now reports are saying that the first

round of that aid is actually being set

to go out in these coming weeks that's

right guys

the 1.9 trillion dollar american rescue

plan included 350 billion dollars in
[120]
direct aid
[121]
to states municipalities cities tribes
[124]
and territories to help repair their
[126]
coronavirus damage budgets
[128]
and economies and as we all know a lot
[130]
of states and localities across the
[131]
country
[132]
have dealt with major revenue shortfalls
[134]
especially in the early days of the
[136]
pandemic
[136]
so now as stated in the law signed by
[138]
president biden last march
[140]
the u.s department of treasury needs to
[142]
dispute the first
[143]
tranche of stimulus checks for states by
[146]
may 10.
[146]
that's only a couple days from now but
[148]
even as we're approaching that date
[149]
there's still no guidance on exactly how
[152]
and where
[153]
to spend the forthcoming stimulus money
[154]
that has come out as of yet
[156]
and now this is causing local leaders to
[158]
become increasingly and quite
[159]
understandably frustrated something
[161]
that's particularly true for those
[162]
governments who are receiving direct
[164]
federal aid
[165]
for the first time since the pandemic
[167]
began emily brock
[168]
government liaison director for the
[170]
government finance officers association
[172]
even noted that right now there's just
[174]
not much faith in the upcoming stimulus
[177]
fund
[177]
and she further stated that and i quote
[179]
on monday i had a call with more than
[181]
300 of our members
[183]
mostly smaller recipients one of them
[185]
flat out said that they just didn't
[186]
believe
[187]
they were going to get their money by
[188]
the 10th so you see even the arrival of
[191]
aid is causing concern among local
[193]
government leaders and personally i
[194]
don't think that they're upset over
[196]
nothing here
[196]
right now we only have a vague
[198]
understanding of how the 350 billion
[200]
dollars in aid
[202]
to states and localities are actually
[204]
going to work and on top of that
[205]
even the exact amount that each local
[207]
government can actually receive
[209]
also remains unclear at this time so
[211]
where do they go from here
[212]
all we know is that the current stimulus
[214]
law called for aid to be distributed by
[216]
a formula
[217]
that included economic demographics and
[220]
population now that might work but the
[222]
key factor is still missing here how
[223]
about those cities that operate entirely
[225]
independently from the surrounding
[227]
cities right now reports are actually
[228]
saying that this is
[229]
actually creating confusion among local
[232]
governments especially in virginia
[234]
which has 38 independent cities that are
[237]
considered
[237]
county equivalents for census purposes
[240]
in fact
[240]
forbes says 11 of those cities have a
[243]
population large enough to garner direct
[245]
federal aid
[246]
so clearly some sort of guidance would
[248]
truly be helpful in this case
[249]
anyway as we wait for the treasury to
[251]
release the spending rules or maybe at
[253]
least some
[254]
guidance on how to handle the
[255]
forthcoming stimulus fund
[257]
a recent u.s news article explored the
[259]
enormous benefit
[261]
this stimulus provision could bring to
[262]
the american people the article said
[264]
after the last round of stimulus
[266]
payments there are already states and
[268]
cities with huge sums of money
[270]
ready to be turned into valuable
[272]
benefits for their constituents
[273]
it would also help plug severe budgetary
[276]
gaps at the state and local level
[278]
gaps that led to cuts in public services
[281]
when people needed them the most
[283]
so basically this upcoming aid from the
[285]
current stimulus package
[286]
really is essential and would be helpful
[288]
in strengthening the shape of our local
[290]
economies but just to echo what i said

earlier i really believe that the
[293]
guidance from the treasury would be very
[295]
useful at this time

especially during all this uncertainty

moving on we already know that wednesday
[300]
means payday for people eligible for a
[302]
third stimulus check last wednesday the
[304]
irs announced that they're once again
[306]
disbursing more 1400 stimulus payments
[308]
along with plus
[310]
up payments in the eighth batch of eips
[312]
in fact
[313]
over 1.1 million economic stimulus
[315]
checks worth more than two billion
[317]
dollars have already been sent out
[319]
some of you guys have probably already
[320]
received your eips especially if yours
[323]
was sent via direct deposit
[324]
mail checks on the other hand are likely
[326]
to be on the way and you just need to
[327]
wait a little bit longer for those
[328]
there's a good chance that it's already
[330]
being processed and there's nothing to
[331]
worry about because
[332]
delayed payments are actually more
[334]
common than you think in fact the
[336]
arrival of this third round of stimulus
[338]
checks has been delayed more than a
[340]
couple times now
[341]
so if you were supposed to receive your
[342]
third stimulus check from the previous
[344]
waves
[345]
of stimulus payments the odds are it's
[347]
on the way and if you're feeling a
[348]
little bit more concerned about it
[350]
especially
[350]
if you already received a letter from
[352]
the government confirming that your
[353]
payment's already been sent to you you
[355]
can always request a payment trace
[357]
however things are not the same for the
[359]
first 1200
[360]
and the second 600 economic impact
[363]
payments
[363]
that were approved by congress last year
[365]
and there is actually a certain group of
[367]
people that by now
[368]
should have received their eips from
[370]
those rounds we're talking about the
[372]
social security or
[373]
supplemental security income
[375]
beneficiaries the social security
[376]
administration aka the ssa
[379]
they confirmed that and i quote most
[381]
social security beneficiaries
[383]
and supplemental security income or ssi
[385]
recipients
[386]
should have received their economic
[388]
payments by this time and if you still
[390]
haven't gotten yours here's what you can
[391]
do
[392]
you need to file a 2020 tax return with
[394]
the irs in order to get it now according
[396]
to the ssa
[397]
once a return is processed that will
[399]
prompt the irs to immediately send out
[401]
those payments and aside from this
[402]
reports are saying that filing a tax
[404]
return can also help the irs
[406]
process the third 1400 checks the
[409]
government is still sending out so
[410]
regardless if you're waiting for
[412]
you know whichever round of stimulus
[413]
checks filing a tax return could
[415]
ultimately benefit you one way or the
[416]
other
[417]
anyway if you already filed a 2020 tax
[419]
return the agency said that you don't
[421]
need to take any further action about it
[423]
now beyond that according to the ssa the
[425]
refund will include any missing payment
[427]
or missing money from the first or the
[429]
second stimulus checks so you can expect
[431]
to get that money too
[432]
however as for the third stimulus check
[434]
it will be sent out separately
[436]
so that's what we know and what you

should be doing if you're still waiting

of it the american jobs plan would most

likely live up to how it was initially

proposed a package focused more on

physical infrastructure

rather than stimulus so if we're indeed

about to see the fourth stimulus or the

fourth round of

stimulus payments later this year it

would more than likely come from the
[505]
second part
[506]
which is the american family's plan now
[507]
the american families plan this one is
[509]
more aligned with social infrastructure
[511]
initiatives
[512]
as well as stimulus measures so if

anything is likely going to be this part
[516]
of the plan that would include
[517]
additional or even recurring stimulus
[519]
payments to the american people however
[521]
up to date there's still no official
[522]
confirmation regarding that but this is
[524]
exactly where we stand

some are saying that the statement from

gensake earlier this week

about another round of stimulus payments

being expensive and i can't blame you if

you also thought that when you first

heard about the news either but right

now reports are saying that there are

several reasons why the white house

won't rule out another round of stimulus

payments just yet the first is because

of the popularity among americans and as

a matter of fact google trends

shows that searches for a fourth
[549]
stimulus check have literally trended
[551]
steadily upward ever since march
[553]
and it has experienced even more of an
[555]
enormous surge back in april
[556]
nationwide west virginia actually takes
[559]
the lead with the most searches even
[561]
reaching the baseline search interest of
[563]
a hundred
[564]
like the scale maxes out at 100 it just
[566]
stays pegged at 100. that's followed by
[568]
mississippi with 81
[569]
arkansas with 74 and kentucky and
[571]
oklahoma with numbers in the mid 60s now
[574]
these data points they only show that
[575]
people are still
[576]
interested to know about a possible
[578]
fourth stimulus check and what's even
[580]
more interesting about this is that
[581]
all these states lean heavily red so
[583]
it's like these primarily republican
[585]
states are the ones that are
[587]
really looking for that fourth stimulus
[588]
check which is really odd because it's
[590]
the republicans that
[591]
tend to not want to provide the stimulus
[594]
money to the american people
[596]
and generally speaking at least
[597]
according to what we've seen we've got
[599]
over 150 democrats that are actually
[601]
pushing for a fourth stimulus check
[603]
so there's a little bit of a
[604]
misalignment you know it's like the red
[605]
states you know the the red states the
[607]
people actually want a fourth stimulus
[609]
check
[610]
but the republicans that are actually in
[612]
office are not exactly
[613]
in sync with the people so to speak
[615]

as far as the red states are concerned

we know for a fact that republicans who

represent them in congress

have generally been less willing to

provide their constituents

really has an impact on you know why the

idea of additional stimulus payments

hasn't been scratched off yet so this is

very good news

now the other reason would be because

dozens of democratic members of congress

are still urging president biden to
[645]
deliver more relief to the american
[647]
people i mean

we've got senator elizabeth warren and

bernie sanders joining the cause in the
[652]
upper chamber

while as for the house a group of 21
[655]
democrats has been vocal about their
[657]
push for more stimulus money so now for
[659]
both of these reasons a fourth stimulus
[661]
check still remains very well within
[663]
reach
[664]
but again we still have no official
[665]
confirmation about that i just don't
[667]
want to get your hopes up i do want you
[668]
guys to fully understand what is going

on and

be made i'm just stating what reports

are saying right now
