Biden freezing oil leases is 'ideological and not based on science': Menezes - YouTube
Channel: Fox Business
[0]
more on biden's move to reverse trump's
[2]
efforts to expand drilling
[4]
uh as well as a decision to scrap
[5]
sanctions against the nordstream
[8]
ii pipeline joining us now mark menzes
[10]
former deputy secretary of energy mark
[12]
good to see you again
[13]
you know just uh i want to really drill
[16]
down anywhere because i'm really annoyed
[18]
about this
[18]
i'm sure you are too but just tell me
[20]
you know for
[21]
simplistic purposes so let me let me get
[24]
this right
[25]
we are stopping we the byte
[27]
administration
[28]
stopped the excel pipeline
[33]
the byte administration is stopping
[36]
the anwar drilling which trump got
[39]
through
[40]
after people tried for 30-something
[41]
years but the byte administration
[44]
is mark helping to complete the russian
[48]
gas pipeline so i would say this is
[51]
america last russia first
[55]
you have a take on that i know i'm i'm
[57]
rephrasing it
[58]
but what do you think about that
[62]
well larry it's great to be with you
[63]
today um
[65]
you know i i agree with senator
[67]
murkowski you know the decision today
[69]
may not have been totally unexpected but
[71]
it certainly was outrageous
[73]
you made the point that congress played
[75]
a key role in this
[76]
this was not a decision that was made in
[79]
the last days
[80]
of the trump administration on issuing
[82]
these leases you know congress
[84]
essentially mandated the administration
[86]
to establish
[88]
an oil and gas program and that it took
[91]
years of study
[92]
there's probably no other real estate in
[94]
all of america that has been studied
[96]
more than anwar this legislation that
[99]
you talked about was really a
[101]
culmination
[102]
of policy debates and congressional
[105]
action going back
[106]
decades it was a deal that was put
[108]
together that
[109]
you know arose out of work uh to
[113]
lift the oil export ban alaska was
[115]
always exempt from that
[117]
but you know we extended renewables uh
[120]
tax credits
[121]
uh the legislation 2017 uh
[124]
was a very well put together bill uh
[128]
that
[128]
um you know was an all-of-the-above
[130]
approach uh the studies took place
[132]
during the trump administration
[134]
uh and the leases were granted after
[136]
really a tremendous amount of work
[138]
uh that was done so mark let me i mean
[141]
again
[142]
i think i think the record will be clear
[144]
no absolutely i
[145]
i just want to you know make some
[147]
thoughts here first of all the thing
[149]
about anwar
[150]
okay look i'm i'm i'm all the above kind
[153]
of guy i think you probably are too
[155]
but you have to think not just about oil
[158]
but of natural gas
[161]
we're probably going to drill if we ever
[163]
do and we're going to discover a lot of
[165]
oil
[165]
but we will discover more natural gas i
[168]
mean i don't know that i'm not a
[169]
geologist but that's the history of
[171]
these things
[171]
in the permian basin and others you get
[174]
so much damn gla
[175]
gas you have to flare it out then the
[177]
price goes down
[178]
and guess what we can ship lng to europe
[181]
or we can ship
[182]
lng to to asia mark that is in
[186]
america's interests that's the point i'm
[188]
making
[189]
that is in our interest to develop more
[192]
gas
[192]
to protect us if nothing else than to
[195]
provide home heating oil
[196]
that's what infuriates me on the one
[198]
hand we're giving it up to russia
[200]
and on the other hand we're stopping it
[201]
here at home i just you know i don't get
[204]
it and one other point i want to make
[206]
the department of the interior the
[208]
secretary of the interior
[210]
this is i think a blm bureau of
[212]
landmines thing or maybe not
[214]
but i always argued against deb halling
[217]
not personally i never met the woman i'm
[219]
sure she's very capable
[221]
uh house member from new mexico but we
[224]
know she had a record
[225]
where she was opposed to fossil fuels
[227]
and opposed to pipelines mark
[230]
and i couldn't understand why uh
[233]
a lot of good friends of mine who were
[235]
elected officials from
[236]
alaska including my dear friend senator
[239]
sullivan
[240]
voted for her because she's in the
[242]
forefront of this she's in the forefront
[243]
of stopping this arctic
[245]
national wildlife thing last point
[251]
well what we know is they're going to be
[252]
clear winners and losers in these types
[254]
of decisions whether you're stopping a
[256]
pipeline you're stopping anwar
[257]
development you're stopping necessary
[259]
infrastructure larry
[260]
and the you know the the winners are
[263]
going to be as you say opec
[264]
countries and russia they're the ones
[266]
that are very much
[268]
happy with this they try to squeeze the
[270]
u.s producers out
[271]
we saw this when they tried to limit
[273]
production and u.s producers
[275]
came in and filled that in and the
[277]
united states became the number one
[278]
producer
[280]
and it brought competition around the
[282]
globe prices fell
[283]
and the u.s was producing and we became
[286]
very much independent
[287]
there are clear losers in this decision
[290]
alaskans
[291]
u.s consumers u.s jobs
[294]
u.s technology us manufacturing
[298]
uh these are the clear losers in this
[300]
type of decision
[301]
what strikes me and i think what really
[304]
you know what really
[305]
bothers those of us that have been
[307]
working in these policy arenas for
[309]
decades is that anwar
[312]
you know was a result of a lot of debate
[316]
and discussion and sound policy with
[319]
protections
[320]
for the environment in the bill and yet
[323]
we know that it's really an ideological
[325]
issue right you just simply have to say
[327]
anwar still today
[329]
and people run to corners uh and it's
[331]
ideological it's not based in science
[333]
it's not based on facts
[335]
i got to go i'm just in law i gotta go
[336]
buddy but you're absolutely right
[338]
i'll just say this one last thing i
[340]
lived through you know three years the
[342]
nec helped us develop
[343]
lng exports and everybody in europe
[348]
wanted
[348]
lng exports they did not want russia
[351]
and they disagreed with germany and by
[354]
the way in
[355]
asia they want lng exports too from the
[358]
united states it could have been one of
[359]
our most fabulous industries
[361]
and you're right we're talking high paid
[363]
jobs a guy get out mark
[364]
we'll have you come back and talk some
[366]
more about this i have a feeling
[368]
this will not be our only enviro
[370]
disappointment
