Russian and Ukrainian negotiators
[2]
meanwhile are meeting right now in
[3]
Istanbul Turkey for another round of
[5]
in-person talks over the weekend
[7]
Ukrainian President Vladimir zielinski
[10]
outlined conditions that Kiev could
[13]
accept in a deal with Moscow salonski
[15]
said that Ukraine may be willing to
[17]
accept neutral status and it could make
[19]
a statement renouncing plans to join
[21]
NATO meanwhile a Ukrainian
[23]
parliamentarian member has told Fox News
[25]
as Jonathan hunt that Ukraine will not
[28]
give up key territories Russia is
[30]
demanding joining me right now is Fox
[31]
News senior strategic analyst General
[33]
Jack Keane generals good to see you
[35]
thanks very much for being here do you
[37]
think the U.S and the Allies are trying
[39]
to convince zielinski to do a deal you
[42]
know from the beginning of this the U.S
[44]
their first reaction was to send a plane
[48]
to go rescue zelenski take him out he
[51]
said I don't want to ride I need arms I
[54]
need Weaponry are the U.S and allies
[57]
doing enough in that regard
[60]
well a couple of weeks ago for sure they
[62]
were putting pressure on zielinski to
[64]
make a deal what's taking place here is
[67]
diplomacy has always been a compliment
[70]
that Russia uses to conflict and wars
[73]
and they and they started the Diplomatic
[76]
effort early on largely for Their
[78]
audience at home uh to let the audience
[81]
know that despite the fact uh they're at
[83]
war or they're in a conflict operation
[85]
they're looking for peace now what's
[88]
different about these negotiations is
[90]
you know negotiations been going on for
[92]
a number of weeks on the Belarus Ukraine
[95]
border what's different about these is a
[98]
third party involved president erdogan
[100]
will be there at a certainly arbitrate
[102]
the differences and see if something
[105]
positive can come out of it I'm not
[107]
optimistic yet because I think Russia
[110]
intends to grind this out and get a more
[112]
favorable outcome than what they have
[114]
right now clearly Russia has not been
[116]
able to accomplish any of their
[118]
objectives in the months that's taken
[120]
place here and and their interest is
[123]
still to make certain that Ukraine is in
[127]
their orbit and I don't believe they've
[128]
given up on on that interest so let's
[131]
take a healthy dose of skepticism here
[133]
about about the negotiation certainly we
[135]
would want something to come out of here
[137]
that zielinski can live with that would
[140]
be the goal uh but we'll see what
[142]
happens here I'm not optimistic
[144]
but general you know the weather is
[147]
going to get warmer the ground will get
[150]
warmer and mushier not ideal for Russian
[154]
troops and Russian tanks Etc you you say
[158]
that there is a path for Ukraine to win
[161]
right you have said that Ukraine can win
[164]
but they need the right tools to do so
[167]
what are your thoughts on how long this
[169]
could go on over the weekend on Sunday
[171]
morning Futures I spoke with the
[173]
Klitschko brothers the mayor of Kiev and
[175]
his brother and they basically said look
[177]
we don't know how long this is going to
[178]
go on this will go on as long as the
[181]
West continues to trade with Russia but
[183]
we feel that this is going on a lot
[185]
longer than people expect how do you see
[188]
it
[190]
well I do think it's going to go on for
[192]
weeks and months for sure we have a
[194]
stalemate right now unexpectedly so and
[197]
Russia was not able to take over the
[200]
country and collapse the regime and
[202]
obviously that that's a very good thing
[204]
it's led to an incredible amount of
[206]
human suffering as well but the reality
[209]
my take on it is zielinski's asking for
[212]
help he clearly hasn't lost and he
[216]
believes he has still has an opportunity
[218]
to win and that being the case in my
[220]
judgment we should be all in now are the
[223]
odds stacked against them yeah certainly
[225]
I mean he would have to generate
[227]
sufficient combat power not just to stop
[230]
the Russians from what did the territory
[233]
they're trying to take but to drive the
[235]
Russians out of Ukraine and that would
[237]
require a major counter-offensive not
[240]
limited counter-attacks but a major
[242]
offensive does he have the combat power
[245]
to generate that and he's asking for all
[247]
the help he can get and that's where I
[249]
think we should be as a mindset give him
[252]
all the help that he can possibly get
[255]
and and be determined about it but yes I
[259]
I think we're in for a long haul here
[262]
but but we're not right he wanted the
[264]
migs he wanted the Jets so that they
[266]
could have air cover and the
[267]
administration said no so we're not
[269]
giving them everything they they need
[271]
and can and Ken used to win this right
[274]
yeah well he's still waiting for the
[276]
s-300s now for a couple of weeks and I
[279]
think I don't know what the United
[281]
States is doing in terms of getting
[283]
those uh
[285]
getting those uh air defense systems out
[288]
of the former Soviet states that have
[290]
them I know they want to have a backfill
[292]
from the United States in kind so they
[294]
they're protected but we have to have a
[297]
sense of urgency to get this done and
[299]
also the anti-ship missiles they're
[302]
going to bring those ships back in there
[303]
into the Black Sea and they're going to
[305]
be very vulnerable and and certainly
[308]
that capability is needed and all the
[310]
others just have to we have to make
[312]
certain that the adequate supplies are
[315]
there because we were looking at
[317]
something that would last a couple of
[318]
weeks at best now we're over a month and
[321]
we have to sustain the supply line
[323]
listen the ukrainians have the skill
[325]
Maria and they have the will and what we
[328]
need to give them is the resources to
[331]
help them do this
[333]
yeah and when people like yourself and
[336]
others have been saying this now for a
[338]
month and yet we're not seeing the
[340]
movement that we need to see but General
[342]
I got to get your take on the
[344]
president's Master 5.8 trillion dollar
[346]
budget in it he is calling for an
[348]
increase in defense spending uh to help
[350]
counter China and Russia the White House
[352]
seeking 813 billion dollars for military
[355]
spending in fiscal year 2023 that is
[358]
four percent increase from the 782
[361]
billion for this fiscal year General
[363]
we've talked a lot about the Readiness
[365]
of our military and the fact that China
[368]
has the largest larger Navy than we do
[370]
and that we need updating what are your
[372]
thoughts on a four percent increase in
[375]
defense spending and I just point out
[377]
that inflation is running at eight
[379]
percent we're talking about four percent
[382]
defense spending increase your thoughts
[385]
well even if you took the
[388]
administration's optimistic projections
[390]
that inflation will go down and get
[392]
close to normal in 2023 that would mean
[395]
it's a flatline budget and there's no
[398]
increase
[399]
but the truth is likely inflation will
[401]
still be up there and so therefore it's
[403]
a decrease and we have huge problems
[407]
here we're trying to dig ourselves out
[409]
of a hole in the indo-pacific region
[411]
where the the Chinese military outguns
[415]
us and outmans us and we have have to
[417]
have additional capability there the
[419]
amount of resources that are being
[420]
applied to that region in my judgment
[422]
are inadequate and now we have an
[425]
increased threat clearly in Europe to
[428]
the degree that we did not expect and
[430]
that means more money for NATO forces
[434]
U.S forces in NATO and right now I think
[437]
we're at ninety thousand to a hundred
[438]
thousand troops we're going to find
[440]
ourselves with more troops in Europe
[443]
than what we've had before and they're
[445]
going to need the resources to do that
[446]
and some of them should be permanently
[448]
stationed there as well because it makes
[451]
it so much easier for them in terms of
[453]
their Readiness and preparedness but yes
[456]
the budget has to focus on the major
[458]
threats that we have have and these
[460]
threats are growing and the budget
[462]
doesn't meet the needs of that threat
[464]
it's that simple Maria
[467]
well that's right and in the last budget
[470]
the uh money spent on defense and
[473]
Homeland Security was actually a decline
[475]
when all was said and done because it
[477]
did not keep up with inflation is that
[479]
the same here on homeland security as
[481]
well now we know that it's actually a
[482]
decline in defense spending you know the
[484]
headlines this morning are the largest
[486]
number in terms of defense spending it's
[488]
four percent that doesn't keep up in it
[491]
with inflation is that the same
[492]
situation with Homeland Security
[493]
spending
[496]
yeah I mean the fact is the two the two
[499]
departments the defense department and
[501]
the Homeland Security Department are the
[503]
two departments that received nominal
[505]
raises that inflation will take out
[507]
meanwhile all the other departments in
[511]
government largely on a domestic side of
[513]
our government are double digits some as
[516]
high as 20 percent so that's where the
[519]
priorities are the fence and Homeland
[521]
Security are not priorities for this
[524]
government you're looking following the
[526]
money where's the percentage of increase
[528]
and that's where it is it's on a
[530]
domestic side meanwhile the threats
[533]
we're facing at our border obviously and
[536]
also overseas with China and Russia and
[539]
Iran are very significant the budget
[541]
doesn't reflect the significance of
[543]
those threats don't
[546]
yeah General thanks thanks for laying it
[548]
all out that's absolutely right and we
[550]
so appreciate you this morning thank you
[551]
sir
