talk some more about that employment

figure coming in way below expectations

we were looking for just shy of half a

million jobs added instead we got a
[9]
little over a hundred thousand richard
[10]
wallquist joins us president and chief

executive officer at the american
[14]
staffing association richard welcome

back to the show should we be getting
[20]
concerned about this mismatch between uh
[23]
workers and employers uh when we hit 194
[28]
instead of 475.
[31]
uh oliver i think all employers that i
[34]
talked to certainly all the members that
[36]
i represent we're getting very very very
[38]
concerned we've got uh some good talents
[41]
in terms of the economy in terms of gdp
[43]
the demand is out there we've got 11
[46]
million jobs that are open and we can't
[48]
fill and yet the labor force
[50]
participation rate continues to tick
[52]
down
[53]
richard that is a tone that strikes me
[56]
as a very realistic one but a different
[59]
one too that uh you've had we've spoken
[61]
in the past your tone is generally
[63]
optimistic and looking for the uh
[67]
recovery to show up in
[69]
these areas that have been beaten down
[71]
but obviously some of these areas that
[73]
got beat down so hard are they springing
[76]
back more slowly than expected or is
[79]
there just a issue of wages that can be
[82]
resolved through price hikes
[85]
well actually it's it's not so much that
[87]
i've lost my optimism uh the uh sectors
[89]
uh pretty much across the entire economy
[92]
uh are showing increases in demand for
[94]
labor and so if my optimism is a little
[97]
tempered this morning sure it's because
[99]
i guessed wrong i thought that come
[101]
september uh when schools reopened that
[104]
we would see more working parents go
[106]
back i thought that as vaccination rates
[108]
went up we would see labor force
[110]
participation rates go up and yet what
[112]
have we seen we see a hundred and eighty
[114]
three thousand fewer people in the labor
[117]
force altogether uh we've got people who
[120]
have moved to the sidelines who are
[121]
staying on the sidelines and i'm afraid
[123]
going that last quarter of a mile to get
[126]
the last 25 percent of the american
[130]
working population vaccinated is going
[133]
to be a really tough uphill climb
[135]
any idea or what could help us make that
[138]
climb uh richard i mentioned the wages
[140]
side of it but again it seems like it's
[142]
something deeper than that that it is
[144]
the jobs specifically that don't match
[147]
up with uh one's ability or
[150]
how do we kind of figure out where that
[153]
gap is because i really like your point
[154]
about how you'd expect
[156]
participation to go up as vaccines went
[159]
up
[161]
well i mean this is this is a key focus
[163]
of every one of the members that our
[165]
association represents the american
[167]
staffing association represents the
[169]
people who help companies find workers
[171]
for jobs short term long term there is a
[174]
bright data point here oliver and it is
[176]
that the requests for full-time
[179]
so-called permanent staff this is the
[180]
direct hire where companies engage our
[183]
member companies saying i don't really
[185]
need temporary or contract workers as as
[187]
as much right now
[189]
i see the numbers i see that we're
[191]
upside down in terms of labor force
[192]
participation rates demand for the
[195]
products in my company demand for the
[196]
services in my company are not only good
[199]
we're expecting they're going to
[200]
increase so we need to snap up some of
[203]
that available labor and at the same
[205]
time oliver every single employer in
[207]
america is dealing with what gallup
[209]
calls the great disengagement which is
[211]
to say that not only trying to get new
[213]
workers in on a temporary contract and
[215]
full-time basis they're trying really
[217]
hard to keep the workers that they've
[219]
currently got because a lot of them are
[220]
looking
[222]
richard uh as far as the ease of getting
[225]
workers how many of these businesses do
[229]
not require some special skill set how
[231]
many are
[232]
jobs that the average person can walk
[235]
into they just need to be there and
[238]
show up for the job are we getting a
[241]
lack of engagement in that area as far
[244]
as consumer uh you know jobs or is this
[248]
more that high-end skilled jobs have
[251]
lost the labor set of people who were
[253]
able to fulfill those positions
[256]
it's a little bit of all of the oliver
[257]
so with the the upper end so we need to
[260]
have very specific uh training and i'll
[263]
look at healthcare we were upside down
[265]
in terms of the supply of nurses and
[267]
advanced clinicians and physicians
[269]
you know going into cobit and that
[271]
hasn't changed in fact we've got nurses
[274]
now and the folks that are on the front
[275]
line
[276]
facing burnout issues we've never seen
[278]
before because they're just working so
[280]
very very hard obviously if you've got a
[282]
position that requires an advanced
[283]
degree of training you can't just walk
[286]
into that kind of position but with
[288]
those 11 million open jobs so many of
[291]
them qualify for earn and learn on the
[293]
job training and the big big big message
[295]
from our our industry in the hr
[298]
community to the people who are the
[300]
hiring managers is stop looking for the
[302]
unicorns you don't have to have a
[303]
four-year degree uh for every single job
[306]
in america in fact most of them are
[308]
going to lend themselves to increasingly
[310]
certificate-like training that you can
[312]
access over the course of three to six
[314]
months and we're doing a lot of that got
[316]
a lot of people all over that are on the
[318]
sidelines and they still just don't know
[320]
how to get back into the labor force
[322]
okay well i know that you guys are doing
[324]
everything that you can i've seen some
[326]
of the businesses around here with uh
[329]
hiring tables put right outside of their
[331]
establishments and a lot of signs still
[334]
out there so it's uh pretty amazing that
[337]
we're still having such difficulty
[339]
richard when would you expect to see
[342]
some of this equilibrium reached
[345]
if this is about maybe concern of
[348]
working at a time when delta went up and
[351]
covered went up i mean what is the
[354]
timeline cure that you're operating on
[356]
that you would think should start to
[358]
close this gap that we still have
[361]
so we're looking at a lot of the data
[362]
points one of the interesting data
[364]
points is really around some census
[365]
numbers that say that we had about eight
[368]
million americans saying that they could
[370]
not go back into the workforce because
[372]
of their kids that were you know getting
[374]
taught at home virtually uh so the
[376]
number has dropped but now it's still
[378]
about five million and so we've got five
[380]
million that are on the sidelines we've
[382]
got states like california that said
[383]
that we're going to push a mandate a
[385]
vaccine mandate for kids that are 12 and
[387]
up and eventually five and up across
[390]
every school system in california as
[392]
soon as uh things are approved by the
[394]
fda that's got parents concerned um and
[397]
again we've got a lot of americans that
[399]
are just vaccine hesitant uh we have
[401]
seen some stellar reports come out of
[403]
american airlines for example yesterday
[405]
so yeah you know overwhelming percentage
[407]
of their employees uh have been uh
[409]
vaccinated or going to get vaccinated
[411]
big asterisks there oliver 30 percent of
[414]
the pilots say they're not vaccinated
[416]
and right now we're not sure that
[417]
they're going to get vaccinated so these
[419]
these the the very well-intended vaccine
[421]
mandates that are coming out of the
[423]
federal government that are being
[424]
imposed at the state level are really
[426]
going to have a dampening effect on
[428]
labor supply answering your question uh
[431]
good news uh it appears as though
[433]
we bent the curb again on the the delta
[436]
variant
[437]
number of cases is actually going down
[439]
so it's going to be a combination of
[441]
continued education i mean a family
[444]
member to family member certainly
[445]
businesses for some people they're going
[447]
to make the decision to get the vaccine
[448]
because that means they're again the
[450]
only way they're going to get the
[451]
paycheck in other cases it's got to be
[453]
much more personal they're going to have
[454]
to know someone who's in a hospital with
[456]
covet or know someone with long covet
[459]
and i'm just not really optimistic that
[461]
we're going to be able to turn any of
[462]
that around in the next couple of months
[464]
okay so uh the vaccination rates
[467]
have gone up but uh the job equilibrium
[470]
has not been reached and there still is
[473]
uh a hold out group of course that now
[476]
won't be able to uh take jobs if they
[479]
require uh vaccinations if people
[481]
haven't gotten them so there's still
[483]
another impasse
[484]
tied into this whole situation related
[487]
