To be eligible for full-scope Medi-Cal, a person must be:
A California resident and... a U.S. Citizen or a non-citizen with satisfactory immigration status.

In California, however, immigration status does not affect Medi-Cal benefits for children under 19 and young adults 19-25 who are eligible to full-scope Medi-Cal, regardless of immigration status, if otherwise eligible.

In addition, you may be eligible for Medi-Cal if you are already:

- Receiving CalWORKs or General Relief cash-aid.

- Receiving Supplemental Security Income (SSI) or State Supplementary Payment (SSP).

Please note: SSI/SSP is administered by the Social Security Administration. If approved for SSI/SSP, Medi-Cal benefits are included.

- Be a child under the age of 19...

Applicants must declare their income and family size. In some instances, applicants must provide proof of income and/or property.

U.S. citizens and non-citizens with satisfactory immigration status, who meet the eligibility requirements, may receive full-scope health coverage through Medi-Cal.

“Satisfactory immigration status” for Medi-Cal purposes means:
- Lawful admission for permanent residence in the United States;

- Status as an Alien permanently residing in the U.S. under Color of Law, or...
- Status as an Amnesty Alien.

Non-Citizens without “satisfactory immigration status” may receive coverage that is limited to emergency, skilled nursing and pregnancy-related care only.

As a result of the implementation of Health Care Reform (HCR) on January 1, 2014, the Medi-Cal program has been separated into Non-MAGI Medi-Cal and "Modified Adjusted Gross Income" (MAGI) Medi-Cal.

MAGI Medi-Cal includes the following new categories of individuals:

- Childless adults between the ages of 19-64...

- Pregnant women; - Parents or caretaker relatives; and…
- Children under age 19.

MAGI eligibility for these individuals is based on reported income. Property and resources are not counted under MAGI Medi-Cal.

Non-MAGI Medi-Cal refers to eligibility programs that existed prior to the implementation of Health Care Reform and continue to provide medical benefits under the pre-HCR regulations to:

- Individuals aged 65 or older;
- Blind, or disabled; - Foster care/former foster care children;
- Medicare recipients and - Parent or caretaker relatives.

For Non-MAGI Medi-Cal, an applicant’s non-excluded resources must not exceed limits, based on family size.
