[0]
so federal law says that the Ways and
[3]
Means Committee in Congress is allowed
[5]
to see anybody's tax returns that they
[6]
want to even the president it is
[9]
black-letter clear law it's not legally
[12]
controversial there's plenty of
[14]
precedent to support it even getting the
[16]
president's tax returns that way it's
[18]
been that way forever it's been that way
[19]
for like a century well a few months ago
[22]
in April Democrats in the house decided
[24]
that they would use that power the
[27]
chairman of that committee the Ways and
[28]
Means Committee Massachusetts
[29]
congressman Richie Neal told the
[31]
Treasury Department that he was going to
[32]
invoke that authority and he therefore
[35]
requested from the Treasury Department
[37]
six years of president Trump's tax
[40]
returns
[41]
chairman Neal set a deadline for them to
[43]
respond and then another deadline and
[46]
Treasury doesn't believe right through
[48]
them so then the House Democrats decided
[51]
they would subpoena the Treasury
[53]
Department to get the president's tax
[54]
returns Treasury basically blew that off
[56]
too in response last month the committee
[60]
filed a federal lawsuit to enforce the
[62]
subpoena and ever since that case has
[65]
been sort of clunking clunking along
[67]
slowly slowly bump it up it up until
[70]
this week suddenly there was like this
[72]
confetti canon of new activity new
[74]
filings rich emails committee asked the
[77]
judge for expedited consideration and a
[80]
summary judgment because quote there are
[82]
no genuine issues of material fact at
[85]
issue in this case on the other side of
[87]
it the Trump Justice Department told the
[89]
judge to go slow not fast they're
[92]
claiming that there are complex
[94]
constitutional issues at stake they told
[96]
the judge this week there's no reason to
[98]
bring these proceedings to a gallop this
[102]
is a horse that would prefer to trot and
[104]
go very slow so this is a case as I say
[107]
it's been plotting along you know
[108]
methodically moving its way all of a
[111]
sudden this week though there's been a
[112]
ton of action in this case and a ton of
[114]
paper literally a ton of paper for the
[118]
motion from Congress this week the one
[120]
that asked the judge to go ahead and
[122]
rule asked for a summary judgment there
[124]
were 54 different attachments filed to
[127]
that motion and I like a jerk decided I
[129]
would print them all out which was a bad
[130]
move
[131]
except turns out tucked in there if you
[134]
read enough of them you eventually get
[136]
to exhibit QQ so you have to use
[140]
alphabet letters twice once you get past
[142]
20 minutes
[143]
it's a exhibit QQ is a letter from Ways
[147]
and Means chairman Richie Neal to
[148]
Treasury secretary Stephen Venusian dear
[151]
secretary minutiae
[152]
on July 29th 2019 the committee received
[156]
an unsolicited the word unsolicited is
[159]
underlined an unsolicited communication
[161]
from a federal employee setting forth
[162]
credible allegations of evidence of
[165]
possible misconduct specifically
[168]
potential inappropriate efforts to
[170]
influence the mandatory audit program
[172]
meaning the mandatory program that
[175]
requires the audit of the income tax
[177]
returns of a sitting president so what
[180]
the committee is saying here is that
[181]
they didn't ask for it but a
[183]
whistleblower came forward to them from
[185]
inside the government to give them
[187]
information to give them credible
[189]
allegations of something having to do
[192]
with the way the IRS is handling Trump's
[194]
taxes and the audit of trumps taxes this
[196]
whistleblower has come forward according
[198]
to the committee with evidence of
[199]
possible misconduct related to
[201]
inappropriate efforts to influence the
[202]
audit of President Trump's taxes back to
[206]
the letter quote in light of the serious
[208]
and urgent concerns raised by this new
[209]
information I have requested a rolling
[211]
production of certain documents and
[213]
communications of specified Treasury and
[215]
IRS employees thank you in advance for
[218]
your prompt attempt to attention to this
[220]
matter so it's kind of amazing in this
[224]
news environment I mean this is the only
[228]
exhibit QQ this is the only thing we
[230]
have seen about this ever right I mean
[233]
the issue of President Trump not handing
[235]
over his tax returns the first president
[237]
since Watergate to not hand over his
[238]
taxes I mean that's one of the highest
[240]
profile and longest standing
[241]
controversies about him as a politician
[244]
but it's being pursued as an oversight
[247]
matter in the house now by one of the
[248]
quietest and lowest key committee
[251]
chairmen Ritchie Neal of Massachusetts
[253]
is not on television ever for a reason
[256]
he likes to do this all very very
[258]
quietly very very methodically and so
[261]
here's this eyebrow-raising claim
[264]
a whistleblower has come to the
[265]
committee with credible allegations that
[266]
have there have been inappropriate
[267]
efforts to influence the auditing of the
[269]
president's taxes and it is buried
[272]
literally as exhibit QQ among 51 other
[276]
attachments to an unheralded court
[278]
filing that they didn't even put out a
[279]
press release about now we really don't
[283]
know what this is about we don't know
[285]
what this whistleblower has alleged and
[287]
we don't know what these according to
[289]
the committee credible allegations are
[291]
we don't know what this whistleblower
[293]
says has been the inappropriate effort
[295]
to influence the audit of trumps taxes
[298]
we don't know but the judge in this case
[300]
may find out soon if you go down into
[302]
the footnotes quote the committee is
[305]
prepared to submit to the court the
[307]
materials that led to Chairman Neal's
[309]
request so you know just another day in
[314]
the president's finances now it's a
[315]
federal judge being offered information
[317]
from a congressional committee about an
[318]
unsolicited whistleblower who has come
[320]
forward with credible credible
[321]
allegations of inappropriate efforts to
[323]
influence the handling of the
[325]
president's tax audit inside the IRS so
[329]
that is now on the burner and now
[332]
tomorrow first thing tomorrow morning
[333]
another pot is about to come to a boil
[336]
and that story is next with our guest
