[0]
we're coming on the air with breaking
[1]
news president biden about to sign into
[3]
law the covet relief bill known as the
[5]
american rescue plan the sweeping 1.9
[8]
trillion dollar package
[9]
that will include past cash payouts to
[12]
many americans let's take you right down
[13]
to the oval office
[15]
our republican friends have made it
[18]
clear
[19]
the people out there made it clear they
[21]
strongly support
[22]
the american rescue plan yesterday with
[25]
the final passage of the plan
[27]
in the house of representatives their
[30]
voices were heard
[31]
and reflected on everything we have in
[34]
this bill
[36]
and i believe this is and most people i
[38]
think do as well this historic
[39]
legislation
[41]
is about rebuilding the backbone of this
[43]
country and given people in this nation
[46]
working people
[46]
middle class folks people who built the
[49]
country of fighting chance
[51]
that's what the essence of it is and i'm
[54]
going to have a lot more to say about
[56]
that
[57]
tonight in the next couple days and be
[58]
able to take your questions but in the
[60]
meantime
[61]
what i'm going to do is sign this bill
[64]
and
[64]
make the presentation tonight and then
[68]
there's going to be plenty of
[69]
opportunities we're going to be on the
[70]
road not only talking about
[73]
what i'm talking about tonight is the
[74]
impact on the virus and how we're going
[76]
to end this
[78]
pandemic and we're going to talk at all
[80]
the elements of the bill
[82]
beginning on friday saturday through the
[85]
week
[86]
so thank you for being here
[97]
all right thank you all appreciate it
[103]
[Music]
[109]
[Applause]
[120]
and as you see despite the best efforts
[122]
of the pool reporters the president not
[124]
taking questions but saying he will have
[126]
plenty more to say
[127]
or plenty to say about what he just
[128]
signed into law when he speaks to the
[130]
nation later tonight let me go to chief
[132]
white house correspondent kristen welker
[134]
who has more for us kristin
[136]
well lester we know that this signing
[139]
took place
[140]
earlier than was initially expected the
[142]
white house saying that they were
[144]
expecting to get the bill today it
[146]
actually arrived here
[147]
last night and so this event was pushed
[150]
up a bit there is going to be a
[151]
ceremonial
[153]
signing tomorrow possibly in the rose
[155]
garden and we're told that the president
[156]
will be joined
[157]
by democratic leaders house speaker
[159]
nancy pelosi as well as senate majority
[161]
leader
[162]
chuck schumer those top democrats who
[164]
helped to push
[165]
this legislation through and that's the
[167]
backdrop against which the president is
[169]
going to deliver his first
[171]
primetime address this evening and i am
[173]
told that he is going to
[175]
talk about where the country has been
[177]
over this past year
[178]
where it is right now and the path
[180]
forward so he's going to try to
[182]
strike a balance between being somber
[184]
but also
[185]
looking forward and offering a ray of
[188]
light about
[189]
what lies ahead in terms of what lies
[191]
ahead you heard
[192]
the president there talk about the fact
[194]
that he will be hitting the road to talk
[196]
about the
[196]
elements what is in that sweeping nearly
[199]
two trillion dollar coveted
[201]
relief package he's going to be going to
[202]
pennsylvania and georgia with the vice
[205]
president a little bit later on
[207]
next week but the question becomes
[210]
can he fulfill that promise of trying to
[212]
unify
[213]
this country that was a key campaign
[215]
promise lester as you know and this
[217]
piece
[217]
of legislation passed without any
[219]
republican support republican lawmakers
[221]
saying that the price tag was too high
[223]
that the legislation
[224]
was not targeted enough and that
[226]
ultimately it would only add to the
[228]
deficit so the question becomes
[230]
how does president biden move forward
[232]
and try to fulfill that promise of
[234]
bipartisanship
[235]
what legislation will he aim to take up
[238]
next
[238]
we'll look to see if we get any answers
[240]
about that when he addresses the nation
[242]
a little bit later on this evening
