All right, so today I want to talk to you

about fees that we were running into for an ADU project

that we are getting ready to start building,

and why the County of San Diego is charging us for this.

So this is not a very common scenario
[16]
that the county has run into.
[18]
And we had a very difficult time actually getting answers
[21]
from the county on what they were actually gonna do
[24]
as far as charging us for this.
[26]
So if you are building an ADU, you'll look into this,
[32]
that the county, and it looks like they're waiving
[33]
the impact fees, which are like your tip fees,
[36]
your park fees, they're even waving your septic fees,
[41]
your septic layout fees, your septic permit fees.
[43]
If you're on a septic.
[44]
So they're waving these fees that you would normally have
[48]
to pay if you were building a home so.
[52]
And typically you have a single-family dwelling,
[56]
primary dwelling already on the property,
[58]
and then you're adding say a 1,200 square foot detached ADU
[63]
to the lot.
[64]
Now, that's pretty common.
[66]
That's probably your most common scenario of an ADU
[70]
that's getting added to a property within San Diego County,
[72]
and that you will not pay your impact fee.

So the park fees are waived,
[77]
you're not paying your traffic impact fees,
[80]
and you're not having to pay your septic layouts
[83]
of the permit fees, all right?

So this instance of what we have now,
[89]
and we just got the building permit issued on this,
[92]
is we have an existing property
[94]
that has an existing home on it,
[97]
so it does have an existing single-family home, however,
[103]
the owner is wanting to build a larger home,
[106]
a 2,500 square foot home, on this property
[110]
and convert the existing home,
[114]
which is about 1800 square feet to 1,000,or 1,025
[118]
or 1200 square foot ADU.

And the existing home was becoming the ADU,
[127]
and then the new home
[128]
is becoming the primary single-family dwelling
[131]
on the property.

So this is where the issue comes in.

This is where the county goes and says, "Not run into this."
[136]
And they came back to us after lots of back and forth
[140]
and said, "Yeah, you do get to pay the impact fees
[143]
because you're converting the structure.
[146]
You're not adding an ADU, you're converting it to an ADU,
[150]
and then you're adding a home."
[152]
So they're using the verbiage that says,
[154]
"It has to have an existing single-family dwelling,
[158]
and then you add an ADU in order to charge these fees."
[162]
However, what they are doing is they're reducing the fees
[166]
a little bit.
[167]
So the park fees, instead of being almost $7,500,
[172]
they are charging us $3,366.

And actually, that's plus another $284 and plus another $73.

So whatever that adds up to you,
[184]
that's about, what is that, about $3,700 or so dollars, $3,738
[192]
that is going towards park fees instead of the $7,500.

So there's a little bit of a discount because of that.

So they call that their ADU parked improvement fee
[205]
instead of a single-family dwelling park improvement fee.

And then they're charging us the septic layout fee.

They're also charging us a septic permit fee.
[217]
Those are together about $2,200 - $2,300.

And then they're also charging a TIF fee,
[223]
so the traffic impact fee.

So that on this particular one

in the area in Ramona is $2,635.50.

So that is a reduced fee.

And from or the original tip fee would be
[243]
for like a single-family dwelling,
[244]
which would probably be closer to the $4,000 range
[247]
somewhere in there, it varies on if you're the non-village
[250]
or village areas.

So they are taking advantage of the situation,
[256]
even though the actual end product is, you have an ADU
[263]
on the property that's 1,200 feet
[265]
and you have a single-family dwelling that's 2,500 feet
[269]
they would waive that if you were doing it
[271]
in the opposite order.

So if you already had single-family, it stays single-family,

and you added the ADU,

you would not have to pay these impact fees,

but because you're doing it the other way,
[285]
they'd make you pay 'em.

So we're trying to find the common census around this.

And why they're making this determination,

but regardless, we've been back and forth,

back and forth, back and forth.

And this is what they've come to tell us.

And they haven't given us a discount,
[303]
but it's definitely not what we feel it should be.

But is something that you should definitely consider.

If you do run into this scenario

where you're converting existing family home to an ADU,
[316]
and then building the primary residence.
[318]
So you gotta factor in
[319]
that you're gonna be paying those additional fees,
[322]
which in this instance here, shoot, it's like,
[326]
so we said about $3,800, almost $4000, $6000, $7000 plus the fees
[332]
for the septic, you're almost permitting $8,000 to $10,000
[337]
of additional fees that you'll have to pay in impact fees,
[339]
if you're on a septic
[341]
and then you're doing the ADU conversion so.
