an accredited va claims agent and also

an attorney here at cck today we're
[41]
going to be discussing
[42]
some of the provisions particularly with
[46]
respect to how they impact veterans
[48]
that are contained in the recently
[49]
passed coveted relief bill
[51]
on march 11 of this year the president
[53]
signed into law
[54]
the american rescue plan act of 2021
[58]
um known as the arp and essentially this
[61]
is
[61]
a uh 1.9 trillion dollar
[65]
covenant relief package that is aimed at
[67]
providing economic relief to hundreds of
[70]
thousands of people
[71]
all across the country including the
[72]
veterans community
[75]
although it's aimed to its aim is to
[78]
provide relief specifically for those
[80]
individuals
[81]
most impacted by pandemic it includes a
[84]
number of different
[85]
provisions that will impact veterans uh
[88]
more specifically
[90]
so how will this bill specifically
[92]
impact and help
[93]
veterans the arp act includes
[97]
approximately 17 billion dollars for the
[99]
va
[100]
sure veterans have continued access to
[102]
health care um
[104]
it helps fund several different types of
[106]
assistance programs some of which we'll
[108]
speak
[108]
to in this recording and it includes
[111]
other
[112]
protections against coba 19 for the
[114]
veteran community
[115]
um so they're really like i said there
[118]
are a number of provisions in this bill
[119]
it's a wide-ranging bill
[121]
but amy maybe we can get started with
[123]
you and maybe you can talk to us a
[125]
little bit about some ways in which
[127]
the bill impacts va health care and also
[130]
the processing of benefit claims and
[131]
appeals
[134]
yeah mike there's just so much in here
[136]
the largest portion of va relief money
[138]
is about 14.5 billion dollars and that's
[142]
going to be directed towards health care
[143]
services for veterans
[145]
including support for covid19 vaccine
[148]
distribution
[149]
so important mental health care services
[153]
also really so important some telehealth
[155]
options so that
[157]
folks don't need to actually
[160]
go to a va healthcare center can get
[164]
care at home
[164]
just through zoom or whatever you know
[167]
platform
[168]
they'll be using for telehealth options
[171]
suicide prevention
[172]
always so important even more so now
[175]
women's health homeless veterans and
[178]
those in danger becoming homeless
[180]
also so important especially now so
[183]
those are all the
[185]
healthcare kind of um
[188]
initiatives that this 4.5 billion
[190]
dollars will be used for
[192]
but it's also going to help va
[195]
to process benefits claims and appeals
[199]
much
[200]
faster since the pandemic began
[204]
there's been a backlog of 212
[207]
000 appeals and claims that are waiting
[210]
for
[210]
processing there was a backlog before
[213]
the pandemic of 76
[214]
000 but now it's increased to more than
[216]
double of 212 000
[218]
and this is really um hard in these
[222]
times where a lot of people are going
[224]
through economic disadvantages
[226]
because this is slowing down the
[227]
delivery of benefits and services
[229]
to disabled veterans but the money that
[232]
is coming through the american rescue
[234]
plan will help va
[235]
to move those uh appeals and
[238]
and claims out and help us to get some
[242]
benefits and services to to veterans
[245]
um va has now
[250]
estimated that it's going to process
[251]
over a hundred thousand claims
[254]
by september 2022 so that's really great
[256]
great news
[257]
it'll also reduce the peer the pending
[260]
benefits hearings and intake requests
[262]
at the veteran with the board of
[264]
veterans appeals which is great
[266]
um the board is going to get about 10
[268]
million
[269]
to decrease um the board of veterans
[272]
appeals hearing requests which are now
[274]
like
[275]
87 000 hearing requests sitting at the
[278]
board of veterans appeals
[279]
and it's also going to help decrease the
[281]
35 000
[283]
appeals backlog um at the board of
[285]
veterans appeals so that's really great
[288]
um bethany what else other kind of
[290]
direct benefits are going to veterans
[294]
so one of the uh more immediate benefits
[296]
is the
[297]
stimulus checks um so with the stimulus
[300]
checks uh individual
[302]
eligible veterans who are individuals
[305]
that
[305]
reported 75 000 or less and adjusted
[308]
gross
[309]
income and did not file a 2018 or 2019
[314]
tax return could receive up to 400 1400
[318]
um so these have already started going
[320]
out um you know
[321]
if you have your direct deposit
[324]
information with the irs and that might
[326]
have already been deposited
[328]
but if you haven't received it yet you
[330]
can use the irs
[331]
tracker tool online uh and you know if
[334]
you are receiving a paper check
[337]
or a visa debit card with the money then
[340]
that might be still coming at a later
[342]
date
[344]
one of the other benefits available
[348]
is job retraining the bill has allocated
[352]
an additional 386 million dollars for
[355]
veterans who are unemployed due to the
[357]
pandemic
[358]
and do not have other veteran education
[361]
benefits
[362]
like the gi bill so
[365]
under uh under this program you may be
[368]
eligible for
[369]
up to 12 months of rapid retraining a
[372]
system
[372]
assistance program benefits uh for uh
[376]
high demand jobs and a monthly housing
[378]
allowance
[381]
uh and another kind of immediate impact
[384]
is the waiving or reimbursing of va
[386]
co-pays
[387]
so the va has allocated an additional 1
[391]
billion
[392]
to waive copays charge for va healthcare
[395]
and
[396]
prescriptions during this pandemic um
[399]
so copies were suspended uh now there's
[402]
a permanent reprieve of copays
[404]
uh and forgiven medical debts
[407]
uh and this also applies to
[408]
reimbursements for payments uh starting
[411]
april 6 2020 uh through at least
[414]
september 30th
[415]
2021.
[418]
great thank that's great bethany thank
[419]
you um
[422]
another area um that
[425]
is included in this bill that will
[427]
really improve veterans lives i think
[429]
um is that there is a bunch of money
[432]
being allocated
[433]
um to improve veterans homes
[436]
so there's approximately 750 million
[438]
dollars allocated
[440]
um whether it be construction grants or
[442]
repayments or payments
[444]
that are going to be distributed to
[445]
states veterans homes to improve living
[447]
conditions for the
[448]
you know our nation's most vulnerable
[449]
veterans who live there um so that's a
[452]
welcomed improvement
[453]
um and the funds are much needed for
[455]
that particular area uh there are also
[456]
going to be some changes to the gi bill
[459]
um that are contained within this covid
[461]
relief package
[463]
the changes are going to close what is
[465]
known as the 9010 loophole
[468]
in order to protect the integrity of the
[470]
gi bill and veterans
[472]
in receipt of their well-earned
[474]
education benefits will continue to have
[476]
these protections
[477]
and this coveted relief bill really
[479]
helps ensure that
[481]
specifically schools that receive
[483]
federal funding
[485]
are required to get 10 percent of income
[487]
from elsewhere
[489]
gi bill money will not count towards
[491]
that 10 percent
[492]
goal as of 2023 and this is really meant
[495]
to prevent
[496]
bad actors and schools from taking
[498]
advantage of the veterans gi bill
[499]
benefits so all good things lots of
[502]
money going
[503]
to to those areas and again i think
[506]
specifically for the veterans homes you
[507]
know this is an area that is
[509]
much needed in order to help combat
[511]
homelessness which is really
[513]
a huge problem um and so i think
[516]
this is a welcomed improvement um
[520]
so amy turning back to you there are
[523]
really several additional benefits that
[525]
are contained within this law
[527]
that will additionally help veterans in
[529]
different ways
[531]
maybe you could walk us through some of
[532]
these additional benefits and describe
[534]
these provisions for us
[536]
yeah sure so some of the other
[538]
initiatives that are really going to
[540]
help out veterans in this case and
[542]
in this bill include providing emergency
[546]
funding to
[547]
community investments to ease challenges
[550]
experienced by many native americans
[553]
and their families many of whom have
[555]
been hit especially hard by this
[557]
pandemic
[558]
the bill also allocates 80 million
[560]
dollars to establish
[562]
the department of veterans affairs
[563]
employee leave fund
[565]
which provides funds for paid leave for
[567]
covet 19 related causes
[570]
this is so important because 30 percent
[572]
of va's workforce is veterans
[575]
and they will all benefit from this
[577]
initiative
[578]
additionally veterans with kids are
[581]
going to potentially benefit
[583]
from additional stimulus payments and
[586]
an increased child tax credit and
[589]
expanded child care tax benefits all
[592]
really important those of us who have
[594]
kids out here
[596]
know how you know the child care can get
[599]
pretty expensive it also improves
[602]
va supply chain system so important
[605]
because that's going to help va get more
[607]
of that ppe
[609]
and it assists veteran and non-veteran
[612]
communities disproportionately impacted
[614]
by the pandemic
[616]
and lastly veteran restaurant owners are
[619]
going to
[619]
get priority for the restaurant
[621]
revitalization grant which is also
[624]
a really really great benefit for
[625]
veterans
[628]
yeah thank you amy and thank you bethany

there really is a lot to unpack
[632]
in this new law and as you can tell
[636]
we're just very briefly going through
[638]
um some of the uh more important i think
[642]
provisions of the law as they relate to
[643]
veterans but it's a it's a huge bill um
[646]
you know there are a lot of different
[647]
tentacles so to speak and there's a lot
[649]
of funding that
[650]
that's provided specifically to the
[651]
veteran community uh which
[653]
is which is great um so uh we hope the
[656]
information was helpful
[657]
and that the legislation has a positive
[659]
and meaningful impact on
[660]
our clients and veterans at large um
