for more than 75 years the store has

helped supply hampton roads gun owners

but dowdy and his team are also keeping

an eye out making sure their firearms

don't fall into the wrong hands nobody

wants people that aren't supposed to

have guns to get them dowdy and others

are raising awareness about what's

called straw purchasing straw purchasing

is when an individual acquires a product

for a third party that the third party

would normally not be able to legally

with norfolk police chief larry boone

about tracking guns in hampton roads

parks says straw purchasing of firearms

poses a significant threat to

communities because it places guns in
[74]
the hands of unlicensed and potentially
[76]
dangerous individuals a recent case from
[78]
the hampton roads area involving two men
[81]
omar lawrence and hassan radi he
[83]
enlisted
[84]
the help of omar lawrence who is also
[88]
from the region
[89]
and i should mention he was a sergeant
[91]
in the u.s army reserves he had no
[93]
criminal record and rudy enlisted
[95]
lawrence to be his straw purchaser parks
[98]
says lawrence over time straw purchased
[100]
43 firearms for redeemed parks says

through their investigation of those 43
[105]
firearms illegally straw purchased in
[107]
hampton roads six were tied to crimes
[110]
four in philadelphia and one each in
[113]
baltimore and virginia beach the
[115]
philadelphia cases involved two
[117]
shootings and two other incidents
[118]
resulting in gun charges park tells us
[121]
the gun used in one of the philadelphia
[123]
cases was a drive-by shooting that was
[125]
found in a stolen car in new jersey it
[128]
really illustrates the point that
[130]
although straw purchasers often do not
[133]
know where the firearms they illegally
[135]
purchase will end up or how they will be
[137]
used that's what makes this crime so
[140]
dangerous park says atf agents

investigated the guns recovered by
[143]
philadelphia police and it was
[145]
collaboration between his office the atf
[148]
fbi and other agencies that led to
[151]
lawrence and reduced prosecution serial
[153]
numbers then can be traced back to the
[155]
original purchaser
[157]
and that gives us intelligence on you
[159]
know where did this gun come from who
[162]
purchased it where did they purchase it
[164]
when the firearms were recovered in
[166]
these philadelphia crimes
[168]
the serial numbers from the weapons they
[171]
were loaded into an atf database
[174]
and the atf agents soon learned that
[177]
lawrence bought the guns at federally
[180]
licensed gun dealerships in hampton
[182]
roads officials were able to seize 30
[185]
unlawfully acquired weapons trafficked
[187]
by the two earlier this year lawrence
[189]
was sentenced to 78 months and redeemed
[192]
57 months in prison and because of our
[195]
collective efforts these defendants
[197]
received significant sentences and the
[199]
straw gun networks that they contributed
[201]
to
[202]
were dealt a critical blow prohibited
[204]
possessor of a firearm is anything it
[206]
could be rifle shotgun or handgun gotcha
[209]
meanwhile dowdy says his shop has ways
[211]
to seek out potential straw purchasers
[213]
it's very hard to determine you know a
[216]
lot of times if somebody is straw
[217]
purchasing you know we'll have two
[219]
people in the store at the same time and
[221]
one tries to buy it and finds out that
[223]
he you know he can't purchase maybe he's
[225]
not a state resident does it look like
[226]
somebody's picking it out and another
[228]
person is buying it that's that's the
[230]
big thing that we look for he tells me
[232]
atf officials work with his store to
[234]
educate their staff on straw purchasing
[236]
but what do local law enforcement see
[238]
eight times out of ten
[242]
those guns that are used in a crime are
[244]
illegal guns when we return you have to
