Service-Disabled Veteran-Owned Small Business Procurement Program (SDVOSB) - YouTube

Channel: Troy A. Small

[5]
in today's video i wanted to discuss the service聽 disabled veteran owned small business procurement聽聽
[10]
program i was helping the client a couple weeks聽 ago and the uh you know sdvusb set asides and uh聽聽
[18]
the veterans affairs came up so i thought i'd do a聽 video uh that you know provides an overview of the聽聽
[24]
program so why does an sdvosb uh program matter聽 why would someone want to be in that program what聽聽
[33]
benefits them well the answer to that is that聽 the federal government has a goal to set aside聽聽
[39]
three percent of all contract awards for service聽 disabled veteran or small businesses each year聽聽
[46]
so i mean that is a purpose set aside of聽 contracts to a particular socio-economic group聽聽
[52]
and so that's the benefit here is that a you know聽 a veteran-owned company who is a service disabled聽聽
[58]
veteran uh they have the ability to compete on a聽 smaller competition scale and that's the benefit聽聽
[65]
of set-asides set-asides take bigger competitions聽 and they scale them down to smaller competitions聽聽
[72]
which if the competition is smaller uh for an聽 individual company the chances of winning are聽聽
[79]
greater because you have less competition聽 right it's less folks that are involved聽聽
[82]
that increases your chances of winning so that's聽 why you know if you are a service disabled veteran聽聽
[88]
and you own a business you should look聽 into uh becoming a uh certified uh聽聽
[95]
sdvsb and so how do you what what are聽 the qualifications uh for an sdv osb聽聽
[102]
well first you must be a small business uh you聽 um it must be 51 percent owned by one or more聽聽
[111]
service disabled veterans and one or聽 more service disabled veterans must have聽聽
[117]
day-to-day control of the business and also um the聽 owners must have a service-connected disability聽聽
[125]
so those are the things that that can qualify you聽 as an sdvusb is those things there now uh how what聽聽
[134]
happens when you are seo visa what happens is the聽 the small business administration they set aside聽聽
[139]
contracts for those for that group just like i聽 was explaining now um actually taking a step back聽聽
[148]
if you are eligible the the next thing that聽 you would do is just you would basically was聽聽
[152]
self-certified so in order to participate in the聽 small business administration's service disabled聽聽
[158]
veteran oil small business procurement program聽 you have to uh have it on your profile in sam聽聽
[164]
and the way that you update that or you know聽 have it to where you are a verified sd busb聽聽
[171]
through the small business administration is to聽 log on to your sam.gov profile and to update your聽聽
[179]
social economic status and your sam profile once聽 you do that and save it you're basically you're聽聽
[185]
just self-certified as an sdvusb now of course聽 you need to make sure that you meet all the聽聽
[191]
eligibility factors before you do that because聽 you don't want to fraudulently say that you're聽聽
[195]
something that you're not but as long as you meet聽 all of those qualified those uh eligibility points聽聽
[200]
then you can rightfully self-certify as a service聽 to save a veteran-owned small business and then聽聽
[207]
you may compete for those contracts that聽 are issued by federal agencies now there's聽聽
[213]
a slight departure here in that there's a聽 slight difference with the veterans affairs聽聽
[218]
uh small excuse me service disabled veterans聽 small business program the veterans affairs聽聽
[226]
they set aside their own contracts for veterans聽 through the veterans first contracting program and聽聽
[233]
in order to compete for the veterans affairs sdv聽 osb set asides you must be a part of their their聽聽
[240]
veterans first contracting program聽 and in order to do that you have to be聽聽
[244]
verified through the va the va has an聽 organization called the center for verification聽聽
[252]
and eligibility cve they are聽 responsible for reviewing and vetting聽聽
[259]
service disabled veterans applications to be a聽 part of the veterans first contracting program聽聽
[265]
once you are approved into the va's program then聽 you are able to compete with only veterans for聽聽
[274]
for va contracts so typically what happens is聽 the va usually issues their contracts out first聽聽
[280]
for veterans it will either be a veteran owned聽 small business set aside or it may it'll be a聽聽
[287]
service disabled set aside right now if they don't聽 have enough vendors in the market or if they find聽聽
[293]
that there's just no one that can do it who's a聽 veteran then they may change the set-aside or they聽聽
[298]
may issue it as unrestricted based on the fact聽 that there are no veterans in the market however聽聽
[306]
but initially they are looking to a war to聽 veterans right off the bat and so that's the聽聽
[311]
benefit of the service disabled veterinal small聽 business procurement program and so once again聽聽
[317]
if you are a veteran out there and you have聽 a service connected disability and you are聽聽
[322]
a business owner and you're involved or you聽 want to be involved in government contracting聽聽
[327]
then you should make sure that you聽 you know go through the protocol聽聽
[330]
to get certified as an sd vosp all right i hope聽 this helped someone hope you guys have a great day
