that are struggling to pay their bills

amidst the pandemic joining us now is

congressman good morning great of you to

be here this morning

so do you share in supporting bankruptcy

option for states as McConnell just
[38]
detailed laSandra first it's good to be
[41]
with you and let's keep in mind we've
[44]
spent trillions of dollars to to try to
[47]
keep our economy held together to keep
[49]
small businesses and families and jobs
[51]
but there was a hundred and fifty
[53]
billion dollars that went to states in
[55]
the last bill the pet the cares Act that
[57]
we passed a few weeks ago that hundred
[59]
and fifty billion dollars is just
[61]
starting to get to States each state was
[63]
given an allocation but based on
[65]
population and then the states and local
[68]
governments have access to that money to
[70]
get them through the k枚ppen 19 crisis
[72]
and so you know as some governors that
[74]
were having financial problems before
[77]
this crisis keep in mind are talking
[79]
about a bailout for themselves just
[82]
remember there's a hundred and fifty
[83]
billion dollars that just went out the
[85]
door most of those states got that money
[87]
in their bank account
[88]
earlier this week so they have that
[90]
money before they start talking about a
[92]
bailout from the federal government for
[94]
problems they had prior to kovin 19 well
[97]
let's make sure that this money that was
[98]
spent that they're just getting now is
[100]
spent properly well and that is the case

that Mitch McConnell made in a series of
[105]
interviews and Governor Andrew Cuomo

from New York hardest hit in the United
[110]
States with this pandemic he responded

to it here's the governor yeah it's one
[116]
of the dumb statements of all time how
[118]
does that help the national economy
[119]
state should be should declare

bankruptcy he then says this is a

bailout to the blue states which was a
[126]
really offensive statement so to sort of
[129]
finish up on on that point you support

Mitch McConnell's

that stage should lean on the bankruptcy

option over leaning on federal funds

well again let's keep in mind hundreds

of billions of dollars are going to

states not just a hundred and fifty

billion that was in the cares Act

specifically for state and local

governments but there's also

unemployment money there's money of
[152]
course we're gonna pass more money for
[153]
small businesses to help save those
[155]
small businesses and by the way when
[157]
that money's 75 percent of the money
[159]
we're going to pass today and the PPP
[161]
the Paycheck protection program has to
[163]
be spent on workers bringing workers off
[165]
the unemployment rolls that also saves
[168]
States money so for some of these
[170]
governors again I mean these are states
[171]
you're talking about in New York had
[173]
real serious financial problems prior to
[175]
kovat 19 they're getting flushed with
[178]
cash from the federal government for
[180]
this crisis businesses and workers are
[183]
getting money as well we know there's a
[186]
shortfall everywhere the real answer
[187]
that that's andrew is to get our economy
[189]
back open you've heard president Trump
[191]
talk about this the need to make sure
[193]
that we're we're not trading off between
[196]
safety of our health and safety of our
[198]
economy you can and must do both but
[201]
you've got to start getting people back
[202]
to work in a safe way over these next
[204]
few weeks

look we're learning a lot more from our
[206]
medical experts about how to do that
[208]
yeah which includes social distancing
[210]
but we you know you're hearing from all
[212]
these small businesses that say even
[213]
with money from the federal government
[215]
they can't hang on for another month or
[216]
two all right so we'll see where the

rest of your colleagues on both sides of
[221]
the aisle stand on that Congress have a
[223]
couple big votes happening in the house
[224]
this morning just heard chat program lay
[227]
that out for our audience obviously the
[228]
first one on the Oversight Committee
[230]
there will be a vote on that and then
[233]
the 484 billion dollar measure phase
[237]
three and a half bill three point five
[239]
where do you stand on it do you support
[241]
it yes I support the measure to
[245]
replenish the paycheck protection
[247]
program this has been a lifeline to so
[249]
many small businesses I've heard from
[250]
small businesses not only in my district
[252]
in Southeast Louisiana but all across
[254]
the country some who have used this
[257]
money to keep their business afloat to
[258]
keep their workers off of the
[260]
unemployment rolls and some who are
[262]
about to face bankruptcy because they
[263]
weren't able to get a loan in the first
[265]
round we need to make sure that the
[267]
passes today it will pass overwhelmingly
[269]
and you know this is kind of a unique
[271]
vote with us voting in blocks where
[273]
they're they're basically breaking the
[275]
whole roll into eight different blocks
[277]
of members so it'll take a few hours but
[279]
it's important that it get done you know
[282]
in terms of that Oversight Committee
[283]
look we have eight oversight committees
[285]
already
[286]
this really is an attempt by speaker
[288]
Pelosi to just set up another
[289]
impeachment type committee to harass the
[291]
president and that's that's a we she
[293]
they should be focused she details right
[296]
now the way she detailed that committee
[299]
the committee will root out waste fraud
[300]
and abuse and will ensure that taxpayer
[302]
money goes to workers paychecks so are
[304]
you not supporting that measure well
[307]
syndra there are already eight
[309]
committees plus an inspector general
[311]
that we added in the cares Act and the
[313]
president's already appointed that
[314]
person eight committees including
[316]
committees that speaker Pelosi herself
[318]
Ron she actually appointed the chairs of
[320]
those committees if she doesn't think
[322]
they're doing a good enough job the
[323]
answer should not be to create yet
[325]
another committee and spend millions
[326]
more taxpayer dollars just to harass the
[329]
president and if you watch the debate on
[330]
this last night it was very clear the
[332]
people that are on there trying to help
[334]
to help go after the president help
[336]
promote Joe Biden's campaign this isn't
[339]
a time for those kind of politics
[340]
there's an election in November we
[342]
should be focused on helping people not
[344]
wasting millions more just to harass the
[346]
president okay
[348]
real quickly congressman with the time
[350]
that we have left your state Louisiana
[352]
it has been hard hit a lot of folks with
[355]
underlying conditions this is
[356]
exacerbated the corona virus pandemic in
[359]
your state 25,000 cases confirmed nearly
[362]
1500 deaths your stay at home order in
[365]
your state expires May 1st
[367]
are you in favor of reopening the state
[369]
while this is still such a big problem
[372]
and Sandra you know spoken to our
[375]
Governor John bel Edwards up talk to the
[378]
heads of all the big hospitals in New
[379]
Orleans and everybody is working
[380]
together to do what they can to actually
[382]
bring the curve down and you're seeing
[384]
it come down the number of people on
[386]
ventilators is reducing some of those
[387]
indicators clearly there there are
[389]
deaths and these are these are tragic
[390]
and you know we pray for families that
[393]
have died from this but there are
[395]
families that have also died from things
[396]
like suicides that we're seeing on the
[399]
on the rise also we're concerned about
[400]
the mental how
[401]
challenges and so the governor said
[402]
we're gonna start in the next few days
[404]
going back to elective surgeries think
[406]
about this Sandra there are a lot of
[408]
people that have not been able to get
[409]
their mammogram or their colonoscopy
[411]
that you can detect early cancer or
[414]
other things like that that they're not
[416]
doing right now and so you need to let
[418]
people get back to having those kind of
[420]
basic procedures to save their lives as
[422]
well and so the governor is opening that
[424]
up and in a phased approach as the
[425]
president laid out you can do these
[427]
things safely we've got to get our
[430]
economy back open so that people can go
[432]
out and get those medical procedures
[434]
that will save their life while we're
[435]
also battling kovat 19 but considering
[439]
the risks that you just laid out is it
[441]
worth starting to open up other areas of
[443]
the economy like you've heard from other
[445]
states salons barber shops and obviously
[448]
into another phase where you'd open up
[450]
the restaurants which are so key to New
[452]
Orleans in your state yeah and you know
[455]
you do it in a smarter way and and
[457]
that's why you're seeing right now
[458]
everybody from your local restaurant to
[461]
the largest sports leagues are having
[463]
these conversations about how to do it
[465]
smarter nobody wants to put customers in
[467]
jeopardy people are starting to get
[469]
antsy about wanting to get out of their
[471]
house but they don't want to do it in a
[472]
way that puts their family at risk so I
[474]
think you're gonna see social distancing
[475]
continue to be a big part of this people
[478]
have learned a lot more about how to do
[479]
that whether they want to wear masks and
[480]
gloves I think you're gonna see a lot of
[482]
people taking temperatures at the
[484]
entrance whether it's it's a shopping
[486]
mall that might open up weeks from now
[488]
or a grocery store that already has
[490]
customers in it where they might take
[492]
your temperature and just say look if
[493]
you've got a fever over 100 degrees
[495]
stay at home because you're higher at
[497]
risk if you have diabetes and other
[500]
things that put you higher at risk just
[501]
know that and be smart about how to take
[503]
precautions but we have to start opening
[506]
things back up again because there are
[508]
people that are having other
[509]
consequences health-wise diseases that
[513]
aren't being taken care of
[515]
because they're not able to get out and
[516]
go take care of those things it is going
[519]
to be such a delicate balance so many
[521]
big decisions to be made we know you've

got those votes coming up congressman we
