Channel: CBS Los Angeles
[0]
well california is flush with cash how
[2]
about that
[3]
and that could mean a nice payday for
[5]
you that's right after dire predictions
[7]
a year ago about our state's financial
[9]
health
[9]
amid the coronavirus pandemic governor
[12]
newsom says california
[13]
has a 75 billion dollar budget surplus
[16]
well kcal9 political reporter tom wade
[19]
is here now with more on the fiscal
[20]
turnaround and what governor newsom
[22]
wants to do with that surplus money he
[24]
wants to give it away
[25]
to a lot of people but it is a surprise
[27]
this surplus that we have
[28]
so if you make less than 75 thousand
[31]
dollars a year
[32]
you're likely to get a stimulus check if
[34]
state lawmakers approve the governor's
[35]
plan which they are expected to do
[37]
newsom says this is the best way to
[40]
continue to rebuild the state's economy
[42]
but his recall opponents say this is
[44]
just a publicity stunt
[46]
i'm about to make an announcement no
[48]
other governor in california history has
[50]
ever made
[50]
governor gavin newsom revealed
[52]
california has one of the biggest budget
[54]
surpluses in state history
[56]
despite gloomy predictions a year ago
[59]
that the pandemic would destroy the
[60]
state's economy
[62]
and newsom says he wants to give
[63]
billions back to the middle class and
[65]
poor families
[67]
today we're announcing a 75.7
[70]
billion dollar budget surplus that tax
[73]
rebate
[74]
will impact just shy of 80 percent of
[76]
all
[77]
tax filers will get a direct stimulus
[80]
check
[80]
here's who's eligible for this new round
[82]
of stimulus money
[83]
600 direct payments will go to taxpayers
[86]
making up to seventy five thousand
[88]
dollars a year
[89]
families with kids get an extra five
[91]
hundred dollars undocumented families
[93]
are also eligible
[94]
to receive five hundred dollar payments
[96]
and there's rent and utility help as
[98]
well
[99]
five billion dollars has been set aside
[101]
for rental assistance
[103]
and two billion dollars has been set
[104]
aside for overdue
[106]
utility bills just a struggle day by day
[109]
kimberly cunningham of los angeles was a
[111]
flight attendant who was laid off at the
[113]
beginning of the pandemic
[114]
she says a new round of stimulus is
[116]
desperately needed
[117]
even the ones who are making 100k i
[120]
think every family deserves that
[122]
stimulus check times is hard they have
[125]
mortgages
[126]
families to take care of you know
[129]
everyone
[129]
needs it this is the second round of
[131]
stimulus payments from the state since
[133]
the outset of the pandemic
[135]
but the first checks only went to people
[137]
making less than 30 thousand dollars a
[139]
year
[139]
newsome's recall opponents pounced on
[142]
the announcement
[142]
republican john cox said today it was
[145]
just a ploy to score votes
[146]
we're gushing revenue isn't that great
[149]
the governor's got a lot of money to
[150]
hand out and of course
[151]
he's worried about his own neck in terms
[153]
of his political ambition and
[156]
and and that's why you know he's talking
[158]
about this now
[160]
the taxpayers that's the taxpayers money
[163]
frankly
[164]
california has the highest taxes in the
[166]
country
[167]
the state is flush with money professor
[170]
of political science fernando guerra
[172]
says states across the country
[173]
also have surpluses it's just that
[175]
california has even more money and it's
[178]
up to the governor how to give it back
[179]
some part this is not state money it's
[182]
federal money given through the states
[185]
and it is the job
[186]
of the state the governor to figure out
[190]
how to do it and every governor right
[192]
now is in this situation
[194]
and one can't say one way is better than
[196]
the other
[197]
so is he using it and it might help him
[200]
politically
[201]
probably but he's still doing what is
[204]
required
[205]
by the federal regulations that are
[207]
being given out
[208]
with this money the reason for
[210]
california's surplus
[212]
the state's richest saw their wealth
[213]
surged during the pandemic
[215]
thanks to stocks and the state collected
[217]
billions more than expected
[219]
in capital gains taxes some economists
[221]
worry though that the stimulus payments
[223]
are too much and that people may not
[225]
look for work i'm not sure what that
[227]
does for our economy
[228]
if anything is going to make it more
[230]
miserable
[231]
for small business owners who are
[233]
relying very heavily on the minimum wage
[235]
workers to come back
[236]
and these workers are not showing up but
[238]
struggling californians say it's money
[240]
they need it helped me out enormous that
[242]
would be like a down payment for
[243]
to fly my way into an apartment it will
[245]
help me you know with rent you know
[247]
with you know electricity you know
[250]
things like that
[250]
just you know everyday life the cost of
[253]
living in california
[255]
is just like ridiculous
[258]
calvin faulconer the republican former
[260]
mayor of san diego who's also running in
[262]
the recall election said in a statement
[264]
california needs permanent real real tax
[267]
relief
[268]
not just one-time stimulus checks
