Democrats are still trying to solve: how聽 to secure enough votes in the U.S. House聽聽

to pass a trillion-dollar infrastructure bill聽 tomorrow, as Speaker Nancy Pelosi had promised.

Early today, some holdouts聽 among House progressives,聽聽
[16]
unsatisfied with the status of another聽 larger bill that's still in the works.聽聽
[20]
That could put trillions more towards climate,聽 health care and other domestic initiatives.

As the president himself gets聽 more involved in these talks,聽聽
[28]
Yamiche Alcindor has been following it聽 all. She joins us now from the White House.

So let's talk about what the president's doing.聽聽
[36]
What are some of his efforts that he's聽 doing right now to try to unite Democrats?
[39]
YAMICHE ALCINDOR: Well, there is an intensifying聽 feeling of urgency here at the White House聽聽
[45]
tonight, as President Biden is scrambling to聽 try to get Democrats united between these two聽聽
[50]
big infrastructure bills, $1 trillion as聽 the bipartisan bill, and then, of course,聽聽
[55]
a $3.5 trillion bill that Democrat-supported聽聽
[58]
right now, even though not all the聽 Democrats are on the same page.
[60]
The president was supposed to be in Chicago聽 today talking about vaccine mandates,聽聽
[64]
talking about companies that have聽 adopted vaccine mandates, but, instead,聽聽
[68]
he postponed that trip, signaling that he聽 needed to be here to talk to lawmakers.
[72]
In just the last hour, he was talking聽 to both House Speaker Nancy Pelosi,聽聽
[76]
as well as Senate Majority Leader Chuck Schumer.聽 And I'm told in those meetings with lawmakers,聽聽
[80]
including Senator Sinema and Senator Manchin,聽 that the president is really doing two things.
[84]
He's, one, explaining to聽 senators and to lawmakers,聽聽
[86]
here's what my legacy is. Here's what my聽 agenda is. Here's what my wants for the聽聽
[91]
American people are. The second thing he's doing聽 is saying, what can I do to try to get you to yes?聽聽
[96]
What can I do to try to get you on board with this聽 plan for these two big bills to pass together?
[101]
Then come the White House staff. Now,聽 they were on the Hill today meeting with聽聽
[105]
Senator Sinema. And some of the White聽 House staff are White House Chief of Staff聽聽
[109]
Ron Klain, as well as top aides Steve聽 Ricchetti, Brian Deese, Louisa Terrell.

These are names that might聽 not be familiar to people,聽聽
[115]
but they are really the brain trust that's聽 behind this really effort to try to get聽聽
[119]
the White House and all of its efforts聽 to get the lawmakers on the same page.

I'm also told that Senator Sinema looks like聽 she's a senator who is more likely to say yes,聽聽
[127]
even though that $3.5 trillion package, it might聽 shrink down $2.5 trillion or even $2 trillion.

I'm also told that Senator Manchin聽 is the one that is the harder sell聽聽
[137]
here. And just in the last hour, Senator聽 Manchin put out a statement that did not聽聽
[141]
sound like he was getting any closer to聽 that reconciliation bill, supporting it.
[145]
He put, in part, spending trillions of dollars,聽 in his words, is like -- quote -- "fiscal聽聽
[150]
insanity." He also wrote that Democrats should聽 not -- quote -- "vengefully tax the wealthy."

That, of course, is in stark contrast to聽 what progressives have been saying, so聽聽
[158]
a lot here with the president at the center of it.

AMNA NAWAZ: Yamiche, the pressure is聽 building. There is that self-imposed deadline.

Speaker Pelosi said that vote on聽 infrastructure is happening tomorrow.聽聽

What's the sense in the White House today?
[168]
YAMICHE ALCINDOR: Well, the president is聽 under enormous pressure. The next 24 hours聽聽
[173]
is going to be critical for whether or not聽 President Biden can really get this done,聽聽
[177]
because Nancy Pelosi has said that she wants聽 to bring that bipartisan infrastructure bill聽聽
[181]
to the House floor because she's promised that,聽 if it has the votes, it will go to the floor.

Now, here's what the House -- here's what聽 the White House press secretary, Jen Psaki,聽聽

said just a few hours ago, talking聽 about the intensity of this moment.
[194]
JEN PSAKI, White House Press Secretary:聽 The president, just to give you an update,聽聽
[198]
is going to be working around the聽 clock the rest of today, overnight,聽聽
[202]
into tomorrow morning. And we're going to聽 be working in lockstep with Speaker Pelosi.
[207]
The president has been clear about his commitment聽 to getting both pieces of legislation passed,聽聽
[212]
both of them through. So, right now, what we're聽 navigating through and we're working through is聽聽
[216]
how we can get agreement, of course, 50 votes聽 in the Senate on a reconciliation package.

YAMICHE ALCINDOR: Press Secretary Jen Psaki also聽 said that this was a -- quote -- "precarious" and聽聽
[227]
important time in the Biden presidency. This,聽 of course, is his whole agenda hanging in the聽聽
[232]
balance. He has promised transformational聽 change. He ran on the idea that he was the聽聽
[235]
dealmaker, that he could use his decades in聽 service in government to get a deal done.
[240]
Now whether or not that actually happens will聽 be the biggest test of his presidency here. So,聽聽
[245]
you heard in the White House press聽 secretary really doubling down on聽聽
[248]
this idea that the president understands聽 the moment and wants to get this done.
