market ghost gun sale that went bad and

turned deadly the 16 year old student

gunned down two classmates law

enforcement tell nbc news the weapon may

have been a ghost gun the firearm in

evidence is described as an 80 percenter

a ghost gun last year the lapd

recovering more than double the number
[44]
of ghost guns compared to the year
[45]
before in the weapons used in at least

24 homicides in the city in philadelphia

the police department recovered 571
[54]
constructed ghost guns more than five

times the number in 2019 but just how

easy is it to order the parts for these

and that's also why we were able to walk

into this gun show outside of

philadelphia we went in with a hidden

camera to show just how easy it is to

buy a kit or you can leave with it today

when these guns get in the hands of

but you're essentially handing them a

piece that they can build in a half an

hour and turn it into a gun

yeah you can get keys and a pack of

budweiser and drunk drive kill somebody

too

last year the man who ran pennsylvania's

major gun shows agreed to no longer
[165]
allow the sale of these kids but when
[167]
met with pushback by monroe and others
[170]
he sold the gun shows to vinro who went
[173]
right back to selling them you're
[174]
following the laws right now yeah 100

handing over those kids just for cash

that is by the books

yeah it's like buying a lawn chair at

walmart you can buy lawn chair in cash

plus these kits and the guns they turn

into are harder to track because most
[189]
don't have serial numbers because of
[191]
these legal loopholes many of them
[194]
across the country from shows and online
[196]
sales are bought by former convicts who
[199]
are by law barred from owning these
[201]
weapons as just one example there were
[203]
586 such convicts arrested with ghost
[206]
guns in los angeles just last year this
[210]
is the beginning
[211]
of a ghost gun this reality has led many
[214]
to call for a change in the law
[216]
pennsylvania attorney general josh
[218]
shapiro has tried to classify these
[220]
ghost gun kits as firearms that would
[223]
force people to pass a background check
[225]
to get them do you even begin to know
[227]
how many are out on the streets i think
[228]
it's almost impossible to know at this
[230]
point we need a national answer but
[233]
there is no sign of legislation passing
[235]
on capitol hill the biden administration
[237]
is however working on formalizing new
[240]
regulations to help curb the rise a
[242]
ghost gun should be treated like a
[243]
regular firearm two weeks later we
[246]
returned to pennsylvania and met up with
[248]
special agents from the ag's office who
[250]
agreed to use the kit we purchased from
[252]
the show and build it into a ghost gun
[255]
but we also could have done it ourselves

all over the internet we won't show you

all the steps but for the agents it just
[267]
took some drilling
[268]
sanding down and a little bit of
[270]
hammering
[272]
a firearm

just over one hour later

that you mentioned over and over again

one of one of one of the people said to

you there's tons and tons of the guy in

something they've said that they would

try to pull some of those videos down

they're still up this has been a

persistent problem now we filmed some of

this a couple weeks ago and of the three

videos that we actually used in this

piece one of them had been removed by
[307]
youtube but two others were not removed
[310]
until today when we flagged them to
[312]
youtube now youtube spokesman tells us
[314]
quote our firearms policy prohibits
[316]
content intended to instruct viewers on
[318]
how to make firearms including ghost
[321]
guns they say they are working on the
[322]
technology to better detect and then
[324]
take down these videos and there's been
[326]
some talk as i understand it there's
[327]
been some talk that the biden
[328]
administration might change some of the
[330]
rules that the atf follows regarding
[332]
these guns is that happening this is the
[334]
big development that we should expect to
[336]
see here in the months ahead and a lot
[338]
of folks who are looking for better gun
[340]
regulations around the ghost guns are
[342]
eager for this to come to fruition here
[345]
the trump administration didn't do it
[346]
but the biden administration has
[347]
proposed a rule which would essentially
[350]
classify these kits as firearms before
[353]
they're ever instructed the rule says
[354]
that a firearm would quote include a
[356]
weapon parts kit that is designed to
[358]
expel a projectile by the action of an
[360]
explosive now the big question is what
[363]
when this rule were to go in effect how
[365]
would it impact the ghost gun industry
[366]
we did reach out to the manufacturer of
[368]
that kit that we bought but have not
[369]
heard back at the source so everything
[371]
you just said basically means it's
[372]
considered more of a firearm correct
[375]
more of a firearm which again just only
[377]
10 states have actually passed
[378]
legislation to that effect here at this
[381]
