the oval and it went a little longer

went very well thank you all for being

i'm accompanied by the vice president

and the secretary of treasury janet

yellen

and i want to talk today about our plan
[20]
and uh the january job numbers
[24]
came out today and while we're grateful
[27]
for everyone who found work
[28]
and is earning a paycheck it's very
[31]
clear
[31]
our economy is still in trouble we added
[35]
just 6 000 private sector jobs
[38]
in the country last month overall we
[41]
added
[42]
49 000 jobs and
[45]
this at a time when we have more than 10
[48]
million people out of work
[50]
four million people have been out of
[52]
work for six months or longer
[54]
and 2.5 million women have been driven
[58]
from the workforce
[59]
15 million americans are behind in the
[62]
rental payments
[63]
24 million adults and 12 million
[67]
children
[68]
literally don't have enough food to eat
[71]
these aren't democrats or republicans
[73]
they're americans
[74]
and they're suffering they're suffering
[77]
not because of anything
[78]
they did through no fault of their own
[80]
their suffering
[82]
once in a century virus has decimated
[84]
our economy
[86]
and it's still wreaking havoc on our
[89]
economy today
[90]
and so much of it is still about the
[92]
virus we're still in the teeth of this
[95]
pandemic
[96]
in fact january was the single deadliest
[99]
month of the whole pandemic
[101]
we lost nearly 100 000 lives
[106]
i know some in congress think we've
[108]
already done enough to deal with the
[109]
crisis in the country
[111]
others think that things are getting
[113]
better and we
[114]
can afford to sit back and either do
[117]
little
[117]
or do nothing at all that's not what i
[121]
see
[122]
i see enormous pain in this country
[125]
a lot of folks out of work a lot of
[127]
folks going hungry staring at the
[129]
ceiling tonight wondering what am i
[130]
going to do tomorrow
[132]
a lot of folks trying to figure out how
[134]
to keep their jobs
[136]
and take care of their children a lot of
[138]
folks
[139]
reaching the breaking point suicides are
[143]
up
[143]
mental health needs are increasing
[146]
violence against women and children is
[147]
increasing
[149]
a lot of folks are losing hope and i
[152]
believe the american people are looking
[153]
right now to their government
[155]
for help to do our job to not let them
[158]
down
[159]
so i'm going to act i'm going to act
[161]
fast
[163]
i'd like to be i'd like to be doing it
[165]
with the support of republicans
[167]
i've met with republicans or some really
[169]
fine people want to get something done
[172]
but they're just not willing to go as
[173]
far as i think we have to go
[175]
i've told both republicans and democrats
[178]
that's my preference to work together
[179]
but if i have to choose between getting
[181]
help right now to americans
[183]
who are hurting so badly and getting dr
[186]
bogged down
[187]
in a lengthy negotiation or compromising
[190]
on a bill that's
[192]
that that's up to the crisis that's an
[194]
easy choice
[196]
i'm going to help the american people
[197]
are hurting now
[199]
that's why i'm so grateful to the house
[201]
and the senate for moving so
[203]
fast on the american rescue plan here's
[207]
what's in that plan first it puts 160
[211]
billion dollars
[213]
into our national cova 19 strategy
[216]
which includes more money for
[218]
manufacturing
[219]
distribution and setting up of vaccine
[222]
sites everything is needed to get the
[225]
vaccines
[226]
into people's arms there's simply
[229]
nothing more important
[231]
than us getting the resources we need to
[233]
vaccinate
[234]
the people in this country as soon as
[237]
quickly as possible
[239]
so job number one of the american rescue
[241]
plan is vaccines
[244]
vaccines the second the american
[247]
rescue plan is going to keep the
[250]
commitment of two thousand dollars
[252]
600 has already gone out 1400
[255]
checks to people who need it this is
[258]
money directly in people's pockets
[260]
they need it we need to target that
[263]
money
[264]
so folks making 300 000 don't get any
[267]
windfall
[268]
but if you're a two if you're two uh uh
[271]
if you're a family that's a
[273]
two uh wage earner each of the parents
[276]
one making 30 grand one making 40 or 50.
[279]
maybe that's a little more than well
[281]
yeah they need the money
[284]
and they're going to get it and here's
[286]
what i won't do
[288]
i'm not cutting the size of the checks
[290]
they're going to be 1400
[292]
period that's what the american people
[294]
were promised
[296]
very quickly here's the rest of my plan
[299]
it has money for food and nutrition so
[302]
that folks don't go
[303]
hungry i think our republican friends
[305]
are going to support that
[306]
it extends unemployment insurance which
[309]
is going to run
[310]
out on march 13th of this year
[313]
to the end of september of this year
[316]
because they're still going to be
[317]
we're still going to have high
[318]
unemployment it helps small businesses
[322]
thousands of whom have had to go out of
[323]
business it has money to help folks pay
[326]
their health insurance
[328]
it has rental assistance to keep people
[331]
in their
[332]
homes rather than be thrown out in the
[334]
street
[335]
it's got money to help us open our
[337]
schools safely
[338]
there's money for child care for paid
[340]
leave it gets needed resources of state
[343]
and local governments to prevent layoffs
[345]
of essential personnel firefighters
[348]
nurses
[349]
folks are school teachers sanitation
[352]
workers
[354]
it raises the minimum wage it's big and
[357]
it's bold
[358]
and it's a real answer to the crisis
[360]
we're in
[361]
that's one more thing and i want to say
[363]
it very clearly on this
[365]
be very clear in this point it's better
[367]
economics
[369]
it not only addresses the immediate
[370]
crisis we're in it's better for the
[373]
long-term economic health of our nation
[375]
and our competitiveness
[377]
my plan creates more jobs creates more
[380]
economic growth
[382]
and does more to make us competitive
[383]
with the rest of the world
[385]
than any other plan don't take my word
[389]
for it
[390]
just look at what leading economists
[391]
across the nation have said and
[393]
in the world and across the across the
[396]
ocean have said
[397]
wall street investment firm moody says
[400]
if we pass the american rescue plan
[402]
it will lead to four million more jobs
[404]
than otherwise would be created
[407]
the nonpartisan brooking institution has
[409]
looked at the rescue american rescue
[410]
plan
[411]
and said the gdp that will reach
[415]
pre-pandemic projections by 2021 meaning
[419]
we'll have recovered by on in 2021
[423]
much sooner by the way than if we do
[426]
nothing
[427]
look just this week the congressional
[429]
budget office projected that if we don't
[431]
take action
[432]
it would take until the year 2025 to
[435]
return
[436]
to full employment there's also a
[439]
growing chorus of top economists
[442]
right center left that say we should be
[445]
less focused on the deficit and more
[446]
focused on the investments we make
[449]
and can make now in jobs keeping
[452]
families out of poverty
[453]
preventing long-term economic damage to
[455]
our nation
[457]
the simple truth is if we make these
[459]
investments
[460]
now with interest rates at historic lows
[463]
will generate more growth
[466]
higher incomes a stronger economy
[469]
and our nation's finances will be in a
[471]
stronger position as well
[473]
and the payoff won't just be in jobs but
[476]
in our global
[477]
competitiveness as well because we'll be
[481]
regaining our economic strength faster
[485]
so the way i see it the biggest risk is
[488]
not going too big
[491]
if we go it's if we go too small we've
[494]
been here before
[496]
when this nation hit the great recession
[497]
that brock and i inherited in 2009
[501]
i was asked to lead the effort on the
[502]
economic recovery act to get it passed
[506]
it was a big recovery package roughly
[508]
800 billion dollars
[510]
i did everything i could to get it
[512]
passed including getting three
[513]
republicans to change their votes and
[515]
vote for it
[516]
but it wasn't enough it wasn't quite big
[519]
enough
[520]
it stemmed the crisis but the recovery
[522]
could have been faster
[523]
and even bigger today we need an answer
[527]
that meets the challenge of this crisis
[529]
not one that falls short and that's the
[532]
issue facing the country right
[534]
now what republicans have proposed
[537]
is either to do nothing or not enough
[541]
all of a sudden many have rediscovered
[543]
fiscal restraint
[545]
and the concern for the deficits but
[548]
don't kid yourself
[549]
this approach will come with a cost more
[552]
pain
[553]
for more people for longer than it has
[556]
to be
[557]
secretary ellen talks about the scarring
[560]
effect
[561]
that comes with prolonged economic pain
[564]
we see that scarring effect in economic
[566]
data but more important we can see it in
[569]
the lives of people
[570]
living with long-term unemployment
[573]
living in hunger
[574]
at which end over how to keep their jobs
[577]
take care of their kids
[579]
and then she talks about the need to
[582]
alleviate long-term suffering in the
[584]
economy
[585]
we can do that we don't have to wait
[587]
until 2025
[590]
to get back to full employment which
[592]
will be the case if we don't do this
[594]
again independent analysis from places
[598]
like
[598]
moody's on wall street brookie's
[600]
institution
[601]
the american rescue plan could achieve
[603]
that by the beginning
[605]
full employment by the beginning of next
[607]
year
[609]
so to me this is this is what this
[612]
moment comes down to
[614]
are we going to pass a big enough
[616]
package to vaccinate people
[618]
to get people back to work to alleviate
[620]
this suffering in this country
[622]
this year that's what i want to do
[626]
or are we going to say the millions of
[628]
americans are out of work
[630]
many of whom have been out of work for
[632]
six months or longer
[634]
who've been scarred by this economic and
[636]
public health crisis
[637]
don't worry hang on things are going to
[640]
get better
[641]
we're going to go smaller so it's going
[643]
to take us a lot longer
[647]
like until 2025 that's the republican
[650]
answer right now
[652]
i can't in good conscience do that too
[655]
many people in the nation have already
[657]
suffered for too long through this
[658]
pandemic and economic crisis
[660]
and telling them we don't have the money
[663]
to alleviate their suffering
[665]
to get the full employment sooner to
[667]
vaccinate
[668]
america after eight trillion dollars in
[671]
deficit spending over the past four
[673]
years
[674]
much of it having gone to the wealthiest
[676]
people in the country
[678]
is neither true nor necessary
[682]
we do have the resources to get to full
[684]
employment sooner
[685]
we do have the tools to reduce a lot of
[687]
suffering in this country
[689]
we just have to choose to use them so
[692]
it's time to act
[694]
we can reduce suffering in this country
[696]
we can put people back to work
[698]
we can control gain control of this
[700]
virus
[702]
that's what the american rescue plan
[704]
does
[705]
and that's what i'm determined to do and
[708]
that's what i hope we're going to be
[709]
able to do in the near term
