we shut down our schools most of the

has been in some form of lockdown

since last fall we announced

a second stay-at-home order for all of

ontario

and as we saw in the modeling these

actions

have slowed the spread they've reduced

mobility

and avoided the worst case

but we have to do more the reality is

there are few options left we have

implemented

the strictest measures in all of north

america

and the difficult truth is every public

health measure we have left

comes with a massive cost to people

in their lives but we have never shied

away

from doing what's necessary and it comes

beginning monday we're setting up

at all inter-provincial borders we'll be

to border crossings between ontario and

currently facing

the devastating consequences of covet

special authorities to enforce public

of the stay-at-home order i know that

the majority of ontario residents

are doing the right thing they're

following the rules

keeping each other safe but we need to

step up enforcement

we need to focus on those who are

deliberately

putting others at risk by ignoring the

stay at home order

those gathering in large groups

continuing
[313]
to put themselves and others at risk

so understand the restrictions will be

strongly

strongly enforced because they must be
[325]
we know that when they're followed these
[328]
measures work
[329]
they reduce mobility and they do flatten
[332]
the curve

we know this because we've seen them
[336]
work before

what we need now is for everyone to
[340]
follow these rules

these variants are infecting and killing
[346]
younger people every day we need more
[349]
time to continue vaccinations
[351]
to priority populations because getting
[354]
needles
[354]
in arms will help put this pandemic

behind us

through no fault of their own certain

communities

are waging a bigger battle than others

twenty percent of the province

has eighty percent of cases right now

we need we need to use the limited

vaccines we have

to focus on the infernal

because we will all benefit from getting

these areas under control

that's why we're increasing vaccine

supply

to hot spots by 25 percent and

we're pressing the federal government to

get us those shipments

every vaccine we receive goes into an

arm

every single one is spoken for

we have seen clinics close and turn

people away

because we don't have the supply we need

and just today we learned about a

further modernity

delay and we clearly saw

in the modeling more vaccines

means fewer cases more vaccines

mean fewer hospitalizations and more
[429]
vaccines

means we get out of this sooner

so if there's anything at all the

federal government can do right now

to get us more vaccines we need

to get them now i can't emphasize that

enough we need the vaccines

now in the meantime we're taking

immediate action to build

unprecedented capacity in our hospitals

we're moving forward with our emergency
[455]
plan

to add another 700 to 1000 new beds

we don't want to have the use this this
[463]
new
[464]
we don't want to use this new capacity
[466]
but i want the people of ontario to rest

assured

it is there if we need it and it's been

remarkable

watching our healthcare heroes fighting

on the front lines

and i want them to know that more help

and as we've seen this wave is different

over the last few weeks

key health indicators have continued to

worsen

coveted 19 cases hospitalizations
[529]
and intensive care unit occupancy are at
[532]
their highest levels
[533]
since the start of the pandemic variant
[536]
cases
[536]
which are transmitted more quickly and
[538]
easily continue to rise
[541]
putting even more lives at risk and
[544]
while we continue to use
[545]
every resource at our disposal to
[548]
support our hospitals and maximize
[550]
health system capacity
[551]
our hospitals are being hit harder than
[554]
ever
[555]
in one week the number of covet 19
[558]
hospitalizations
[559]
has increased by almost 30 percent and
[562]
there are about 150 more patients in our
[565]
intensive care units
[566]
bring the total to 701 intensive care
[570]
unit patients with covert related
[572]
critical illnesses the latest
[575]
projections released
[577]
show that admissions to icus are
[579]
projected to rise to over 1 000 patients
[582]
by the end of the month and today's
[585]
highly concerning modeling is very clear
[587]
that unless further actions are taken
[590]
case rates will continue to rise
[592]
pushing our hospitals to the brink our
[595]
response needs to be stronger
[597]
because our opponent the variants are
[599]
that much stronger

that is why we are taking immediate
[603]
action to respond to the ongoing threats

to the health and safety of ontarians

effective saturday april 17th at 1201 am

all outdoor social gatherings and

organized public events will be

prohibited

except for members of the same household

or

members of a household and one other

person from outside that household

who lives alone all non-essential

workplaces in the construction sector

will be closed

with only essential construction

permitted to operate

capacity limits for in-person shopping

in all retail settings

where in-person shopping is permitted

including supermarkets

a stable and reliable supply of vaccines

from the federal government

we will continue to focus our

and local public health units to

mobilize every

channel and deliver vaccines as quickly

dangerous direction across ontario

with our hospital system experiencing

devastating pressures as a result of

sharp

upward trends in hospitalization and in

intensive care unit capacities it is

essential

that people respect the stay-at-home
[822]
order and follow public health measures

this is a critical moment in ontario's
[827]
response to this deadly virus
[830]
and every single person in ontario has
[833]
an important role
[834]
in protecting our communities
[836]
unfortunately
[839]
some people continue to attend
[841]
gatherings
[842]
and leave their homes for non-essential
[844]
reasons
[845]
as a government it is our responsibility
[847]
to take action to address
[849]
non-compliance and prevent further
[852]
transmission of covid19
[854]
that is why after consulting with public
[856]
health experts
[857]
we have made the deliberate decision to
[860]
temporarily enhance police officers
[862]
authority for the duration of the
[864]
stay-at-home order
[865]
moving forward police will have the
[868]
authority to require
[869]
any individual who is not in a place of
[871]
resonance
[872]
to first provide their purpose for not
[875]
being at home
[876]
and provide their home address police
[879]
will
[880]
also have the authority to stop a
[881]
vehicle to inquire about an individual's
[884]
reason
[885]
for leaving their residence i cannot
[888]
stress this enough

it is imperative that everyone limit
[892]
their trips outside of the home
[894]
to permitted purposes only such as going

to the grocery store
[898]
or pharmacy medical appointments outdoor
[901]
exercise or for work that cannot be done

remotely

we know that stay-at-home orders work
[909]
we've seen their success in slowing down
[911]
the spread of the virus
[912]
and saving lives it is also critical

that we protect against covid19 variants

coming into ontario

through non-essential travel that is why

effective april 19th at 1201 am

we are restricting travel into ontario

from the provinces of manitoba and

quebec with the exception

purposes such as work

medical care transportation of goods

and exercising indigenous treaty rights

should an individual not have a valid

reason to enter ontario

they will be turned back these are tough

but necessary measures to help us

overcome this health

crisis we all want to get back to normal

but we can't get there without all doing

everything we can

right now to stop the rapid spread of

it's crucial that we do everything

possible to keep workers safe

since the start of this pandemic we've

now done over 46

000 cova 19 related inspections issued

more than 49

000 orders and stopped unsafe work

87 times our efforts have been
[1011]
laser focused on where they are needed
[1012]
the most with blitzes in hotspot regions
[1016]
targeting hundreds of big box stores
[1018]
factories
[1019]
and warehouses in order to help reduce
[1022]
spread
[1023]
we are shutting down some non-essential
[1025]
construction
[1026]
like shopping malls hotels and office
[1029]
towers
[1030]
however there are still projects that
[1032]
are critical to our health
[1034]
like building our homes our hospitals
[1037]
assessment centers
[1038]
and long-term care homes and we need to
[1040]
ensure those on these sites are being
[1043]
kept safe
[1045]
starting today over 200 inspectors are
[1048]
visiting more than 1 300 construction
[1050]
sites
[1051]
over the next four weeks to ensure
[1052]
public health measures are in place
[1056]
travel to and from work has been a major
[1058]
contributor to the spread of this deadly
[1060]
virus
[1062]
for that reason we have repeatedly asked
[1064]
people who can work from home
[1066]
to do so the sad reality is
[1069]
more and more people are being asked to
[1071]
go into the office
[1073]
this cannot continue that is why our
[1076]
inspectors will be visiting
[1077]
law offices accounting firms and other
[1080]
workplaces over the coming days and
[1082]
weeks
[1083]
to make sure that those inside and on
[1085]
site
[1086]
are protected and following the cova 19
[1089]
safety requirements

i cannot stress enough to employers if
[1093]
your staff
[1094]
can work from home they must work from
[1097]
home

and our inspectors will also be ensuring

that those who absolutely must come to

work

are strictly following the public health
