well as America approaches its annual

day of celebrating our independence it

is worth emphasizing that this is not

Donald Trump's America the president
[7]
does sometimes try to behave like a king
[11]
he tries to behave like he owns the
[12]
place but what we are celebrating
[15]
tomorrow is independence from a king and
[17]
there is no figurative or poetic sense
[21]
in which this is Donald Trump's America
[23]
the picture that new polling presents is
[27]
largely a country that opposes president
[31]
Trump a new Quinnipiac poll tonight
[32]
shows that 55% of Americans disapprove
[35]
of the job Donald Trump is doing as
[38]
president and some of that disapproval
[41]
is now coming from Republican senators
[44]
finally which we will get to in a moment
[47]
but there's another unique entry in this
[51]
new Trump poll it is an achievement that
[54]
belongs to Donald Trump and Donald Trump
[57]
alone in the history of Quinnipiac polls
[61]
in the history of all presidential polls
[63]
Donald Trump has won the highest number
[67]
of people in the history of presidential
[70]
polling who say the President of the
[74]
United States is a racist in the new
[77]
Quinnipiac poll 49% of voters say the
[81]
president is a racist 47% say they don't
[84]
think he is in the history of
[87]
presidential polling no one is a close
[89]
second to Donald Trump on the racist
[91]
question in fact as far as we've been
[94]
able to find in our research about
[96]
polling today there's no one in second
[99]
place because the question has never
[102]
been asked in polling about any other
[106]
president the racism of Donald Trump as
[110]
perceived by half of the country is not
[114]
what is bothering Republican senators
[116]
about Donald Trump some of them are
[117]
making comments about the president
[119]
unlike anything they have ever said
[122]
consider the chairman of the Senate
[124]
Finance Committee Orrin Hatch and
[126]
remember that orrin hatch is the senator
[129]
who said this about Donald Trump
[132]
we're gonna keep fighting and we're
[135]
gonna make this the greatest presidency
[137]
that we've seen not only in generations
[139]
it may be ever so the only member of
[145]
Congress and possibly the only American
[147]
not named Trump who has said that Donald
[149]
Trump could be the best president ever
[152]
is now saying something that doesn't
[156]
sound like orrin hatch at all
[158]
I actually don't recognize the current
[160]
Trump supporting version of orrin hatch
[163]
the orrin hatch who I knew and saw
[165]
virtually every day when I was working
[167]
on the Senate Finance Committee in the
[168]
1990s was one of the reasonable and
[170]
sometimes cooperative and compromising
[173]
Republicans on the committee who helped
[176]
get the committee's work done especially
[178]
on matters of international trade and
[180]
orrin hatch has always been the
[183]
quintessential representative of
[185]
mild-mannered Utah politeness in the
[189]
United States Senate so imagine my shock
[191]
when I read Orrin Hatch saying I'd like
[195]
to kill him in Politico Orrin Hatch
[199]
would like to kill the Trump tariffs
[202]
according to Politico Republican
[204]
senators say they can't get the
[206]
president to comprehend that his tariffs
[209]
his tariffs offensive could damage the
[213]
American economy and so there is a
[214]
rebellion brewing among Republican
[216]
senators on the Trump tariffs and this
[219]
could be the thing that pushes Donald
[221]
Trump's disapproval rating even higher
[223]
according to the Des Moines Register
[225]
Iowa's soybean farmers could lose up to
[228]
six hundred and twenty four million
[230]
dollars in export revenue because of
[234]
retaliatory tariffs on soybeans Iowa's
[238]
junior senator Republican Joni Ernst
[240]
told POLITICO we want to support the
[242]
president my constituents want to
[244]
support the president as well but they
[246]
can only keep that stiff upper lip
[249]
before things collapse we're not quite
[253]
at that point but it's rapidly approach
[255]
approaching so the new definition of
[258]
representing your state as a Republican
[260]
in the United States Senate seems to be
[262]
stick with Donald Trump until your state
[264]
collapses
[266]
Joni Ernst apparently has no intention
[269]
of abandoning the president before the
[270]
collapse of Iowa she seems to be saying
[274]
she will have to see the complete
[276]
collapse of the farm economy in Iowa for
[280]
her to abandon the president Donald
[283]
Trump came in second in the Iowa
[285]
caucuses at the beginning of the
[287]
presidential campaign if he keeps up his
[289]
trade war with the world Donald Trump
[293]
just might find a way to come in second
[297]
in the Iowa caucuses again in 2020

leading off our discussion now Jared

Bernstein senior fellow at the Center

for Budget and Policy Priorities he was

a chief economist and economic policy
[308]
adviser to Vice President Biden also us
[311]
near attend and president of the Center
[312]
for American Progress she was Hillary
[314]
Clinton's policy director during the
[315]
2008 presidential campaign and John
[318]
Harwood as well if he's the
[319]
editor-at-large for CNBC and John
[322]
Harwood I wanted to start with you
[324]
because the Commerce Secretary said on
[327]
CNBC that there is no drop in the stock
[332]
market dramatic enough there's no way
[336]
any of the changes in the stock market
[337]
that we're seeing could possibly affect
[339]
the president's commitment to his
[341]
tariffs but we must stipulate that he is
[344]
only the Secretary of Commerce which
[346]
means he like the rest of us has no idea
[349]
what Donald Trump's going to do tomorrow
[351]
on tariffs well Donald Trump may have no
[354]
idea what Donald Trump's gonna be wrong
[355]
on tariffs this is somebody who does not
[358]
have a firm grasp of policy issues of
[362]
the implications of his policies he acts
[365]
on gut instinct and impulse and he has
[369]
had anti-free trade impulses for quite a
[372]
long time but this is deeply irrational
[376]
from the standpoint of somebody who's
[377]
leading a country who wants to have a
[379]
strong economy who wants to protect his
[382]
constituents who wants to get reelected
[384]
because of the damage in the Midwest if
[388]
he goes ahead with the national security
[391]
linked Auto tariffs he's talking about
[393]
the agricultural Midwest
[397]
Iowa and other places if he sticks with
[400]
this tariff war it makes no sense
[403]
economically and and it's also
[406]
counterproductive politically
[408]
nevertheless the president's doing it
[410]
and it makes you wonder is he actually
[413]
acting rationally while doing this we
[416]
don't know Munir attended the the
[419]
president's statements on trade were not
[424]
very specific during the campaign it was
[426]
all about just ripping up NAFTA and
[429]
getting rid of the trans-pacific
[431]
partnership just getting rid of these
[434]
agreements that are kind of large and
[437]
complex agreements but he never really
[439]
said what he would do what is place he
[442]
never went around the country
[444]
campaigning saying I am going to impose
[447]
through tariffs what are in effect
[450]
massive sales taxes on American
[454]
consumers who buy anything made outside
[456]
of the United States and he also didn't
[460]
say I am going to threaten the jobs have
[463]
lots of farmers and lots of people
[467]
manufacturers and the reality of what
[469]
we're dealing with dealt with Donald
[471]
Trump is for some reason that's really
[474]
hard to fathom he's decided to go to
[477]
have a trade war with our closest allies
[480]
Canada Europe he's essentially and at
[484]
the same time hurting Americans and I
[488]
have to just state this his health care
[490]
bill went after rural white voters in
[494]
places like Iowa and the Midwest
[496]
throughout the south now his trade
[499]
policies are targeting farmers lots of
[502]
manufacturers throughout the country
[504]
nail'd producers are going out of
[506]
business it's as if he's taking a
[509]
wrecking ball to the lives and fortunes
[512]
of the people who actually just voted
[514]
for him and really testing essentially
[517]
how much of a lemming they're gonna be
[519]
in support of him as much as he hurts
[522]
them Jared Bernstein it seems the
[526]
president has discovered that he has a
[529]
power that he can you
[531]
without consulting anyone he discovered
[533]
that in the pardon power to his delight
[534]
which seems to be what he likes most
[537]
about pardons as well as possibly
[539]
signalling future criminal defendants
[542]
who are friends of his that they might
[543]
be getting pardons but he found the
[545]
loophole his staff found the loophole in
[547]
American trade law in section 232 that
[550]
allows the President to impose tariffs
[552]
only only as a matter of national
[555]
security and none of the tariffs that
[559]
the president has imposed are announced
[561]
his intention to impose actually involve
[564]
national security and so at a certain
[568]
point the Republicans in the Senate who
[572]
have always objected to this kind of
[574]
thing are finally beginning to find
[576]
their voices but their voices at this
[578]
point seem to be whispering yeah I agree
[580]
with you Canada is not a security threat
[583]
me there's the European Union and in
[586]
fact if anything the president seems to
[588]
embrace leaders who are threats and go
[590]
after ones who aren't look the the
[594]
Senate has long folded conservatives and
[597]
Republicans in the face of Trumpy and
[599]
chaos even when it comes to matters of
[603]
the well-being of their own constituents
[605]
you know we used to say in Washington
[607]
follow the money we'll follow the
[609]
soybeans right now because a lot of
[611]
farmers income is at stake and you know
[613]
Donald Trump said he doesn't like all
[616]
those German cars on the street that's
[618]
what motivated his potential auto
[620]
tariffs well do you know where the
[622]
biggest BMW Factory is in the world it's
[626]
in Spartanburg South Carolina and by the
[629]
way American auto producers Ford
[631]
Chrysler GM uniformly opposed Auto
[634]
tariffs why you think it would help
[636]
their competitiveness because every
[639]
single car on the road now including the
[641]
ones that American producers build has
[644]
lots of foreign imports and if their
[647]
price of every one of them goes up 20%
[649]
that's going to be a cost they're going
[650]
to have to pass on to consumers it's
[653]
chaotic destructive policy that is not
[655]
going to help people who've been hurt by
[657]
trade people who really need help by the
[659]
way it's going to hurt them and Lauren
[661]
and go ahead I was just going to say
[664]
it may be that President Trump in this
[666]
situation cares more about trying to
[669]
exert his personal dominance over
[671]
another leader than he does about the
[674]
fate of his own constituents and their
[676]
economic well-being he he loves to
[679]
engage on a personal basis he he makes
[681]
decisions based on how he feels about
[683]
someone personally and we've seen with
[685]
Justin Trudeau that he has tried to in
[689]
effect say I'm bigger than you
[690]
he done the same thing with Angela
[692]
Merkel Teresa may he may be trying to
[696]
use this power that he possesses
[699]
uniquely with a justification even if
[702]
it's bogus to try to assert that he can
[705]
dominate them go ahead Mir I would just
[710]
quickly add what's crazy about the
[712]
situation is Donald Trump himself is
[715]
basically hurting soybean manufacturers
[718]
soybean farmers manufacturers throughout
[720]
this country lots of people lots of
[723]
Americans who are struggling to get by
[725]
while at the same time basically doing
[728]
ads for China ZTE which it's just you
[733]
know I've never heard or seen anything
[735]
like it where an American president is
[738]
hurting American companies and workers
[741]
and basically helping a Chinese company
[744]
the one thing I would oh sure so the one
[749]
thing I would add is that we actually
[751]
have a pretty good looking macro economy
[754]
right now the unemployment rate is low
[756]
growth rates are pretty stable and the
[759]
best thing I can say about the Trump
[760]
contribution of the economies he hasn't
[762]
screwed it up yet but he seems to be
[764]
trying pretty hard to do so John I was
[768]
going to point out I'm glad Neera
[769]
brought up ZTE because ZTE is the only
[772]
issue that anyone in Washington has
[775]
looked at and said there are some
[777]
national security concerns with that the
[780]
most of China trade involves absolutely
[783]
no security concerns whatsoever and so
[786]
the Trump tariffs are illegal by our own
[790]
definition because they do not meet the
[793]
national security standard they do
[795]
violate the World Trade Organization
[797]
own definitions of you of correct use of
[800]
cherubs but there has been astonishing
[803]
support for this seizure this
[805]
presidential seizure of congressional
[808]
power astonishing support from Democrats
[810]
Chuck Schumer actually said in regards
[813]
the China tariffs President Trump is
[816]
right on target that was chunk Schumer's
[819]
reaction to it and last week when some
[822]
Republicans were trying to get an
[825]
amendment going on the agriculture bill
[827]
to restrict the president's power to
[831]
increase tariffs through through this
[834]
loophole sherrod Brown Democrat stood up
[838]
and opposed and blocked that amendment
[841]
that was an amendment to limit Donald
[844]
Trump's illegal use of presidential
[847]
power and that illegal use of
[848]
presidential power was supported on the
[850]
Senate floor by Democrats well look a
[854]
lot of people want to get tough with
[857]
China and China is the legitimate bad
[860]
actor in international trade that we
[863]
have big grievances that they're theft
[865]
of intellectual property the
[867]
restrictions they place on American
[869]
investment in China and that's what
[872]
makes the ZTE case that you mentioned so
[874]
striking it's a real national security
[876]
case he's gone the other way and because
[879]
of the other extraordinary feature of
[881]
Trump's presidency that is he continues
[883]
to make money as president with his
[886]
businesses although he's not managing
[887]
them overseas and so the Chinese
[891]
government's lending five hundred
[893]
million dollars to a Trump project in
[895]
Indonesia dozens of trademarks have been
[897]
granted to Donald Trump and Ivanka Trump
[900]
business initiatives in China is that
[903]
why he is supporting ZTE it's difficult
[908]
to figure that out and nobody really
[910]
knows the answer but it's certainly
[912]
something that goes diametrically
[914]
against the national security interests
[917]
of the United States when he is
[919]
erroneously citing them in other areas I
[921]
mean you just want to get your political
[926]
reaction to Democrats on the Senate
[928]
floor like sherrod Brown
[929]
also Chuck Schumer supporting the
[932]
president in what is clearly an illegal
[935]
use of the national security loophole in
[938]
trade law and supporting President Trump
[940]
in a seizure of what is supposed to be
[943]
Senate and congressional power I think
[947]
anyone who supports Donald Trump's
[950]
illegal use of the rules the things he's
[954]
doing to basically a firm his agenda at
[957]
the expense of real Nash security
[961]
threats like ZTE itself you know
[963]
Democrats should not do that and I
[965]
appreciate in a lot of parts of the
[967]
country trade is a hard issue and John
[971]
Herbert is absolutely right trade with
[973]
China is a much more legitimate issue
[975]
than a phony trade war with Canada or
[978]
Europe and when the president has a
[981]
phony trade war and has phony Nash
[983]
security reasons for a trade war with
[985]
our closest allies Democrats should have
[988]
stand up to that but I think what's also
[990]
really important is you know we have to
[993]
ensure that we at some point get some
[995]
investigatory power because at this
[997]
point we have a president who has a
[999]
trade policy that hurts Americans and
[1003]
helps his own pocketbook that's that we
[1008]
have at least reasons to ask questions
[1010]
about that and because the Republicans
[1013]
won't do any investigations Americans
[1016]
don't really know at the end of the day
[1018]
whether the ZTE deal or other things
[1021]
Trump is doing is actually helping
[1023]
himself at the expense of voters Jared
[1028]
Bernstein the the American government
[1031]
has done very well in the World Trade
[1033]
Organization when it comes to trade
[1035]
disputes it wins almost all of them and
[1038]
it's always prosecuting these trade
[1040]
disputes against countries that are
[1042]
violating the rules now the United
[1044]
States of America is violating the rules
[1046]
in a grander more open way than we have
[1049]
ever seen any other country do there
[1052]
have been other countries try to violate
[1054]
the rules they try to do it secretly
[1055]
here is the president United States
[1057]
doing it publicly what does that do to a
[1060]
America's position in the World Trade
[1062]
Organization
[1063]
going forward well I think it makes it
[1066]
obviously extremely difficult for us to
[1069]
argue for a rules-based system of
[1072]
international trading and it's that very
[1075]
system that trumps chaos is throwing a
[1078]
wrench into and by the way as I've tried
[1080]
to stress in earlier comments there are
[1082]
definitely Americans who have been hurt
[1084]
by the fact that we've run large trade
[1086]
deficits for many years and Donald Trump
[1088]
connected with those people during the
[1090]
campaign they voted for him now he's
[1093]
hurting them when it comes to the WTO
[1095]
however you know looking tough
[1098]
disobeying dismissing the WTO for Donald
[1102]
Trump is a feature not a bug he views
[1104]
the WTO as a an anarchic or organization
[1109]
that has no more relevance in in his
[1111]
kind of make it up as you go along a
[1114]
trade regime and and so I think what
[1118]
what the problem ends up being at the
[1119]
end of the day is that initially
[1122]
everybody thought he was just blow ba
[1123]
ting I'm talking about our trading
[1125]
partners then they started to talk about
[1127]
retaliation now they're moving into a
[1129]
mode of really fighting back
[1132]
tough and so I think the problem of
[1134]
retaliation to these measures is enough
[1137]
to really shave some significant growth
[1139]
off the US economy if we keep going down
[1142]
the same path we're going on we really
[1144]
haven't seen that yet but if Donald
[1146]
Trump gets his way with a trade war of
[1148]
the magnitude that I fear he's seeking
[1150]
we're all gonna feel it in our
[1152]
pocketbooks that'll have to be the end
[1155]
of the first round Jared Bernstein near
