53rd Special Course on National Defence The impact of artificial intelligence on the security of society

We took on the challenge together with the Technology Industries of Finland and Sitra

We invited a group of Finnish decision makers to figure out what artificial intelligence will mean to Finland.

[Antti Palola, Finnish Confederation of Salaried Employees President] The course has convinced me that AI will bring threats and opportunities.

I think the greatest threat is that we will miss the opportunities we have now.

Another one is not holding on to our current know-how.

That will be the key to our future success.

[Mikko Spolander Ministry of Finance Director General]There is a small risk involved.

It will provide possibilities for unprecedented crime and other similar risks.

Overall I still think this is a fantastic opportunity.

It gives us a chance to solve problems earlier technologies have created.

[Jyrki Kasvi, The Greens, Member of Parliament] Possibly the greatest opportunity is real-time decision making in our society.

We can collect the relevant data and analyze it using big data methods.

This can be used to make political decisions.

There's still a way to go.

We now know the GDP of Finland in 2014.

Even the 2015 figure is still a prediction.

We need to be able to tell what the actual figure was last month.

[Harri Nummela, OP Financial Group, Executive Vice President] On the threat side, I've had a rather startling revelation.

The course convinced me there are actors...

...such as criminal organizations, who will also utilize AI.

We seem to face a future where businesses and organizations...

...and actors with conflicting motives are engaged in a battle of AI systems.

[Seppo Kolehmainen, National Police Commissioner] If we're talking about strong AI, the possibilities are almost infinite.

In the future, when faced with challenging situations...

...by feeding enough data you would get AI input and advice.

This would directly relate to your business.

Decision makers would be able to make better informed choices.

The AI would help to refine existing information.

You would have informed options to choose.

[Mirva Antila, IBM Finland, General Manager] I have vision regarding this.

Human and machine together are stronger than either in isolation.

This idea has fueled my imagination in seeing the opportunities offered by AI...

...to serve our customers and the society.

[Ilona Lundström, Ministry of Economic Affairs and Employment, Director General] The greatest opportunity I can see is in the development of democracy.

AI has much to offer here to Finland.

We can leap over the undemocratic period in digitalization where we lack skills.

Instead we can teach AI to assist us very effectively...

...in those aspects that are outside most citizens' reach now.

[Veli-Matti Mattila, Elisa Oyj, Chief Executive Officer] AI is a natural part of the digitalization process.

I can see plenty of opportunities arising for us in near future.

The threat is we become too threat oriented. We need to lead with a positive attitude.

The opportunities provided by AI for cybersecurity are immense.

Fast decision making and basing decisions on correct information is vital.

You also need to be in the right place at the right time with the right equipment.

All this is important. We also need to be faster than the opponent.

The greatest opportunity is a society with more participation by the people.

AI can open up even more global interactions between people.

We can gain a competitive edge by realizing the potential of AI.

It's huge opportunity for a small nation.

How do we create an evironment for that?

[Sauli Savisalo, National Emergency, Supply Agency Director] The greatest threat we face here is...

...if we can't assess the security implications of the rapid spread of AI.

[Taina Kulmala, Prime Minister's Office, Head of Policy Analysis Unit] There is a huge opportunity in improving usability, making services easier.

It's important for businesses, but also for people.

There is a flipside to this.

We are ever more interconnected, but what is actually real?

It will be even easier to manipulate things.

We need the human element and some trust in reality to realize the potential.

[Pekka Eira, Fortum Oyj, Chief Information Officer] I can certainly see an opportunity here.

We can create added value from data on a whole new scale.

There seem to be almost limitless technological possibilities for added value.

[Timo Laitinen, State Treasury, Director General] The opportunity for Finland is our data. We have long term high integrity data.

If we can use AI to utilize that data, it opens up massive opportunities.

The main threat is the reverse of that opportunity.

If we do not maintain the integrity and quality of our data...

..there will be “garbage in, garbage out” as Risto Siilasmaa put it.

[Mikael Forss, Social Insurance Institution of Finland, Director] If AI can be used to crack the mysteries of cancer diagnosis...

...it will be able to make tax and health insurance decisions.
