Flood victims hope to get money back from home elevation company - YouTube
Channel: unknown
[0]
now to the story of a company approved
[1]
by the city of Houston to help elevate
[3]
dozens of homes that were flooded in
[5]
recent storms but channel 2 investigates
[7]
was first to report earlier this month
[9]
that tighten foundations and Elevation
[12]
closed its doors suddenly without
[13]
warning
[14]
leaving homeowners out thousands of
[16]
dollars they paid up front to get the
[18]
work going tonight we're digging deeper
[20]
into this troubled company and its
[22]
partners our Brandon Walker has been
[24]
working on this for quite a while he
[26]
follows the trail to another company
[27]
tied to tighten and he's revealing the
[30]
hurdles that flood victims are going to
[31]
face trying to get their money back we
[35]
thought by now we'd actually be moving
[36]
to Mexico in the house right about now
[38]
instead Aaron rouse is left to give a
[39]
grand tour of what will be his home in
[42]
southwest Houston flooded three times
[44]
Memorial Day tax day the worst Harvey
[47]
about five and a half feet it would have
[49]
been up develop my nose now something
[50]
else has risen
[51]
leaving rouse up to his eyeballs not in
[54]
water rather frustration hopefully like
[60]
to get the money back but that appears
[62]
to be easier said than done
[63]
channel 2 investigates report at the
[66]
problem last month when it became
[68]
apparent the company hired to elevate
[70]
rouses home tighten foundations and
[72]
elevation shuttered without notice the
[75]
titan is in a trove of trouble leaving
[77]
roughly 20 homeowners high and dry
[80]
this was worse than the actual
[82]
what it is so dr. Robert Raphael and
[84]
wife Zhao deal in higher titan-2 like
[86]
rouse they did so after receiving a
[88]
federal grant administered by the city
[90]
of Houston in fact six grant recipients
[93]
hired tighten according to the city
[95]
tighten was one of a few companies
[96]
approved for the work the house was
[99]
gonna be livable and August route signed
[101]
a contract last December as did Raphael
[104]
the agreement included required
[106]
out-of-pocket extras the Brandt did not
[108]
cover browse paid forty five thousand
[111]
dollars to begin the ten foot lift
[113]
Rafael nearly 40 thousand and they're
[116]
not alone the only service that we know
[119]
for sure happened after investigating
[122]
herself now is a survey did occur james
[125]
long and his wife julia hired titan to
[127]
elevate their meyer land home in May the
[129]
Long's weren't part of the grant and
[131]
paid Titan forty thousand dollars but
[134]
after nothing happened and rumors began
[136]
to swirl the company's owner Bobby
[138]
Fisher the long stay made a pact he kept
[141]
telling me that he was working on trying
[144]
to make everybody whole make everything
[147]
good
[149]
to worry that was late July then by then
[152]
Titans money woes had worsened Titan
[156]
skipped out on its office lease and
[158]
subcontractors to whom Titan owed money
[160]
levied liens against property owners
[162]
then last Monday Bobby Fisher died of an
[166]
apparent heart attack at his home in
[167]
Missouri Fisher's death came during a
[170]
30-day notice period issued by the city
[172]
for Titan to complete homes or give up
[175]
the contract here is that letter it
[177]
names a second company absolute concrete
[179]
bid proposals obtained by channel 2
[182]
investigates include absolute as a
[183]
business partner of Titan listing a John
[186]
he nor as co-owner we contacted here by
[189]
phone he told us he's merely Fisher's
[191]
partner caught up in the same mess as
[193]
homeowners not true though say those who
[196]
met with Hina how did he present himself
[198]
to you John presented himself as an
[200]
owner and he wanted to close that day
[202]
keener told us he didn't handle money
[204]
matters and he's only responsible for to
[206]
grant homes this is spilled milk I think
[209]
that is a very painful experience for
[211]
homeowners attorney Donna Kearney
[213]
specializes in consumer rights Kearney
[215]
does not represent any of the home
[217]
owners with claims but says the death of
[219]
Bobby Fischer sure makes an already
[221]
complicated matter worse
[223]
in my experience the easiest route may
[226]
be for these consumers to complain to
[228]
one of the authorities I might suggest
[230]
the Texas Attorney General's Office the
[233]
wait continues which for homeowners like
[235]
Aaron rouse means helping the city
[237]
approves a new contractor to finish the
[239]
job the 30-day notice steps in September
[242]
second we want to get our money back and
[244]
get listed
[246]
and we'll see if that actually happens
[249]
both the Houston Police Department and
[251]
the Harris County District Attorney's
[253]
Office are investigating allegations in
[255]
to tighten the DA's office won't comment
[257]
on its investigation but we do know they
[259]
continue to look into tighten even after
[261]
Bobby Fischer's death on our website
[263]
click2houston.com we've included more
[265]
information on the paper trail tighten
[267]
left behind information authorities are
[269]
using to figure out what happens next
[271]
stay tuned I'm Brandon Walker KPRC
