$3.5 Trillion Budget Bill Passes First Senate Hurdle - YouTube
Channel: The Young Turks
[0]
the senate has officially approved a 3.5
[3]
trillion dollar budget blueprint now
[6]
this is a resolution meaning that they
[8]
haven't actually voted on the final
[10]
legislation yet but this is the
[14]
reconciliation bill that we've been
[16]
talking about for months and months the
[18]
very bill that includes all of the
[20]
agenda items in biden's infrastructure
[23]
package that didn't actually make it in
[26]
the bipartisan infrastructure package
[28]
now that includes much of what was again
[30]
left out of biden's proposals in uh his
[33]
infrastructure proposal and uh of course
[36]
not a single gop lawmaker in the senate
[38]
voted in favor of it but that was to be
[40]
expected again this is the 3.5 trillion
[43]
dollar bill
[44]
that includes things like child care
[47]
elder care here let me give you a list
[49]
of uh
[50]
provisions that are included that was
[52]
provided by bernie sanders to jeff stein
[55]
of the washington post it includes child
[57]
tax benefits universal pre-k paid family
[60]
and medical leave tuition free community
[63]
college lower prescription drug costs
[65]
dental hearing vision medicare expansion
[68]
housing home care major climate action
[72]
immigration
[74]
immigration reform specifically
[76]
pertaining to daca recipients it also
[79]
includes a lower medicare age meaning
[81]
that it seeks to expand medicare to
[84]
cover more individuals obamacare
[86]
expansion increasing physical supply and
[89]
also i don't i'm going to keep it real i
[91]
don't know what increasing physical
[93]
supply means
[95]
but it does have
[96]
important provisions that do fund
[99]
certain things that help ordinary
[102]
americans rather than corporate america
[104]
and where would the revenue come from it
[106]
would come from a beefed up irs meaning
[108]
that it would be funded
[110]
to do the audits necessary on tax
[114]
dodgers at the very top
[116]
it would tax the rich tax corporations
[118]
and also implement fees on polluters and
[122]
it would include medicare negotiations
[124]
now that's
[125]
a summary of the bill the reason why
[127]
we're giving you a summary is because we
[129]
don't have the actual legislation in
[131]
front of us yet because all they did was
[134]
vote on a blueprint they didn't vote on
[136]
the end legislation they just voted on
[138]
this blueprint and it passed with every
[141]
democratic senator voting in favor of it
[144]
so that's positive news
[146]
except we're already hearing that while
[149]
some of these corporate democrats in the
[151]
senate voted in favor of the resolution
[153]
they're unlikely to vote in favor of the
[156]
final bill because they have issues with
[159]
let's keep it real taxing the rich
[162]
now uh the chamber's approval of the
[163]
budget framework came after an
[165]
hours-long spectacle known as voterama
[170]
the process is where senators are
[172]
allowed to uh offer an unlimited number
[175]
of largely meaningless and non-binding
[178]
uh provisions so non-binding means that
[181]
nothing's gonna happen right they
[183]
propose these provisions they debate the
[185]
provisions they give their floor
[186]
speeches about these provisions but at
[189]
the end of the day these amendments to
[191]
the resolution are in fact non-binding
[194]
now senator ron wyden who's the chair of
[197]
the senate finance committee offered an
[199]
amendment expressing support for tax
[201]
increases on the nation's richest 0.1
[204]
percent the measure actually failed it
[207]
failed why did it fail because senators
[209]
kirsten cinema janine janine shaheen and
[213]
maggie hassan joined every republican in
[216]
voting no
[217]
so that's a red flag because that made
[220]
it very clear that there are several
[223]
democratic lawmakers in the senate who
[226]
have a problem with increasing taxes on
[228]
the rich in order to pay for some of the
[232]
provisions in this more robust
[235]
bill now it's now being referred to as a
[238]
budget bill it was originally referred
[240]
to as the second half of the
[243]
infrastructure bill the reconciliation
[245]
version that allows for its passage with
[247]
a simple majority in the senate
[250]
but
[251]
it's clear that
[252]
kirsten cinema who has no problem
[255]
infuriating her own base her own
[257]
constituents uh would fight this
[260]
legislation when it comes down to a
[263]
final vote in the senate the 3.5
[265]
trillion budget resolution now heads to
[267]
the house which can either pass the
[269]
measure as is or amend it and send it
[272]
back to the senate house democratic
[274]
majority leader steny hoyer announced
[276]
tuesday that the lower chamber will cut
[278]
its recess short to take up the measure
[281]
on august 23rd
[283]
so the real question now is what is
[285]
likely to happen
[287]
once this legislation makes its way to
[289]
the house because there has
[291]
unfortunately also been
[293]
some pushback from corporate democrats
[295]
in the house
[296]
now in the house democrats do have a
[298]
majority it isn't a large enough
[300]
majority to prevent a block of corporate
[303]
democrats uh from stopping its passage
[306]
so we'll see what happens there but
[308]
understand that both in the senate and
[310]
the house you have corporate democrats
[312]
who plan to stand in the way and that's
[314]
a huge huge problem now the other
[317]
problem is you have corporate media and
[319]
the way that it frames these types of
[321]
stories these types of
[324]
proposals
[325]
on one hand you have the
[327]
slimmed down bipartisan infrastructure
[330]
bill which includes corporate handouts
[333]
which includes privatizing public
[336]
infrastructure and it seems like the
[338]
media has been pretty favorable in their
[340]
coverage toward that bipartisan bill
[342]
it's historic it's historic oh my gosh
[344]
we never thought that democrats or
[346]
republicans could work together to pass
[347]
anything i got news for you when it
[349]
comes to corporate handouts
[351]
they'll work together to pass anything
[354]
now the way that they talk about the 3.5
[357]
trillion dollar
[358]
budget deal
[360]
that's also fascinating now pay close
[363]
attention to how cnn framed both pieces
[366]
of legislation when they covered the
[368]
story
[370]
a two-headed monster is making its way
[372]
through the u.s senate on one track a
[375]
1.2 trillion dollar infrastructure
[377]
package poised for a final vote late
[379]
tonight or early tomorrow morning and
[381]
then on the other a 3.5 trillion dollar
[383]
budget resolution which was just
[385]
released today
[387]
[Music]
[388]
a two-headed monster it's an interesting
[391]
way of framing legislation that
[394]
improves infrastructure and in the case
[397]
of the 3.5 trillion dollar proposal
[399]
improves the lives of ordinary americans
[402]
through legislation which honestly
[404]
hasn't happened in a long long time but
[408]
let's watch a little more of cnn's
[410]
coverage on this because
[411]
some of their reporting is important
[414]
especially the reporting that calls out
[415]
the democratic lawmakers who have a
[418]
problem with increasing taxes on the
[420]
wealthy in order to pay for all those
[423]
provisions that we desperately need
[426]
the senate also set in the coming days
[428]
to pass the 3.5 trillion dollar budget
[431]
blueprint that unlocks the ability to
[433]
pass the second piece packed with
[435]
progressive priorities through the
[437]
senate on a simple majority vote the
[439]
most significant legislation for
[441]
american families since the era of the
[443]
new deal and the great society setting
[446]
up weeks of closed-door negotiations
[448]
over a package set to include home and
[450]
child care free community college
[452]
universal pre-k paid leave and even a
[455]
pathway to citizenship for certain
[457]
undocumented immigrants but with the
[459]
barest majorities in both chambers no
[462]
easy path ahead despite as tension
[464]
between the wings of the democratic
[466]
party ramps up in the house where
[468]
moderates in a letter to speaker nancy
[470]
pelosi are pressing leaders to pass the
[472]
senate infrastructure bill now saying
[475]
quote the country cannot afford
[477]
unnecessary delays immediately drawing
[480]
sharp rebuttals from progressives who
[482]
refuse to support that bill until the
[484]
second measure is ready for passage
[487]
pelosi making clear the bipartisan bill
[489]
will go nowhere until that second bill
[492]
is complete whatever you can achieve in
[494]
a bipartisan way
[496]
bravo
[497]
we salute it we applaud it we hope that
[499]
it will have passed soon
[502]
but at the same time we're not going
[504]
forward with leaving people behind
[508]
now the real question is will nancy
[510]
pelosi stand her ground as house speaker
[513]
she claims that she will not allow for a
[515]
floor vote on the bipartisan
[518]
infrastructure bill unless both
[521]
pieces of legislation the infrastructure
[522]
bill and the budget bill make their way
[525]
to the house
[526]
but here's the issue as you saw in that
[528]
report you have corporate democrats in
[530]
the house who are urging urging the
[532]
house speaker to
[534]
allow for a floor vote on the bipartisan
[536]
bill immediately regardless of where
[538]
we're at with the 3.5 trillion dollar
[541]
budget bill
[543]
and that is a problem and we should name
[544]
them by name
[546]
because we do have some more information
[547]
about the letter that they sent her
[549]
and we should know who they are so
[551]
a group of six moderate democrats
[553]
they're conservative corporate democrats
[555]
of course has started circulating a
[557]
letter addressed to speaker nancy pelosi
[559]
that urges her to bring the bipartisan
[561]
legislation to the house floor for a
[564]
voter suit
[565]
as soon as possible and here's what the
[567]
letter says we must bring the bipartisan
[569]
infrastructure bill to the house floor
[571]
for a stand-alone vote this once in a
[574]
century investment deserves its own
[576]
consideration without regard to the
[578]
other legislation
[580]
separately as we begin the
[582]
reconciliation process we have concerns
[585]
about the specific components of that
[587]
potential package meaning we don't like
[590]
the 3.5 trillion dollar package
[593]
the 3.5 trillion dollar package
[595]
includes tax increases for individuals
[598]
making more than 400 000 a year and for
[601]
corporations and we're not like in favor
[604]
of that you know these are people who
[606]
help fund our campaigns
[607]
these are people who have more sway than
[610]
our constituents who overwhelmingly
[611]
support
[613]
the 3.5 trillion dollar bill based on
[615]
polling
[616]
but you know we listen to our donors and
[618]
we protect our donors and our donors
[620]
don't want tax increases they talk about
[622]
the spending right pay close attention
[624]
because they'll never say of course
[626]
they'll never say
[627]
we're looking out for our corporate
[628]
donors they don't want to pay more in
[630]
taxes what they will say is we're
[632]
worried about the deficit we're the
[634]
deficit guys the deficit we're so
[636]
concerned about the deficit
[639]
so that's why we're
[641]
you know
[642]
raising some red flags here but let's
[645]
vote on that corporate giveaway
[646]
bipartisan infrastructure bill first
[649]
let's do it as a standalone bill
[651]
so the question is will house speaker
[654]
nancy pelosi stand her ground or will
[656]
she cave to these corporate democrats
[658]
and who are they
[659]
the letters being circulated by uh
[661]
conservative democratic representatives
[663]
josh gothheimer
[665]
jared golden kurt schrader and also
[668]
vicente gonzalez ed case and uh
[671]
philmon vela from texas
[675]
so those are the lawmakers who signed on
[677]
to that letter they want a stand-alone
[678]
vote on uh that infrastructure bill they
[681]
do not support it's already very clear
[683]
the 3.5 trillion dollar budget bill that
[686]
includes everything that actually
[687]
benefits the lives of working americans
[690]
and so it's important to know who our
[691]
friends are who our enemies are who
[693]
looks out for corporate interests and
[695]
who looks out for their own constituents
[697]
and ordinary americans
[699]
we don't know how this is going to play
[701]
out but
[702]
progressives do have some leverage here
[704]
if progressives withhold their vote on
[707]
the bipartisan infrastructure deal
[709]
and ensure
[711]
that they also get a vote on the budget
[713]
deal
[716]
i think that all of that hard work all
[718]
of that campaigning to get them elected
[721]
as they were primary and corporate
[722]
democrats will pay off
[725]
they need to hold their ground they need
[727]
to stand their ground and i think that
[729]
they
[729]
progressive specifically have the
[731]
ability to do it and they'll have my
[733]
full support if they do
[735]
there's no reason we should allow
[737]
corporate democrats to be the ones who
[740]
have all the sway over the future of
[742]
this country over the future of the
[744]
infrastructure bill
[747]
if you want the corporate handouts and
[748]
the corporate goodies
[750]
you got to give us something in return
[753]
that's what progressives should be
[754]
saying and they are saying it to be fair
[756]
the question is will they hold their
[757]
ground we'll see
