Let’s start our review of the Form  52722 Utility and related data section.

The form HUD-52722 is a child form to the  HUD-52723 and contains pre-populated data.

PHAs can only update the yellow highlighted  fields. Your PHA will complete form HUD-52722  
[36]
to calculate the project’s utility expense level  portion of the OpFund formula. All utilities,  
[41]
including electricity, gas, water, and sewer,  must be completed to submit the forms HUD-52722  
[48]
and HUD-52723. Projects that do not include  PHA-paid utilities or specifically directed by  
[54]
HUD are not required to complete this section. From the project page, select the Form 52722  
[60]
Utility and related data button. The utilities  are listed at the bottom of the page. Utilities  
[66]
that have not been updated by your PHA show a red  icon. Those utilities that have been updated by  
[71]
your PHA will have a green icon. Select a utility  to open the specific Form HUD-52722 Utility Level  
[78]
Line Items for that utility. For information  on adding or deleting a utility, please see the  
[83]
related training video and user guide. Completing HUD-52722 Utility  
[86]
Consumption and Costs Sections PHAs must provide the actual consumption  
[89]
and actual utility costs for each utility, or only  the actual utility costs for flat rate utilities.

The OpFund form tracks utilities submitted  in the previous calendar year OpFund forms.

Utilities are tracked by type – electricity,  gas, water, and sewer – and by category:

Non Frozen: The utility is charged based  on consumption and is not participating  
[111]
in any frozen rolling base incentives. Frozen EPC: The project has an Energy Performance  
[118]
Contract (EPC), and the utility has a HUD-approved  frozen rolling base incentive. Your PHA should  
[124]
submit supporting documentation required by  HUD to support its selection for Frozen EPC. 
[130]
Frozen Other: The utility is eligible to  freeze the rolling base consumption based on  
[134]
the appropriate incentive program guidance. Please  note that your PHA may not delete the utility or  
[139]
change the prepopulated rolling base consumption  or units of consumptions. Additionally, your  
[144]
PHA must follow the incentive program guidance  to add additional utilities with Frozen Other 
[150]
Flat Rate: The utility is charged  at a fixed fee regardless of usage.

Please note: A project cannot have a utility with  the same utility category listed more than once.

Let’s look at these line items  and discuss specific use cases  
[163]
for the various utility categories:

Be sure to review and modify the  fields highlighted in yellow.

In line 01, enter the Actual consumption for  the reporting period. Your PHA should submit  
[178]
supporting documentation required by HUD to  support the actual consumption entered in  
[182]
the form. HUD requests supporting documentation to  support the actual consumption for all Non Frozen,  
[188]
Frozen EPC, and Frozen Other utilities. The OpFund Web Portal prepopulates the Unit  
[194]
of consumption for the consumption shown  on Line 01 from the previous year’s form. 
[199]
The OpFund Web Portal prepopulates the Rolling  base consumption amount with the last three  
[203]
years of actual consumption. Your PHA should  submit supporting documentation required by HUD  
[209]
to support changes to the rolling base. If you remove 10% or more of your units, you will  
[214]
need to adjust your rolling base. Please review  instructions for form 52722 for further guidance.

The OpFund Web Portal automatically  calculates the Average Rolling Base. 
[225]
In line 7, enter the Actual consumption for new  units included in Line 01 that have less than  
[230]
12 months of actual consumption data. Make  sure the consumption reported in this line  
[235]
is also included in Line 01. The consumption  entered on this line will be used to adjust  
[240]
the rolling base to include new units. For line 16, Enter the Actual utility  
[245]
costs for the reporting period ending June  30th for the consumption entered in Line  
[250]
01. Round this amount to the nearest whole  dollar. Your PHA should submit supporting  
[254]
documentation required by HUD to support the  actual utility costs entered in the form.

HUD requests supporting documentation to support  the actual utilities costs for all utilities.

Enter your data and select  the Apply Changes button.

Once you select the Apply Changes button, the  % Change column will calculate the percentage  
[272]
change of the data that you’ve entered  from the Pre-Pop data. You can select the  
[276]
View/Print current form 52722 button to see your  changes reflected immediately in the Form 52722.

Be sure to review and enter  the line 01 Actual consumption

and line 16 Actual utility  costs for the reporting period.

Please note that your PHA can’t  adjust unit of consumption Line 01a.

The rolling base is prepopulated with  the HUD approved frozen rolling base.

Your PHA should consult your local HUD Field  Office, the latest OpFund Processing Notice,  
[323]
and the instructions for the  Form 52722 for further guidance.

All PHA updates and requests for  modifications are subject to HUD review.

When completing the specific utility  information for a Frozen EPC utility,  
[336]
be sure to supply the latest approval letter for  that utility in your supporting documentation.

Enter your data and select  the Apply Changes button.

Once you select the Apply Changes  button, the % Change column will

calculate the percentage change of the data  that you’ve entered from the Pre-Pop data.

Enter the line 01 Actual consumption and line 16  Actual utility costs for the reporting period.

Please note that your PHA cannot modify  the rolling base consumption level for  
[366]
Frozen Other Utilities. Refer to the incentive  
[368]
program guidance for instructions  on how to modify the rolling base.

Enter your data and select  the Apply Changes button.

Once you select the Apply Changes  button, the % Change column will

calculate the percentage change of the data  that you’ve entered from the Pre-Pop data.

For Flat Rate Utilities, the only field to edit  is line 16 Actual utility costs (12-month period).

Enter your data and select  the Apply Changes button.

Once you select the Apply Changes  button, the % Change column will

calculate the percentage change of the data  that you’ve entered from the Pre-Pop data.
