Senate Votes To Advance Bipartisan Infrastructure Bill - YouTube
Channel: MSNBC
[1]
more now on today's other big story just
[3]
moments ago 17 republicans
[5]
joined all democrats in voting to move
[7]
forward on a procedural motion
[9]
to debate a bipartisan infrastructure
[12]
bill announced earlier today
[14]
now agreement is just the first hurdle
[16]
what comes next is a treacherous
[18]
marathon filled with landmines that may
[20]
or may not lead to a final passage
[22]
take for example what happened earlier
[24]
today arizona senator kirsten cinema
[26]
a key democratic negotiator of the
[28]
bipartisan deal
[30]
finally admitted that she does not
[32]
support
[33]
the 3.5 trillion dollar reconciliation
[35]
spending package in its current form
[38]
now this could be a problem for the
[40]
progressive members of the democratic
[41]
party who were willing to sacrifice
[43]
a number of issues in order to get the
[46]
bipartisan infrastructure deal
[47]
done but this was only with the
[49]
understanding that more would be
[51]
addressed in the reconciliation package
[53]
with me now is nbc news national
[55]
political reporter sahil kapoor sahil
[58]
busy day on capitol hill before we get
[60]
into the politics of this though i think
[61]
it's important for the folks at home
[63]
to understand what exactly is in this
[65]
bill
[67]
absolutely tiffany this is a big vote
[69]
for the bill a major breakthrough for a
[71]
piece of legislation that senators have
[73]
tried to move
[74]
for quite a while now and here's what it
[76]
includes it's 550 billion dollars
[79]
in new spending on infrastructure
[81]
projects that includes
[82]
roads and bridges that includes highways
[84]
it includes public
[86]
transit there's about 65 billion dollars
[89]
in here for new broadband it includes
[92]
water infrastructure as well there's a
[94]
lot in here
[95]
that every american from coast to coast
[98]
will experience on some level
[100]
if this passes it has not passed the
[102]
senate yet this was just the first vote
[105]
but you had 17 republicans
[107]
voting with 50 out of the 50 senate
[109]
democrats to move forward with this
[111]
that is not just the core five
[114]
republicans who are negotiating this
[115]
bill it's not just moderates like susan
[117]
collins and lisa murkowski
[118]
it is conservatives too it is mitch
[120]
mcconnell the senate republican leader
[122]
who has self-styled
[124]
himself as a grim reaper of progressive
[126]
legislation says this deal
[128]
should move forward and he appears open
[130]
to the final product here so
[132]
a big deal here for uh one of president
[134]
biden's top priorities
[136]
on a series of projects that have long
[138]
had bipartisan support tiffany
[140]
well it's a big deal for president biden
[142]
but it seems to uh hit a sour note with
[144]
some members of the
[146]
progressive wing of the party uh i want
[148]
you to show uh a picture uh or a tweet
[150]
that aoc
[151]
uh responded to when it came to the
[153]
cinema news that she would not support
[155]
reconciliation it says good luck taking
[157]
your own party's investment on child
[159]
care
[159]
climate action and infrastructure while
[161]
presuming you'll survive a three vote
[163]
house margin especially after choosing
[164]
to exclude members of color
[166]
from negotiations and calling that a
[168]
bipartisan
[169]
accomplishment she wasn't alone there
[171]
congressman peter defazio
[173]
called this bill crap so if you have
[176]
that
[177]
kind of sentiment in the progressive
[178]
wing of the party how will this impact
[181]
the infrastructure bill overall this is
[184]
going to face
[184]
a real hurdle once it gets to the house
[187]
tiffany and here's how democratic
[188]
leaders are trying to finagle this
[190]
there's a 550 billion dollar bipartisan
[193]
deal which
[194]
includes infrastructure that's surface
[196]
transportation that's highways and roads
[197]
and bridges
[198]
what i just talked to you about there is
[200]
a separate bill this reconciliation bill
[202]
that's just a fancy term for this
[204]
a major safety net expansion that
[206]
president biden is looking at
[208]
passing that includes money for child
[210]
care elder care climate change
[212]
investments it includes health care
[214]
spending that would expand medicare
[216]
benefits to include
[217]
dental and vision and hearing aids and
[219]
potentially also lower
[221]
the eligibility age that second piece is
[224]
the biggest priority of progressives and
[226]
speaker nancy pelosi is on the side of
[228]
the progressive caucus
[229]
and saying that the house is not going
[231]
to vote on the bipartisan infrastructure
[233]
deal
[233]
until the senate passes both bills that
[236]
is her leverage that is her way of
[238]
saying that all 50 democratic senators
[240]
had better get on board
[241]
with those other roughly three trillion
[243]
dollars in president biden's priorities
[245]
before the house moves while some of the
[248]
issues you mentioned disproportionately
[249]
impact communities of color and we just
[251]
want to note as aoc said there were no
[253]
people of color a part of this
[254]
negotiation so we will certainly keep
[256]
our eye on it
[256]
thank you so much
[273]
