Hi everyone.
[5]
In this video let us try to differentiate between purchasing and procurement.
[12]
The terms Procurement and purchasing are often used interchangeably.
[18]
But here we are trying to distinguish between these 2.
[23]
First let's discuss Purchasing Purchasing can be defined as : Acquiring goods
[29]
for satisfying infernal needs.
[33]
In some organizations, this duty is carried out by individuals or teams.
[40]
But in some organizations there is separate purchasing department that takes care of purchasing
[46]
activities.
[47]
We have discussed the basic objective of purchasing in the five rights of procurement video.
[53]
Please refer to the link provided below if you are interested to know in detail.
[60]
The basic objective of purchasing is to acquire materials of right quality in the right quantity
[65]
delivered to the right place at the right time for at the right price.
[72]
The basic purchasing process may include: * receiving purchasing requisition from user
[77]
departments * obtaining quotations from suppliers and
[81]
evaluating them * placing purchase order
[84]
* receiving material and making payment
[89]
The term P2P cycle or purchase to pay cycle is often used to describe purchasing process.
[96]
That is: placing purchase orders, expediting, receipt and payment.
[104]
The role of purchasing has evolved over time and Purchasing is not just "buying inputs
[111]
at best price"; it also includes process of ensuring reliable and consistent flow of goods,
[117]
from market to various departments of the organization.
[121]
Purchasing department can be seen as the interface between internal user and external supply
[127]
market.
[128]
Now let鈥檚 look at Procurement:
[134]
Procurement can be seen as the process of identifying rights needs by working with various
[138]
internal departments, conducting efficient Purchasing and managing suppliers.
[145]
A process that contributes to competitive advantage of the organization
[151]
Procurement also makes use of activities like hiring or leasing
[157]
In simple terms Procurement can be defined as, the process of meeting internal needs
[163]
efficiently, through purchasing or hiring or leasing or outsourcing, (etc)
[170]
The procurement process may include:
[172]
* supply market monitoring, identifying potential supplier, preparing approved supplier list
[178]
* working with user departments in identifying right needs
[182]
* converting the needs into clear accurate specifications that can be understood by suppliers
[188]
* obtaining and evaluating quotations * selecting the right supplier
[194]
* Efficient negotiation * contract development
[197]
* contract management * Payment
[200]
* Supplier relationship management
[202]
We can see that, Procurement is an umbrella term, within which purchasing can be found.
[210]
Which means procurement is a wider term than purchasing.
[216]
Procurement is a broader process than purchasing.
[221]
Procurement includes few activities prior to & few activities after, the actual purchasing.
[227]
* identification of right need, Preparing clear specification , surveying market etc
[232]
are some of the activities prior to actual purchasing.
[236]
* supplier management , contract reviews etc are some of the activities after actual purchase
[243]
Purchasing is more like reacting to the internal needs.
[247]
Whereas procurement is a proactive approach.
[251]
Because it includes working with user departments in identifying right needs.
[257]
Procurement professionals can contribute at the product design stage by utilizing the
[261]
market knowledge about what new products are available in the market, what innovative strategies
[267]
are in use etc..
[268]
So it is more proactive in nature.
[272]
Purchasing does not deal with supplier relationships.
[277]
It is more transactional in nature.
[281]
Whereas procurement includes supplier management.
[284]
Establishing and maintaining fruitful long term relationships with suitable suppliers.
[289]
So it is more relational in nature.
[294]
Purchasing has short term goals compared to procurement.
[297]
Basically the 5 rights.
[300]
Procurement has a long term approach.
[303]
It deals with activities that try to contribute towards the competitive advantage & organizational
[308]
objectives.
[309]
It is more strategic or long term in nature.
[313]
So from the above discussions we can say, compared to purchasing, procurement is a wider
[318]
term & a broader process.
[321]
It is more proactive, relational and strategic than purchasing.
