governors have deemed to liquor stores

and abortion clinics is essential but

have left our churches and other houses

of worship it's now right so I'm

correcting this injustice and calling
[24]
houses of worship essential

I call upon governors to allow our
[30]
churches and places of worship to open
[33]
right now the president adding that if
[37]
governors of those states won't let
[39]
churches open he will override them so
[42]
it's still not clear if he has the
[43]
authority to do so joining us now Health

for being here and happy Memorial Day to

you same to you Sandra and great to be

with you and your viewers thanks

absolutely it is Sunday morning Memorial
[57]
Day weekend and millions of Americans
[59]
across the country are waking up
[61]
wondering if it is safe to return to
[63]
their to their church or their place of
[66]
worship this morning you tell them what
[68]
well we believe it is as long as your
[71]
church is taking appropriate precautions
[73]
and we put out guidance to the to that
[75]
effect you know my my church back in
[77]
Indianapolis what are they doing there
[79]
there they've got appointments you sign
[81]
up so that they don't get overcrowded
[82]
you get screened for temperature as well
[86]
as symptoms as you come in you socially
[88]
distance among family units in the
[90]
church the church has been sanitized by
[92]
the cleaning workers there so we can get
[95]
back to work back to school and back to
[97]
worship and safe ways because of
[99]
president Trump's historic response here
[102]
secretary is our it has been fascinating
[105]
to see some of the accommodations that
[106]
church is made even during the shutdown
[108]
holding online services drive up
[111]
services etc the CDC guidelines have
[114]
been released we have some of them for
[116]
you up on the screen while they are
[117]
lengthy we we chose some of the most
[119]
important ones of course that is making
[121]
sanitizers and soaps handy for all the
[123]
parishioners that enter the building
[125]
wearing cloth masks keeping a high level
[127]
of cleanliness social distancing of
[130]
course and what struck me also was
[131]
limiting
[132]
the sharing of books and hymnals in pews
[136]
and chairs that are made available you
[138]
see the same thing with restaurants and
[140]
in menus they're going to have one time
[142]
menu so that you know people aren't
[145]
using the same things in front of them
[147]
the Washington Post this week was
[149]
reporting that the reason for the delay
[152]
in this guidance from the CDC on faith
[155]
based operations was because there was
[157]
disagreement between the CDC and the
[160]
White House are both in agreement on
[163]
those guidelines mr. secretary
[165]
yes yes they are you know there's an
[167]
iterative process that we engage in with
[169]
CDC the White House and other parts of
[172]
the interagency so just make sure
[173]
whatever we put out is as good as
[175]
possible you know it doesn't help a
[178]
priest a pastor and a mom a rabbi much
[181]
to get a 60 page single-spaced Public
[184]
Health document that that goes through
[186]
everything is if you have a master's in
[187]
epidemiology so we we put information
[190]
like that out also but we want to make
[192]
sure we put actionable understandable
[195]
information out to the leaders of faith
[197]
communities but also our summer camp
[199]
directors our school leaders and those
[201]
who run small businesses so so it's just
[203]
a process to make sure we're fitting our
[205]
information to our audience I want to
[208]
get to summer school and school in
[210]
general in just a moment as well as
[212]
those summer camps but first I want to
[214]
take this big picture because the FDA
[215]
Commissioner dr. Han this morning he put
[218]
out a statement and he essentially said
[220]
this virus is not contained yet and so
[223]
while we understand that millions of
[225]
Americans will be heading out to enjoy
[226]
Memorial Day services and celebrations
[230]
it is up to the individual to you as an
[233]
American to protect yourself and limit
[236]
the spread of this virus what is your
[237]
message this morning mr. secretary well
[240]
certainly I would endorse what dr. Han
[241]
had to say there but I would also add
[244]
that thanks to president Trump's and the
[246]
our governor's historic response to this
[248]
we have to and we can get back to work
[250]
to school to community to engagement
[252]
because it's not an issue of health
[256]
versus our economy it's actually an
[258]
issue of health versus health by being
[260]
locked up in our homes there's very real
[263]
health
[264]
secuence is the social and economic
[266]
dislocation leads to suicide and mental
[269]
illness we have hundreds of thousands of
[271]
fewer cancer screenings and treatments
[273]
going on we have less preventive
[275]
services millions of kids aren't getting
[277]
their pediatric vaccinations those are
[279]
real discernible immediate health
[282]
consequences that have to be considered
[284]
just as much as the spread of this
[286]
disease has to be considered we have
[289]
heard that warning from you secretary
[291]
azar but now dr. Fauci who once said at
[294]
a Capitol Hill hearing that he is only
[296]
looking at the science and the medical
[298]
side of things he is now putting out a
[300]
new warning in a new interview sounding
[303]
the alarm on shutting down and staying
[305]
shut down for too long
[307]
I'll throw his words up on the screen he
[308]
said this we can't stay lockdown for
[310]
such a considerable period of time that
[313]
you might do irreparable damage and have
[316]
unintended consequences included
[319]
consequences for health perhaps is this
[322]
a sign that dr. Falchi and others inside
[325]
the administration that task force team
[327]
itself might be seeing that some states
[330]
are taking their lock down and shut down
[332]
orders too far secretaries are well III
[335]
think doctor foul cheese a perspective

right there is very wise which is it
[339]
requires balance you know we took the
[341]
measures of shut down at the time
[343]
because the president out of the
[345]
circumstances those were the right
[346]
measures to recommend but now now that
[349]
we have the one of the world's best
[351]
testing systems more testing going on
[353]
than anywhere else in the world now that
[354]
we have our state's really in the
[356]
driver's seat with contact tracing
[358]
testing and isolation of cases and and
[361]
and seeking out and and containing
[363]
various outbreaks we have the tools to
[366]
get back up and running again in a safe
[369]
smart way and we just can't stay
[372]
lockdown forever as dr. Falchi said we
[375]
hear you and I know there's many
[377]
Americans who feel the same way about
[378]
that while wanting to still be safe and
[381]
stop the spread of this virus
[382]
that being said we've heard a lot of
[384]
that from President Trump and in a new
[386]
interview speaking to Maria Bartiromo
[388]
this week he not only sounds the alarm
[391]
about staying closed too long but he
[393]
also starts to point fingers and says
[396]
that there's politics at play here
[397]
here's the president your critics want
[400]
you to keep it closed going into the
[402]
election yeah I do I do I think it's a
[404]
it's a political thing in addition I
[407]
think you're putting money business
[411]
ahead of lives no no I think the people
[416]
that want to see the right thing
[417]
happened they agree with me we have to
[420]
get our country open secretary Hayes our
[423]
our politics at play and if politics
[426]
played any part in impeding your ability
[428]
to keep the country safe well I don't
[431]
want to get into any type of politics
[432]
discussion but I'll tell you this Sandra

I just had the pleasure of traveling on

commercial airlines down to North
[437]
Carolina and Florida this week North
[439]
Carolina led by Democratic governor
[441]
Cooper and Florida led by Republican
[444]
Governor to Santos and in both states
[445]
we're seeing reopening we're seeing
[447]
reopening in safe ways the coca-cola 600
[449]
is gonna run today NASCAR I got to see
[452]
the precautions that they're taking at
[453]
the Charlotte Speedway to make that
[455]
happen I got to be in Florida at the
[457]
Mayo Clinic to see how they're reopening
[459]
to get elective procedures back up and
[461]
running to do preventive care and make
[463]
sure people are getting the health care
[464]
they need and I just I think it's great
[466]
to see how we're working closely with
[468]
our governor's and and just helping to
[470]
bring this country back again all right
[472]
final thoughts because I just told our
[474]
viewers had asked you about it and you
[475]
asked parents anywhere in this country
[477]
right now they're wondering about summer
[479]
camps they're wondering about summer
[481]
school and most importantly they're
[483]
wondering about their kids returning to
[485]
school in the fall what can you tell us
[488]
about where you stand on whether or not
[490]
that's gonna happen well first and
[492]
foremost I would say to any parent judge
[495]
your individual circumstances first are
[498]
you your child or other household
[500]
members particularly vulnerable or at
[502]
risk because you've always got to be
[504]
looking out to protect your household
[505]
unit first in making these decisions
[507]
then I'd say follow the guidance of your
[509]
local leaders this is a locally lead
[512]
state supervised federally supported
[514]
we've put out guidance about schools and
[516]
summer camps getting reopen and safe
[518]
procedures to do so but as always your
[520]
local and state leaders know the
[522]
circumstances on the ground best follow
[524]
their guidance but I hope that we'll be
[526]
back at summer camp I hope we'll be back
[528]
at school again there are ways to do it
[530]
safely
[531]
we don't have to be in our houses to be
[533]
safe we can do this safely with the few
[536]
seconds I have left as far as a vaccine
[538]
you and I spoke earlier this week about
[540]
that are you optimistic as the White
[542]
House is that we could see one by end of
[544]
year this is a very credible objective
[547]
you know we just signed a deal with
[548]
Astra Zeneca for the Oxford vaccine
[551]
whereby October we could have a hundred
[553]
million doses of vaccine and 300 million
[555]
doses by early next year and we're gonna
[557]
place multiple bets like this and and
[559]
drive operation warp speed because the
[561]
president Trump has said he demands that
[563]
we reduce an efficiency in that system
[565]
when we get these kind of results if at
[567]
all possible
[568]
