Hey guys, it's Ginny Silver with a California Edd unemployment

update for those of you receiving unemployment benefits in
[6]
the state of California, I want to provide you with an update
[9]
on some of the major issues affecting claims this week.

First, the Edd has surpassed and not one but two deadlines.
[16]
First, the California Edd stated that by the end of September
[21]
they would be able to provide in your UI online a link for
[25]
Pua reassessment for those of you that were denied weeks
[29]
of PUA and you were noted as disqualified or not paid, you
[34]
should have had a button added to your UI online account
[37]
for assessing those weeks.
[39]
Once again, the Edd stated in a recent press release that
[43]
by the end of September this Pua reassessment tool would
[46]
be available.
[46]
However, we now are in October, and the Edd has not provided
[51]
an update on this yet most of my subscribers are reporting
[54]
that they have not seen anything like this added to their
[57]
dashboard. So if you have seen this reassessment button,
[60]
please let me know in the comments down below.

Second, the Edd surpassed their deadline for issuing conditional
[67]
payments. The class action settlement agreement with the
[71]
Edd required that the Edd provide conditional payments for
[75]
pending certifications by September 30.
[79]
Unfortunately, the Edd has not met this deadline.
[82]
Those individuals who are stuck in pending for over two weeks
[86]
who have had at least one previous payout on their unemployment
[90]
claim should have received their conditional payments by
[93]
September 30.
[94]
Unfortunately, the Edd has never addressed this deadline.
[97]
The Edd never shared this date publicly.
[100]
It's a date that I extracted from the settlement agreement,
[103]
as well as in my interview with Daniella Urban, the attorney
[107]
responsible for the class action agreement, I asked the Edd
[111]
about this date, and unfortunately, they did not comment.

If you are still pending, please make sure that you reach
[117]
out to your assembly member who in most cases is able to
[120]
help issue you a pending certification payment through use
[124]
of conditional pay by acting as a liaison between you and
[128]
the Edd.

Next, for those of you that are pending on a brand new claim,
[136]
I want to remind you that if you are awarded a brand new
[139]
regular unemployment claim, but there are several reasons
[142]
why you will not be paid for several weeks.
[145]
First, new claims are subject to what's known as a UID review.
[149]
During this point in time, McClaim undergoes additional fraud
[152]
checks. There is no way to rush this process, and unfortunately,
[156]
calling into the Edd or contacting your assembly member will
[159]
not yield a faster payment.
[161]
The Edd sends out your claim to a third party company called
[165]
Thompson Routers, who performs additional Frau checks, and
[168]
you will not be paid until those are complete.
[171]
Additionally, the Edd has reinstated the one week waiting
[174]
period for new claims to be paid next.
[177]
For those of you that have not yet applied for Pua but are
[181]
eligible for those weeks of Pua that occurred before the
[185]
program ended.
[186]
Clean Week ending September 4.
[188]
The EDD's deadline to file a backdated Pua claim is this
[193]
Wednesday on October 6.
[196]
Please make sure that if you have not yet filed a Pua claim
[199]
and you intend to do so with a backdated request that you
[203]
do so before the EDD's deadline to file a new claim, which
[206]
is October 6 next.
[208]
For those of you that reached the end of your benefit year
[211]
previously filed a new claim were awarded a new claim and
[214]
have that new claim deferred you right now should have received
[218]
your deferred new claim applied to UI Online.
[221]
For those of you that had a deferred claim, you should have
[224]
seen the Reopen Claim button appeared on your UI online dashboard.
[228]
If you see that button appear, the Edd has confirmed that
[231]
yes, you are to click it to reactivate that deferred claim
[235]
and it should then give you a date to Certify in the future.
[238]
Unfortunately, many of you are reporting to me that the Reopen
[241]
Clean button, although you clicked it and went through the
[244]
process, is continuing to show up again and again.
[247]
The Reopen Clean button was previously a Glitch, and it seems
[251]
as if the problems with Reopen Clean button are still there.
[254]
So if you are away your DNCP and you're having a problem with
[259]
the Reopen Clean button coming back multiple times after
[262]
you already went through the process, then contact customer
[266]
service. They should be able to fix this for you and allow
[269]
you to certify for those of you who have not yet received
[272]
your deferred new claim, but you did receive the DCP notice.

I want you guys to make sure that you call into customer
[279]
service. If you do qualify to receive your deferred new claim,
[283]
then they will activate it for you in your account over the
[285]
phone. However, many individuals are reporting to me now
[289]
that they were originally awarded a deferred new claim, but
[293]
the Edd is now telling them that they do not qualify and
[296]
that the Edd failed to send out proper notification for those
[300]
of you that are being told this when you call into customer
[303]
service. This is a failure on the Edd part to issue proper
[308]
notification to you that you did not qualify.
[310]
The Edd has failed to share their requirement clearly that
[313]
individuals who wish to establish a subsequent claim must
[317]
have earned $1,100 or more in their highest earning quarter
[322]
since filing their original claim.
[324]
That wage requirement must be in your prior benefit year.
[329]
In order to qualify for a new claim.
[332]
The Edd failed to communicate this requirement clearly and
[335]
also failed to issue determination letters to claimants that
[340]
they told qualified the Edd qualified these claims awarded
[345]
the claims told the claimant that the claim was deferred
[348]
and now are not following up with the claims in any way this
[352]
is a big problem with the Edd.
[354]
I have alerted the media.
[356]
I have alerted the assembly members as well as other sources,
[359]
but unfortunately, if you don't qualify, I do want you guys
[363]
to know, so please call into the Edd if you have not received
[367]
your deferred new claim.
[369]
Lastly, many of you in the comments I know are going to ask
[372]
me if there is going to be an extension to PEUC, PUA, fed ed
[377]
or other pandemic related unemployment benefits.

Unfortunately, no.
[382]
At this point in time, there are no current extensions and
[385]
no proposed extensions that are making movement over in Congress.
[390]
Aoc did previously introduce a bill into Congress, but due
[394]
to lack of support, it has not moved forward.
[397]
Additionally, for those of you that were collecting PEC,
[400]
Pua or Ed Ed and have a remaining balance and are still within
[404]
your benefit year, unfortunately, those programs have expired.
[408]
Puc, Pua, and Feed do not allow you to collect your remaining
[413]
balance after the programs have ended.
[415]
That remaining balance does go back to the federal government,
[418]
and unfortunately, you're not able to collect it as a lump
[421]
sum payout.
[421]
Now, for those of you that are struggling due to lack of
[424]
benefits, I want to make sure that you understand that you
[426]
can apply to the California Housing Is Key website for rental
[431]
Assistance. If you qualify, you may receive up to 100% of
[436]
your back owe or future rent payments covered for a total
[440]
Durate of possibly up to 18 months.
[443]
Additionally, utility Assistance is available for those of
[447]
you that have a mortgage and own your home.
[450]
Mortgage assistance is not yet available.
[453]
The program has been sent over to the treasury for approval
[456]
and based on their current statement on their website, it
[459]
seems that the treasury has approved it and they are simply
[463]
waiting for funding from the treasury.
[465]
