we are to be obedient within all human

institutions and structures without

violating biblical values here's dr.

Jean gets it's interesting that the

Apostle Peter addressed this issue in a
[17]
very specific way for these people he
[20]
called strangers and aliens as it were
[24]
throughout this Roman world but the
[28]
Apostle Paul addressed it as well and
[30]
we're gonna see what he had to say but
[31]
let's look first of all at Peter's
[34]
excitations I've called this submission
[37]
and honor
[39]
he wrote submit to every human authority
[42]
because of the Lord is that interesting
[46]
because of the Lord whether to the
[49]
Emperor when Peter wrote this letter who
[54]
was the Emperor probably Nero one of the
[59]
most wicked men that ever lived as far
[62]
as being a leader in the secular world
[67]
whether to the Emperor as the supreme
[70]
authority or to governor's Wow
[77]
who turned Jesus over to the crowds to
[83]
be crucified remember his name Pilate he
[89]
was a governor remember when Paul
[94]
appeared before Festus and Felix
[98]
they were governors within these regions
[102]
King Herod King Agrippa where he shared
[105]
and later of course Paul addresses this
[109]
so Peter writes whether to the Emperor
[116]
as a supreme authority or to governor's
[118]
as those sent out by him to punish those
[120]
who do what is evil and to praise those
[122]
who do what is good for it is God's will
[125]
that you silence the ignorance of
[128]
foolish people the foolish people here
[132]
are certain
[133]
some of the leaders in the Roman Empire
[137]
they're foolish because they don't know
[139]
God in Christ for it is God's will that
[143]
you sign us the ignorance of foolish
[145]
people by doing good submit as Free
[149]
People not using your freedom as a
[152]
cover-up for evil but as God's slaves or
[155]
servants honor everyone love the
[158]
brothers and sisters fear God honor the
[162]
Emperor now these were the practical
[165]
words that Peter is giving these people
[169]
who are already aliens who were already
[173]
strangers who are already non-citizens
[176]
in the Roman Empire he's giving them
[179]
these instructions in order to be a
[182]
witness in this world and of course that
[185]
was very practical advice now the
[188]
Apostle Paul dealt with the same issue
[190]
when he wrote to the Romans he expands
[192]
on this a bit
[194]
he calls governments God's servant now
[197]
we need to understand that it's not a
[199]
servant as we think in terms of serving
[201]
one another
[202]
as believers but this is a servant
[206]
really established by God to keep
[208]
society from totally disintegrating when
[214]
he talks about government's because
[216]
without government's this world would
[219]
deteriorate disintegrate so he says let
[223]
everyone submit to the governing
[225]
authorities since there's no authority
[227]
except from God ultimately he is
[230]
sovereign and the authorities that exist
[233]
are instituted by God they wouldn't
[235]
exist apart from God even though they're
[238]
evil God didn't create the evil but he
[241]
created the governments for it is God's
[243]
servant for your good but if you do
[247]
wrong be afraid because it does not
[249]
carry the sword for no reason now the
[251]
interesting thing is that even though
[253]
the Roman Empire was purely pagan they
[256]
had some very significant laws that
[257]
protected people even though there was
[262]
tremendous corruption at the higher
[263]
levels and immorality and evil
[267]
and yet there were laws that they had
[271]
established to protect people and Paul
[274]
goes on to say Ford has got servant an
[276]
Avenger that brings wrath on the one who
[278]
does wrong pay your obligations to
[282]
everyone taxes to those who owe taxes
[286]
tolls to those who own tolls respect to
[289]
those who are respect and honor to those
[292]
you owe honor and again Paul is
[295]
addressing believers that are living
[297]
within a total pagan society how are
[300]
they going to be a witness how are they
[302]
going to survive there to be a witness
[306]
by being obedient but without compromise
[311]
without compromising their own faith and
[315]
God and Jesus Christ and we know that
[319]
this happened within the New Testament
[322]
world it's happening in within cultures
[324]
today as Christians are able to survive
[327]
because they are submissive to the
[330]
government authorities now there are
[332]
certain situations where things
[333]
deteriorate in a horrible horrible way
[336]
such as in Nazi Germany and that's a
[339]
whole other issue to deal with what
[342]
happened there
[343]
I sometimes wonder as a young German
[346]
myself who was about 18 years old when
[352]
all that happened what I would have done
[353]
if I had grown up in Germany think about
[358]
that that was a terrible time in our
[362]
culture in our history now one of the
[365]
other things that Paul addresses is very
[370]
foundational for all of us who live
[373]
within these governments and it's prayer
[376]
for government leaders and probably
[380]
throughout all the teaching I've done on
[382]
these 1,500 principals I've probably
[385]
gone back to this part of this passage
[387]
of Scripture more than any other and
[389]
that is that we're to pray for all those
[393]
who are leaders first of all then I urge
[397]
the petitions prayers intercessions and
[400]
thanks
[400]
things be made for everyone for Kings
[404]
who were some of those remember when
[407]
Paul wrote these words he was just
[408]
getting out of prison there were kings
[412]
and the Roman Empire he had witnessed
[416]
before one of them before he went to
[418]
prison that was King Agrippa who laughed
[422]
at him basically and said you know Paul
[424]
you're trying to make me a Christian and
[428]
Paul said I I wish you would become a
[429]
Christian but he didn't he went on and
[432]
was incarcerated in a Roman prison but
[438]
Paul said I urge the petition prayers
[442]
intercessions Thanksgiving be made for
[444]
everyone for kings and all those who are
[446]
in authority including Nero who was in
[452]
charge at that time and then he says
[456]
here's why you're to pray so that we may
[459]
lead a tranquil and quiet life in all
[461]
godliness and dignity you see that's the
[465]
will of God to pray for that but why are
[469]
we to pray for that just so we can be
[471]
comfortable well that's part of it
[475]
but here's the real purpose this is good
[478]
and pleases God our Savior who wants
[479]
everyone to be saved and to come to the
[482]
knowledge of the truth what Paul is
[484]
saying is that far more people will come
[487]
to Christ and put their faith in Christ
[489]
in a peaceful environment than in an
[493]
environment that is hostile as hostile
[498]
towards Christians hostile towards those
[501]
who are believing in God and Jesus
[506]
Christ and the Holy Spirit it's
[510]
interesting practically speaking I've
[511]
used this illustration before but for
[514]
many many years in China Christians
[518]
lived within a controlled society of
[522]
communism an evil that tried to wipe out
[525]
religion not just Christians but
[527]
Buddhists and any form of religion they
[532]
tried to wipe them off the face of the
[533]
earth
[534]
and yet as far as Christians are
[536]
concerned they survived and if you study
[540]
that history you'll find that some of
[541]
the other religions never survived and
[544]
never regrouped but Christians did
[549]
survive and even the church grew but
[552]
what happened when China began to open
[554]
up and give more freedom the church grew
[559]
incredibly fast and millions in other
[563]
words more people came to Christ within
[566]
that peaceful environment than in the
[569]
vironment that was controlled by those
[572]
who are evil and so this is very
[576]
practical and I think it's very
[577]
important for those of us living in our
[580]
society today that we be sure that we
[584]
prioritize the importance of prayer and
[587]
I'm speaking to myself because I tend to
[589]
forget that priority in my own life
[592]
especially when I see some of the things
[594]
that are happening in our society today
[598]
now we've got to face the reality though
[603]
Peter faced reality that ultimately he
[609]
was martyred because of the gospel of
[611]
Jesus that's a reality Paul faced the
[616]
same experience he was put to death by
[619]
the very man he prayed for Nero probably
[623]
and so we go back to a statement that
[628]
there are times like the Apostles we
[630]
must obey God rather than people but we
[635]
need to understand the context here
[637]
because I think we can misunderstand
[639]
this in acts 5:29 we read as Peter stood
[644]
before the Sanhedrin now the Sanhedrin
[647]
were the Jewish leaders seventy men who
[651]
were over all Israel it was centered in
[655]
Jerusalem and when these
[659]
men said stop proclaiming Jesus as a
[664]
messiah Peter said we must obey God
[669]
rather than people now why must we be
[675]
careful not to take that out of context
[678]
because Peters and the Apostles are
[681]
dealing with a charge that Jesus gave
[683]
them to preach the gospel right there in
[686]
Jerusalem to the Jews just like Jesus
[692]
did and Jesus was put to death because
[696]
he said I am the way the truth and the
[698]
life and what Peter is saying we cannot
[701]
stop proclaiming Jesus because we have
[704]
been given that Commission to do this
[707]
right here in Jerusalem and in Judea and
[711]
of course they face tremendous
[712]
persecution eventually they were
[714]
scattered throughout the Roman world and
[717]
of course Peters addressing some of
[718]
those people who were scattered when he
[721]
wrote this letter but here's the point
[724]
once the church was scattered into the
[726]
Gentile world the whole emphasis and the
[730]
epistles was different and that is that
[734]
they were to live as a body of believers
[737]
in such a way that even the unsaved
[742]
world would ask what's the reason for
[746]
the hope that you have and as a body of
[750]
believers they were able to respond it's
[753]
our faith in Jesus Christ in other words
[756]
the way they lived and the way they
[759]
practiced what Paul said what Peter said
[761]
about the authorities gave them the
[763]
opportunity to share the gospel of Jesus
[767]
Christ let me end with a reflection
[771]
response question and what ways can we
[774]
be good citizens in our culture without
[777]
violating the will of God and what are
[780]
some situations where we must obey God
[782]
rather than people and that last
[786]
question where I say what are some
[790]
situations
[791]
we must obey God rather than people when
[794]
you think about that question I think it
[799]
Bobby it's somewhat comes to a bottom
[802]
line and that is when we're asked to
[807]
deny Jesus Christ
[810]
and fortunately in most places in the
[813]
world today there are exceptions when
[817]
we're living the way God wants us to
[819]
live we are not asked to deny Jesus
[822]
Christ but there are some places where
[826]
it happens and I would say that that's
[831]
one of the most foundational things that
[833]
we would need to consider and I would
[835]
hope like hots grace I've ever faced
[837]
that situation it would be God first
[841]
never deny Jesus Christ now that doesn't
[847]
mean that we shouldn't be as wise as
[848]
serpents and harmless as doves and I
[852]
respect people who are living in
[855]
countries where they have to be quiet
[858]
Christians because even if the
[860]
government knows about that it could
[863]
create horrible persecution for their
[865]
children and for their families so they
[869]
have to be wise as serpents and harmless
[871]
as doves in relationship to be able to
[873]
survive in some of the cultures of the
[875]
world today on the other hand we need to
[881]
really think about our Christian
[884]
brothers and sisters in some places in
[886]
the world for example if it ever should
[891]
come to the place where the government
[894]
says you're gonna have an abortion or
[897]
you go to prison now as far as they know
[902]
in the history of looking at even what
[904]
happened in China
[906]
it happened on one occasion because of
[908]
their restriction there was a
[911]
restriction on number of children where
[913]
they restricted it to one child and
[915]
there was a forced abortion because of
[918]
that and they actually reach ange the
[921]
laws to say you can have two children
[924]
which makes it a lot easier to be sure
[927]
that they're not faced with tremendous
[928]
persecution but just suppose you're
[933]
faced with that issue I pray for people
[937]
who would ever have to face that
[940]
question or that situation but it might
[945]
happen someday
[946]
even within our own culture so when we
[952]
think of these people what they faced I
[955]
come back to a very significant truth
[958]
and that is if they could survive and
[962]
serve Jesus Christ and be loyal to Jesus
[965]
Christ without compromise what about us
[970]
with all the freedoms that we still have
[974]
particularly within our culture let me
[978]
repeat the principle as Christ followers
[981]
were to be obedient within all human
[983]
institutions and structures without

violating biblical values
