]
our plan includes access to affordable
[561]
child care that's going to enable
[563]
parents particularly women to get back
[565]
to work
[565]
millions who are not working now because
[567]
they don't have that care
[569]
all told the american rescue plan would
[571]
lift 12 million americans out of poverty
[574]
and cut child poverty in half
[578]
that's five million children lifted out
[580]
of poverty
[582]
our plan reduced poverty and the black
[584]
community by one-third
[586]
reduced poverty in hispanic community by
[588]
almost 40 percent
[591]
i look forward to to working with

members of congress of both parties

to move quickly to get this american
[597]
rescue plan to the american people

and then we can move with equal urgency

and bipartisanship to
[604]
the second step of our economic plan to
[606]
build back better the recovery plan

it's a plan that's going to make

historic investments in infrastructure
[613]
manufacturing innovation
[616]
research and development and clean
[618]
energy and so much more that's going to

create millions more jobs

good paying jobs not minimum wage jobs

while we work with members of both

parties in the congress

there are steps that we can and must
[631]
take right now

for example on inauguration day i
[635]
directed my administration to pause
[637]
student loan repayments for interest for
[640]

the the interest payments for americans
[643]
with federal student loans
[645]
until at least september
[648]
so they're not going to have to pay
[649]
until september they still pay the bill
[651]
at the stands now
[653]
but there will not a accrue interest and
[656]
they don't have to pay
[657]
begin to pay until september and we may
[660]
have to look beyond that i might add

today i'm signing an executive order
[665]
that directs the whole of government
[668]
a whole government effort to help
[669]
millions of americans who are badly
[671]
hurting
[672]
requires all federal agencies to do what
[675]
they can do
[675]
to provide relief to family small
[677]
business and communities
[679]
and in the days ahead i expect agencies
[681]
to act
[683]
let me touch on two ways this action can
[685]
help change americans lives
[688]
we need to tackle the growing hunger
[690]
crisis in america
[692]
one in seven households in america one
[694]
in seven
[696]
more than one in five black and latino
[698]
households in america
[700]
report they do not have enough food to
[702]
eat
[704]
that includes nearly 30 million adults
[706]
and as many as 12
[708]
million children and again they're in
[711]
this speci
[712]
in this situation through no fault of
[713]
their own
[715]
it's unconscionable the american rescue
[718]
plan provides additional emergency food
[720]
and nutrition assistance
[721]
for tens of millions of children and
[723]
families to address this crisis
[726]
but families literally can't wait
[728]
another day
[729]
as a result of the executive order i'm
[731]
going to shortly sign it
[733]
the department of agriculture will
[734]
consider taking immediate steps
[736]
to make it easier for the hardships
[738]
families to enroll and claim more
[740]
generous benefits
[742]
in the critical food and nutrition
[743]
assistance area
[745]
this can help tens of millions of
[746]
families especially those who can't
[748]
provide meals for their kids
[750]
who are learning remotely at home are
[752]
not receiving the regular
[754]
meal plans that they have at school for
[756]
breakfast or lunch
[759]
it's gonna also we also need to protect
[761]
the health and safety of the american
[762]
worker
[764]
right now approximately forty percent of
[765]
households in america have at least one
[767]
member
[768]
with a pre-existing condition just
[770]
imagine
[771]
you're out of work through no fault of
[773]
your own you file for unemployment while
[776]
you're looking for a job
[778]
you find one and you get an offer
[781]
but then you find out there's a high
[783]
risk of you're getting infected with
[784]
covet 19
[786]
because of your condition you and your
[788]
loved one
[789]
and you and your loved ones have have
[792]
ever
[792]
even greater risk of death than serious
[794]
illness because of the preexisting
[796]
conditions
[797]
so you turn it down right now if you did
[800]
that

you could be denied unemployment
[802]
insurance because you're offered a job
[803]
you didn't take it
[805]
it's wrong no one should have to choose
[807]
between their livelihoods and their own
[809]
health
[810]
or the health of their loved ones in the
[812]
middle of a deadly pandemic
[814]
because of the uh the executive order
[817]
i'm about to sign
[818]
i expect the department of labor to
[820]
guarantee the right to refuse unemployed
[823]
employment
[823]
that will jeopardize your health and if
[825]
you do so you'll still be able to
[826]
qualify for the insurance that's a
[828]
judgment the labor department will make
[830]
look there's just two consequential ways
[833]
that
[834]
the action i'm taking today will help
[837]
people in need another
[841]
another way to help approximately 2
[843]
million veterans maintain their
[845]
financial footing
[846]
by pausing federal collections on
[849]
overpayments and debts
[851]
another makes sure that federal
[853]
contractors are receiving taxpayers
[856]
dollars
[857]
provide their workers with the pay and
[859]
benefits they deserve
[861]
these are places where federal tax
[863]
dollars are administered are being
[866]
made available to build things from
[869]
ships to staircases
[872]
and we let out the federal government
[875]
lets the contract
[877]
and we're going to make sure that they
[879]
buy american and are
[880]
made in america and here's another right
[883]
now there are up to eight million people
[885]
that are eligible for direct payments
[887]
from the cares act
[889]
and a relief bill passed in december
[892]
they're entitled to those payments
[894]
but there's not an easy way for those
[895]
folks to assess access them
[898]
so we're making it a priority today to
[900]
fix that problem
[901]
and get the relief they're entitled to
[904]
look i'm going to close and summarize
[906]
this way
[907]
a lot of america is hurting the virus is
[911]
surging we're four hundred thousand dead
[914]
expected to
[915]
reach well over six hundred thousand
[917]
families are going hungry
[920]
people are at risk of being evicted job
[922]
losses are mounting again
[924]
we need to act no matter how you look at
[928]
it we need to act
[930]
if if we act now our economy will be
[932]
stronger
[933]
in both the short and long run that's
[936]
what economists left right and center
[938]
are telling us
[940]
both liberal and conservative will be
[942]
better and stronger across the board
[944]
if we act now we'll be better able to
[947]
compete with the world
[949]
if we act now will be better able to
[951]
meet our moral obligations

to one another as americans i don't

believe the people of this country

just want to stand by and watch their
[960]
friends their neighbors co-workers

fellow americans go hungry lose their
[964]
homes and lose their sense of dignity

and hope and respect
[968]
i don't believe that especially in the
[970]
middle of a pandemic
[972]
that's so weakened and wrecked so much
[975]
havoc and caused so much pain on america

that's not who we are the bottom line is

this

we're in a national emergency we need to
[986]
act

like we're in a national emergency so

we've got to move
[991]
with everything we've got we've got to
[994]
do it together

i don't believe democrats or republicans

are going hungry and losing jobs i

believe americans

are going hungry and losing their jobs

we have the tools to fix it

we have the tools to get through this we

have the tools to get this virus under

control

and our economy back on track and we

have the tools to help people

so let's use the tools all of them use

so i'm going to sign this executive

folks this is one of the cases where

business

labor wall street main street

liberal conservative economists know we

have to act now

not only to help people our need now

but to allow us to be in a competitive

position worldwide and

be the leader of the world economy in

the next year and two and three and

going forward
