[1]
The President: You are the big ones.
[2]
You are the biggest of the big, right?
[3]
(Laughter.)
[4]
That's very impressive.
[5]
Thank you for being here.
[6]
We just had a great meeting with the governors
[8]
on the horrible effects that Obamacare is having.
[12]
We're going to change it and straighten it out, and
[15]
make -- we have a plan that's going to be, I
[17]
think, fantastic.
[18]
It will be released fairly soon.
[19]
We'll be talking about it tomorrow night
[21]
during the speech.
[23]
But I think it's going to be something special, and
[24]
we'll talk it about right here.
[26]
I think we'll get you on, and I think you're going
[28]
to like what you hear.
[30]
Again, thank you for being here.
[31]
I want to thank also Secretary Tom Price who's
[35]
with us, and who's doing a phenomenal job on a very
[37]
complex subject, the subject of healthcare.
[41]
He's an advocate for the patients.
[42]
Tom is all about the patients.
[44]
That's what he wants.
[45]
He wants to have a great healthcare system.
[49]
Obamacare has been a disaster, and it's only
[51]
getting worse.
[52]
Last year alone, Obamacare premiums increased by
[55]
double digits.
[56]
Since it has gone into effect, premiums are up by
[59]
almost 100 percent in many areas.
[63]
And I think that this year it's going to be really
[67]
the year that I've always predicted -- '17 is going
[69]
to be a catastrophic year for Obamacare,
[72]
for payments.
[74]
And you just take a look at what's happening in
[76]
various states like Arizona -- I believe it
[78]
was up 116 percent; it's going to be
[80]
worse this year.
[81]
Obamacare forced providers to limit the plan options
[84]
they offered to patients and caused them to
[86]
drive prices way up.
[89]
Now, a third of United States counties are down
[92]
to one insurer, and the insurers are fleeing.
[95]
You people know that better than anybody.
[98]
Since Obamacare went into effect, nearly half of the
[100]
insurers are stopped and have stopped from
[104]
participating in the Obamacare exchanges.
[108]
It has gotten so bad that nearly 20 million
[110]
Americans have chosen to pay the penalty, or
[113]
received an exemption rather than buy insurance.
[117]
That's something that nobody has ever heard of
[119]
or thought could happen, and they're actually doing
[122]
that rather than being forced to buy insurance.
[124]
We must work together to save Americans from
[126]
Obamacare -- you people know that, and everyone
[129]
knows that at this point -- to create more
[131]
competition and to bring down the
[133]
prices substantially.
[135]
The chaos that Obamacare has created, and for which
[138]
congressional Democrats -- and you see that -- are
[141]
alone and responsible for requires swift action.
[145]
I actually told the Republicans that if we did
[148]
nothing, just do nothing for a two-year period, let
[150]
Obamacare totally implode -- which it's doing right
[153]
now anyway -- that would be, from a political
[156]
standpoint, the best thing we could do is to let it
[158]
implode, and then people will come begging -- the
[161]
Democrats will come begging to do something to
[164]
help them out of the jam.
[166]
Once we start doing it, we sort of inherit the
[168]
problem, we take over the problem, it becomes ours.
[171]
But it's the right thing to do for the
[173]
American people.
[174]
I think allowing this to go on -- this disaster to
[176]
go on -- is a mistake.
[178]
So I'm asking Secretary Price to work with you to
[181]
stabilize the insurance markets and to ensure a
[184]
smooth transition to the new plan.
[187]
And the new plan will be a great plan for the
[189]
patients, for the people, and hopefully
[192]
for the companies.
[194]
It's going to be a very competitive plan.
[195]
And costs will come down, and I think the healthcare
[199]
will go up very, very substantially.
[200]
I think people are going to like it a lot.
[202]
We've taken the best of everything we can take.
[205]
It's our hope that Democrats will stop the
[207]
obstruction and resistance.
[210]
And that's what they have -- in fact, they have a
[211]
sign, "resist, resist." They want to resist
[213]
everything, including Cabinet members.
[215]
I have many Cabinet members that haven't been
[216]
approved yet, people that are extraordinary -- all
[220]
of whom are going to be approved, but they
[222]
just take forever.
[224]
It's called obstruct and resist.
[227]
Hope I didn't give them a new phrase, because their
[229]
real phrase is "resist."
[231]
I think I just gave them another word.
[233]
I shouldn't have done that.
[234]
I'm good at branding.
[234]
(Laughter.)
[236]
You're going to see them now come out,
[238]
"obstruct and resist."
[240]
All right, well, at least I can take credit for it.
[242]
And they worked with us, and we are going to
[243]
hopefully work with the Democrats, because
[246]
ultimately we're all people that love this
[249]
country and we want to do the right thing, including
[251]
reforms like expanded healthcare savings
[254]
accounts, state flexibility, and the
[256]
ability to purchase across state lines.
[259]
The state lines are so important for competition.
[262]
Everybody has wanted to do it for years.
[264]
What's not to do?
[265]
So that's going to be very important.
[267]
I want to thank you all for being here.
[268]
I want to know and I want you to know that it's an
[272]
honor to do business with you.
[274]
It's a great honor to have you in the White House.
[276]
And we look forward to providing healthcare that
[279]
is that is extraordinary -- better than any other
[281]
country anywhere in the world.
[283]
And we can do that.
[284]
We have the talent, we have the capacity, and we
[287]
have the people.
[288]
So we'll work on that together.
[290]
And maybe before the press leaves, you can just
[293]
introduce yourself and your company, and the
[296]
public will get to see what you're about.
[299]
And then if things aren't working out, I'm
[300]
blaming you anyway.
[302]
(Laughter.)
[303]
So we'll start with Brad.
[305]
Brad Wilson: Thank you Mr. President.
[306]
I appreciate the opportunity to be here.
[307]
I'm Brad Wilson, president and CEO of Blue Cross and
[310]
Blue Shield of North Carolina, and pleased to
[312]
represent our 3.9 million customers here today.
[314]
The President: That's great, Brad.
[315]
Great job.
[316]
Mr. Bertolini: Mark Bertolini, chairman and
[317]
CEO of Aetna.
[319]
The President: Aetna -- good one.
[321]
Participant: And I also represent America's
[322]
health insurance plans.
[323]
We represent all health insurance plans in
[325]
Washington, D.C., including the plan to
[328]
cover Medicaid managed care.
[329]
The President: Great.
[331]
Mr. Broussard: Bruce Broussard, CEO of Humana.
[334]
Mr. Garrity: Pat Garrity, I'm the CEO of Florida
[336]
Blue, the Blue Cross Blue Shield plan in the
[337]
state of Florida.
[338]
The President: Great.
[340]
Mr. Hemsley: I'm Steve Hemsley from
[341]
UnitedHealth Group.
[342]
We're a diversified health care company of about
[345]
230,000 employees.
[348]
We serve about 120 million Americans.
[352]
And we are contributing in terms of the jobs we've --
[355]
35,000 in the last five years and 10,000 in
[359]
the coming year.
[360]
We're a mission-driven enterprise, help people
[362]
live healthier lives, and make the system
[364]
work for everyone.
[366]
The President: Good, thank you very much.
[368]
Mr. Cordani: Mr. President, David
[368]
Cordani from Cigna Corporation.
[370]
We're a global health service company.
[371]
Mr. Serota: Scott Serota, Blue Cross Blue
[373]
Shield Association.
[375]
We represent 108 million subscribers.
[377]
The President: 108 million, that's a pretty
[378]
big deal, right?
[379]
Mr. Serota: Yes, it is.
[380]
The President: Pretty big.
[382]
Mr. Swedish: Good morning, Mr. President.
[383]
I'm Joe Swedish with Anthem.
[385]
We're in 14 states, representing 40 percent of
[388]
the American public.
[390]
We have 40 million members, and we've been
[392]
involved in the individual (inaudible) for probably
[395]
seven decades, and deeply embedded in the Affordable
[399]
Care Act situation that has evolved over the
[401]
last three years.
[402]
I don't want to miss the opportunity to thank you
[404]
for the swift and decisive action that occurred most
[407]
recently regarding some adjustments that have
[410]
occurred in and around --
[410]
The President: We had to step in.
[412]
Mr. Swedish: Thank you very much.
[412]
The President: It was going to be an implosion.
[414]
We had to step in.
[414]
Thank you for saying that.
[415]
Mr. Swedish: Thank you, sir.
[416]
Thank you.
[417]
Mr. Tyson: I'm Bernard Tyson, chairman and CEO of
[419]
Kaiser Foundation Health Plan, better known as
[421]
Kaiser Permanente.
[423]
We cover 11.7 million Americans.
[427]
We also are an integrated delivery system, so we
[428]
both provide the coverage and the care.
[432]
We have Permanente medical groups that contract
[434]
exclusively with Kaiser Foundation Health Plan.
[438]
And we're proud to care for 11.7 million people.
[442]
The President: Thank you, Bernard.
[443]
Mr. Hilferty: Mr. President, I'm Dan Hilferty.
[445]
I'm based in Philadelphia with Independence Blue
[447]
Cross, Independence Health Group.
[448]
We're in 32 states and the District of Columbia and a
[452]
large Medicaid managed care population.
[455]
We're the only player on the exchange in the
[457]
five-county Philadelphia area.
[460]
And again, I'd like to echo Joe's point.
[462]
We were thrilled with the initial steps to
[464]
stabilize the market.
[466]
We look forward to working with you, Vice President
[468]
Pence, Secretary Price in making sure that we have a
[473]
sustainable program for years to come.
[474]
So thank you.
[476]
The President: Well, thank you very much.
[477]
And the market, as you know, and we talk about
[479]
stabilizing the market -- the market is disastrous.
[482]
It's going to absolutely implode.
[484]
That's why we're meeting today.
[486]
And I think we're going to come up with something
[488]
where not only will the market be great, but the
[490]
people are going to be taken care of.
[492]
So we will work that out I think quite easily, actually.
[494]
Thank you very much.
[495]
Thank you, everybody.
