to the president yesterday does it seem

like this bill's getting a haircut

well you know it's a great question bill

because first of all of course

um the congress is not in session so he

hasn't had a chance to sit down face to

face

with the members of congress which he
[24]
will do and a number of us have been

doing at least virtually but i think

that you know

this this bill is so reminiscent
[33]
of a bipartisan bill that was passed in
[36]
december
[36]
it was the energy act of 2020 which had
[39]
enormous bipartisan support
[41]
investing in the technologies that will
[43]
help us
[44]
win this clean energy future that both
[47]
sides
[48]
voted for so this is really a
[50]
fulfillment of the
[52]
of the down payment that was made in
[54]
that energy act of 2020.

would you concede he pulled back a
[57]
little bit yesterday already

well i think that he has said from the
[62]
very beginning that he wants to see
[64]
compromise he wants to have this be
[67]
bipartisan i hate to see
[69]
you know language on either side that

really sticks people

uh without recognizing that there are so
[75]
many elements
[76]
that both parties like in this bill and
[79]
that have they have voted for in the
[81]
past
[81]
who doesn't want america to be to create
[84]
the supply chains
[86]
for our own energy security to have
[88]
manufacturing
[89]
in this country who doesn't want to have
[91]
a safe
[92]
electric grid who doesn't want to make
[95]
sure that we
[96]
are building the the technologies of the
[99]
future and not
[100]
allowing our economic competitors to eat
[102]
us for lunch

there's so much in this bill to like
[106]
that i hope people don't take
[108]
positional arguments especially since
[110]
the american people seem to like so much
[112]
of it that's a great um entree to the
[114]
question i wanted to ask you about on
[115]
in an interview with pbs you had said
[117]
that there are many more jobs in this
[119]
clean energy realm than there have been
[121]
in the fossil fuel industry itself
[123]
but in terms of that supply chain when
[126]
for example
[126]
you ask people to go out and find a
[128]
solar job or a green energy
[130]
a lot of those jobs are in china and
[131]
traditionally the
[133]
jobs in the traditional fossil fuel
[136]
industry have been here in america so if
[138]
we
[138]
try to push too much are we giving more
[141]
jobs
[142]
to china than we are to our own people
[145]
this is the perfect question that you
[147]
have asked because this is why we need
[149]
to bring
[150]
manufacturing here why are we allowing
[153]
our economic competitors
[155]
to take for example battery
[157]
manufacturing for electric vehicles
[159]
and we've got to rely on supply chains
[161]
elsewhere whether it's the critical
[162]
materials that are in those batteries
[164]
or the batteries themselves why are we
[167]
standing by the side of the road and
[168]
allowing china to
[170]
come in and swoop up all of the
[172]
manufacturing of
[173]
of solar panels et cetera so you're
[175]
saying that all of a sudden the solar
[176]
panels are going to be made here
[178]
under this bill i think solar panels
[181]
should be made here
[182]
why would we be buying solar panels from
[184]
a country that has human rights
[186]
violations why wouldn't we be making
[188]
them here why wouldn't we be making the
[190]
supply chain
[190]
for those solar panels here it's insane
[193]
that we have allowed it we've stood by
[195]
and
[196]
watched those jobs go away this american
[199]
jobs act
[200]
has a huge investment in our
[202]
manufacturing and our supply chain i say
[204]
this for michigan
[205]
i say this as somebody who has seen
[207]
these jobs go but what about all the
[209]
people that have lost their jobs already
[211]
thank you madam secretary i

just wonder about all the people that
[214]
have lost their jobs already once the
[215]
keystone pipeline was
[216]
cancelled within the first six hours of
[218]
this administration and they were told
[220]
by the climate czar john kerry
[222]
to go and find a green energy job or a
[224]
solar job and they can't
[226]
we've talked to many of them they can't
[227]
find those jobs and how long do we
[229]
expect them to wait and what are they
[230]
supposed to do in the meantime this
[233]
yeah this is uh really important that
[235]
these construction jobs for plumbers for
[238]
pipe fitters for sheet metal workers are
[240]
embedded in the core
[242]
of this american jobs act or this
[244]
american jobs plan
[246]
that's what the infrastructure pieces
[248]
are all about they they will get
[249]
jobs that money will flow as soon as
[251]
congress acts this is why it's
[254]
uh this is an urgent moment we are 8.4
[257]
million jobs
[258]
shy of where we were before the covid
[261]
crisis began
[262]
it's why we've got to act on this with
[264]
alacrity
[265]
and move on it so that we can put those
[267]
construction workers to work
[268]
building pipelines for for co2 building
[272]
pipelines for
[273]
hydrogen making sure that we repair
[275]
pipelines that are leaking methane for
[277]
example so many jobs
[279]
that could be in this uh in this
[281]
infrastructure package
[282]
that are supported by both sides of the
[284]
aisle or at least historically
[285]
you've uh gone out of your way to make a
[287]
point about getting republican support
[289]
there was a letter that was produced by
[291]
10 republicans just yesterday
[293]
these this like lisa murkowski and susan
[296]
collins and mitt romney
[298]
they're the ones who went to the oval
[299]
office on the first of february saying
[301]
we want to do a deal and they put a deal
[303]
on the table
[304]
well just yesterday joe biden said
[307]
they didn't move an inch but the point
[310]
in early february is that democrats in
[313]
the senate
[314]
went to reconciliation within 24 hours
[317]
of that meeting in the oval office
[320]
so if that's the track record why would
[322]
any republicans get behind your
[324]
plan now well this is
[327]
a different bill that was a rescue
[329]
package we had to get shots in arms
[332]
this is a recovery package
[336]
if you will this is making sure that we
[338]
set our nation
[339]
on the path to win the future and that
[341]
means we must have bipartisan support
[344]
lisa murkowski and and joe manchin are
[347]
the two senators who brought
[348]
democrats and republicans together for
[350]
that energy bill that i described
[352]
that was passed just in december i know
[354]
that leadership exists i know people
[357]
want to be able to vote
[358]
yeah well you got to work with them too

and i think you would grant that
[361]

you have to work with them too and i

think you would grant that correct
