of sandbagging kathleen silva is here with us and聽 her team and kathleen is the emergency manager for聽聽

marion county and she's going to walk us through聽 the demonstration how to fill sandbags properly聽聽

the correct way and then we're also going聽 to do some question and answer so kathleen聽聽

again go through the process of sandbagging聽 and i'm going to do that with my team this聽聽

is the first video that we are producing here聽 at emergency management to help our community聽聽

get prepared for disasters or emergencies聽 that our community may face so i'm going聽聽

i'm going to show you the tools that you can聽 use to sandbag first we're going to start聽聽
[111]
with the types of bags this here is a plastic聽 bag this one here is a woven bag and then you聽聽
[118]
also might find burlap these are available at聽 your local retail stores for you to purchase聽聽

then we also have a shovel that you could聽 use but for sandbagging they actually have聽聽
[132]
a sandbagging tool that if you're doing it by聽 yourself would come in really handy so i'm going聽聽

to turn it over to my team and they're going聽 to actually show you how to fill the sandbag聽聽
[143]
prior to doing your sandbagging you want to聽 consider your safety while you can while you build聽聽
[148]
the bags some safety items you can consider are聽 some gloves for your hands and some safety goggles聽聽
[153]
for your eyes to help prevent the sand from聽 getting in there also a first aid kit can help聽聽
[157]
you in case something should happen and you need聽 to render some aid to yourself or your partner

one of my favorite tips in in order to聽 make it easy to fill the sandbag is to聽聽
[168]
fill it over so this is a double bag and we're聽 going to show you how to do that a little bit聽聽
[172]
but you just want to fold it聽 over similar to sock folding聽聽
[175]
and make sure that it's really tight so聽 the sand just flows right into the bag

so my tip is consistency if you look at聽 these bags that have already been filled聽聽
[187]
you will notice that some of them are聽 a little bit full more full than others聽聽
[194]
and that's going to make it really hard to聽 stack them when you go to stack your wall聽聽
[198]
so being consistent and keeping them equal聽 and only filling them up half to a third聽聽
[208]
otherwise they're too heavy then you will be able聽 to stack them better if they're not over full

so my tip is going to be more of聽 an explanation on stacking the bags聽聽

you want to make sure that when you put on your聽 second layer that you put it in the center and聽聽
[226]
as you put it if you drop it it does help to聽 fill in that gap in between the layer below

all right so my tip is to actually if you have聽 an extra tarp make a burrito this is a great聽聽
[242]
way of making sure the water stays out doesn't聽 get in between those cracks so what you can do聽聽

is you can create a small level tuck the back聽 side in and if the water is flowing this way聽聽
[252]
as i stack it up i can actually pull it聽 this way and create a more stable barrier

crystal is going to demonstrate to us on聽 how we would double layer the bags so that聽聽

it would be less porous for water and sand聽 to see through so this is just a good tip聽聽

on how to be more successful聽 with building your sandbag

now we're going to have krista聽 help crystal fill the sandbag聽聽

using teamwork and again we're only going to go聽 either a half away or a third of the way full聽聽

so that we can stack them along the wall聽 to prevent the water from seeping in

chris is now going to walk us through how to聽 fill a sandbag if you don't have a teammate聽聽

again the sandbag is double that and she's聽 gonna feel it about halfway to a third of the聽聽
[325]
way full so that when you go strap it along聽 the wall it will form along with the other

sandbags great job krista another tip is to take聽 your time take breaks if needed and please don't聽聽
[344]
feel too full because you can hurt your back聽 what a great presentation i learned so much聽聽
[354]
about filling sandbags and now i know how to do it聽 the correct way um so while we still have all of聽聽
[360]
you here i was hoping that we could do a q a we聽 received some some general emergency management聽聽
[367]
and personal preparedness questions and it's okay聽 i'd like to be able to ask some of those to you聽聽
[373]
so the very first question we received is聽 does the county have a plan if the usual聽聽
[379]
lines of communication are broken during聽 the next emergency for example if self聽聽
[384]
towers are down or the internet's not working聽 what's the county's plan for that krista聽聽
[394]
that's a great question and we do get asked聽 that a lot so in the event that traditional聽聽
[399]
communications are down we do have a plan in聽 place if you actually go over to our website聽聽
[405]
under public works emergency management you will聽 see a link for disaster tips it actually has the聽聽
[410]
sandbagging information there but there's one聽 that's called ways to receive emergency alerts聽聽
[417]
and you can receive those via telephone cell聽 phone email you can use the am fm radio or even on聽聽
[425]
television and some of these are push alerts and聽 some of them you need to opt into but going to our聽聽
[431]
website is going to be the best and it has all the聽 ways that you can get emergency alerts on there聽聽
[437]
the next question is another one that was asked聽 about how the county communicates in an emergency聽聽
[442]
so has the county thought about having a banner at聽 the top of our landing web page directing people聽聽
[448]
to the emergency service information if we have聽 a crisis as a matter of fact marion county does聽聽
[454]
have a banner across the top of all of the web聽 pages and there are little buttons at the top聽聽
[460]
that right now say covid and one for wildfires聽 and next to that states emergencies and alerts聽聽
[466]
and if you go there you will get the most聽 recent information needed so due to the聽聽
[471]
recent ice storm a lot of people lost power and聽 many of them didn't have wood burning fireplaces聽聽
[476]
so could you discuss what preparations one could聽 make to stay warm without a wood burning fireplace聽聽
[481]
if something like this happens again of course聽 here at emergency management we always think聽聽
[486]
safety first so some inexpensive ways that you can聽 stay warm without having a wood burning fireplace聽聽
[492]
is to have some extra blankets on hand or you聽 could layer your clothing or have a small room聽聽
[498]
that you have designated where you can go聽 and build off of your body heat from others聽聽
[504]
i also would like to point out that if you do聽 use a generator for warming that you do want to聽聽
[509]
operate that generator outside and you want to be聽 away from doors and windows so that that carbon聽聽
[516]
monoxide doesn't come back into the building i聽 also wanted to let you know that you could go to聽聽
[522]
ready.gov for more information on how聽 to stay warm or the department of energy聽聽
[530]
during emergencies you may also want to talk to聽 those that are in your city because they may have聽聽
[536]
opened up either a warming or a cooling or even聽 a charging station during emergencies so please聽聽
[544]
check back out the website for more information so聽 many folks found themselves not only without heat聽聽
[550]
but the inconvenience of not having聽 electricity so what preparations could聽聽
[556]
someone make in order to have an alternate source聽 of electricity during an extended power outage聽聽
[563]
so we can relate to that since it聽 happened to us uh just a few months ago聽聽
[567]
so have a plan in place on what sort of things you聽 want to that need electricity in your house so if聽聽
[575]
you're looking for a heat source you'll want聽 something for your furnace if you're looking聽聽
[578]
for your refrigerator freezer that's going to聽 be a larger purchase with probably a generator聽聽
[585]
but with battery powered flashlights and聽 battery-powered radios that is small and聽聽
[593]
convenient have extra cell phone chargers聽 around you can invest in solar panels聽聽
[601]
there's another whole caveat to that but just like聽 the generators that kathleen was talking about聽聽
[608]
that might be a way to go since we brought up聽 generators let's go into a little more detail聽聽
[613]
about the safety surrounding generator use could聽 you explain how to safely use a generator how聽聽
[618]
to avoid carbon monoxide poisoning and how to聽 safely store gasoline to power that generator聽聽
[624]
of course thank you for asking again here at聽 emergency management safety is always first聽聽
[629]
first you need to acknowledge that there are many聽 different types of generators so you're actually聽聽
[634]
going to want to follow the manual and guidelines聽 that the manufacturer has laid out on the usage聽聽
[640]
of your generator to avoid the carbon monoxide聽 poisoning you definitely want to store and run聽聽
[647]
your generator outside and away from doors and聽 windows to avoid that carbon monoxide poisoning聽聽
[654]
for fuel i'm going to direct聽 you to the department of energy聽聽
[658]
where they can talk about fuel storage but聽 here's a couple of tips that i was able to聽聽
[663]
locate for you they state that you do not want to聽 store your fuels next to a heat source and you do聽聽
[669]
not want to store them inside where people occupy聽 the space so please remember to store them safely聽聽
[676]
and store them in containers that are marked聽 with what is being stored gasoline diesel propane聽聽
[684]
kerosene those are different fuels and you want to聽 make sure that you're keeping them in a cool place
[692]
the one tip i would provide is be get a kit make聽 a plan and stay informed those are the three big聽聽
[699]
things when an emergency or disaster happens these聽 kits have a lot of equipment in them and supplies聽聽
[704]
including food and water that is definitely聽 needed in addition kits are available for聽聽
[709]
animals children and cats and dogs so get聽 a kit so i'd like to personally thank you聽聽

for your presentation today i've learned a聽 lot and you've provided us with many resources聽聽

some of which we'll provide at the end of聽 this presentation at the end of this video聽聽
