[0]
very good evening i'm richard louis at
[2]
nbc news headquarters in new york city
[4]
we have some breaking news for you this
[5]
hour 14 minutes after 8
[7]
at the white house in washington d.c
[9]
president trump
[11]
signing congress's stimulus bill
[13]
releasing 900 billion dollars for covert
[15]
relief in averting a monday night
[16]
government shutdown
[18]
the president was at one of his resorts
[21]
golfing today let's go straight to nbc's
[23]
josh
[24]
letterman who was with the president
[26]
this weekend and josh what is the news
[28]
we're getting
[30]
president trump has now signed into law
[33]
the covid relief bill
[34]
as well as the government spending
[36]
measure richard meaning that the
[38]
government
[38]
shutdown that we had been awaiting
[40]
possibly happening
[41]
when we start tuesday has now been
[44]
averted and that covid relief
[46]
some 900 billion dollars of relief
[48]
measures passed
[50]
overwhelmingly by both chambers of
[52]
congress will now be headed to the
[54]
american people
[55]
this came after many days of delays
[58]
after the president suggested
[59]
he was not going to sign it because
[61]
after the deal was done
[63]
and negotiated by his own brokers in
[65]
congress the president decided he
[67]
actually wanted something different
[69]
two thousand dollar payments as opposed
[71]
to 600 payments
[72]
to americans that was included in that
[75]
bill but now tonight
[76]
a spokesman for the president judd dear
[79]
says that he has signed it and is also
[81]
passing along
[82]
a statement from president donald trump
[84]
that reads
[85]
as president i have told congress that i
[87]
want far less wasteful spending
[89]
and more money going to the american
[91]
people in the form of two thousand
[92]
dollar checks per adult
[93]
and six hundred dollars per child the
[95]
president uh going on
[97]
in this message to say he's sending a
[99]
strong message
[100]
that makes clear to congress wasteful
[102]
items need to be removed
[104]
he is sending back to congress a red
[106]
line version
[107]
item by item uh in basically telling
[110]
congress things that he wants
[111]
removed from the bill so we're going to
[114]
have to see how that is
[115]
actually going to work out because once
[118]
this bill is signed into law
[120]
you know it's law and that money is
[121]
going to be going out the door but there
[123]
has been a lot of speculation
[125]
today and over the last few days that
[127]
the president might
[128]
ultimately cave from this threat not to
[131]
move forward with this relief
[132]
in exchange for some promise from
[134]
leaders in congress that they would
[136]
uh take up a measure to add more money
[138]
to these direct payments
[140]
and these other demands that the
[141]
president has uh been
[143]
making over the last few days we'll have
[145]
to see whether the president has
[147]
actually extracted some
[148]
type of commitment from senate majority
[150]
leader mitch mcconnell for example to
[152]
perhaps put on the floor of the senate
[153]
uh the bill that we expect to pass the
[155]
house early this week
[157]
you know authorizing those payments at a
[159]
two thousand dollar level but for now
[160]
the president has signed this measure
[162]
into law that will restore these
[164]
unemployment benefits
[166]
stop that eviction uh the evictions that
[168]
we're going to be facing americans
[170]
starting on january 1st
[171]
but we should say the president's gambit
[174]
over the last several days is not
[175]
without real pain
[176]
for americans across the country richard
[178]
because the fact that the president
[180]
waited until now means
[181]
a full week of those unemployment
[183]
benefits that americans have been
[185]
counting on
[185]
they will no longer have so josh
[188]
uh folks listening are thinking what
[191]
is the red lines right are they big line
[194]
red lines are they small red lines
[196]
any indication in terms of what those
[199]
caveats might be and i know it's way
[201]
very very early way early if you will in
[204]
terms of getting those details
[207]
so it sounds like what the president is
[209]
doing and literally his spokesman is
[211]
tweeting out
[212]
this statement sentence by sentence as
[215]
we are speaking right now but it looks
[217]
like what the president is going to do
[219]
is sign this bill but then send congress
[222]
basically a list of things
[224]
that he wants them to remove and
[226]
congress could try to
[227]
pass another law uh if they chose to do
[230]
so that would
[231]
meet the president's uh demands what
[233]
this appears to be is basically
[235]
a way out for the president who got
[238]
himself into this mess
[239]
apparently not totally understanding the
[241]
full ramifications
[243]
of not signing this measure and is now
[246]
looking for a way to back out of it
[248]
allow that funding to go forward but
[250]
without looking like he lost a fight
[252]
or simply caving and so this is what
[254]
seems to be a kind of
[256]
fig leaf or the president could say uh
[258]
he's still going to be able to work with
[259]
congress to get what he's demanding
[261]
but in the meantime that relief so badly
[264]
needed by
[265]
millions and millions of americans will
[266]
not be held back hey there i'm chris
