B2G e-Invoicing in the European Union

2018 is a key year for public administrations across Europe

as it marks the start of the application of Directive 2014/55/EU

whereby all public administrations must, irrespective of the Member State they belong to,

be in a position to accept electronic invoices from their suppliers.

The main purpose of this directive is to allow suppliers to standardize

and work with a single format and to foster cross-border interoperability between countries.

The system aims to create common interoperability in Member States

so that suppliers can implement e-invoicing, including in the private sphere.

The process delivers traceability and control

of overall document flows at the government level.

It particularly makes it easier for companies

with a global reach that need to invoice different Member States.

A French supplier will be able to submit an e-invoice to the German public administration.

A German supplier do the same with the French public administration.

We’ve been carrying out e-invoicing for public procurement in Spain for years

and what we have to do now is adapt the technical system

to be able to receive invoices in the formats regulated by the EU.

In the case of France, e-invoicing was implemented via a system called Chorus Pro.

It began in 2017 and it has been mandatory for large

French companies to use it since 1 January 2017.

Its reach was expanded to include

medium-sized companies on 1 January 2018.

It’s important to know that in France, EDICOM can work for both sides of the process:

and we also provide our services to public administrations.

Within the public administration digitalization process, the Italian public administration

introduced a pilot project in 2017 to allocate more content to the Sistema de Interscambio.

Until then, this system had only processed invoices received from the suppliers,

and now it will also process the orders from the public administration to the suppliers.

The UK case is an example of the implementation of the electronic invoicing in the public sector.

The National Healthcare System is hugely working on such standards and with a clear roadmap

for make this growing in the upcoming years.

Also, in Germany, the adoption of electronic invoicing following the European Directive was an opportunity

to create a kind of a national standard that will be implemented by all the public administration in the upcoming years.
