expanding the horizon of what's possible

well that was governor newsome's most

poignant lines of his speech there a

defiant rally cry for california still

in the nation's leader not the follower

so let's bring in this week's panel of

analysts and journalists kc 24 political

start with the state of the state

obviously governor newsom really good
[57]
with words
[58]
did he rally californians in what we're
[60]
seeing at the pump what we're seeing at
[62]
the grocery store and everything we're
[64]
dealing with now because of the conflict
[66]
in ukraine
[67]
so uh from my perspective this was a

this was a state of the state speech
[73]
that was
[74]
overlooked by the public that barely
[76]
raised a ripple i think most people's uh
[79]
focus is on ukraine
[81]
and this gas tax rebate let me have you
[84]
reply to that i think it was interesting
[87]
because he said in his own speech that
[89]
the expectation was low that anybody was
[92]
listening because of the world events so

you're right on he even said nobody's
[96]
going to pay any attention to what i say
[97]
tonight so let's talk about this gas tax
[100]
rebate is this what uh the best way to
[102]
spend that 60 billion dollar surplus
[105]
that they will have actually a 60 i
[108]
think a 60 million dollar surplus i
[109]
should correct myself there is this the
[111]
best way to spend it for californians
[114]
with a gas gas tax rebate but only for
[117]
those who have a car so we're not sure
[119]
how this is working

so i

you've identified the hole in this and
[124]
there has to be a way to get people that
[127]
don't drive cars or
[129]
who are not registered owners they need
[131]
to get some help from
[133]
some relief from inflation as well
[136]
and it's interesting because it is

billions by the way

his

when he told us in january how much
[142]
money was left educators always look for
[144]
that then they get the may revise the
[146]
may revise is going to be 18 billion
[148]
dollars more than what he thought we
[150]
would have in january so we're looking
[152]
at billions of dollars i think he needs
[155]
to do some long-term kinds of things he
[156]
needs to help those folks who are facing
[159]
bread prices going crazy gas prices
[161]
going crazy all of those kinds of things

because there are so many that are
[165]
hurting right now you know i'm just
[167]
wondering there we heard from shannon
[169]
grove and and dr joseph penbera about

maybe they should look into drilling now
[174]
because of the conflict in kern county
[177]
there's new ways of doing it also
[179]
cutting out the gas tax he hasn't done
[181]
that yet is this the obvious thing to do
[184]
cut the gas tax out i think if you look
[187]
at some of the economists
[189]
they say that california pays about a
[191]
dollar 27 a gallon 87 some of them say
[195]
so there's different numbers but if
[196]
you're paying that much in tax on a gas
[200]
at a gallon that's crazy so absolutely
[202]
crazy it's 50 cents for the gas tax
[204]
right then you add the
[207]
gas emissions and regulations
[210]
and you're at about a dollar 27 more a
[212]
gallon and then also in california
[215]
we pay a higher price that no one has
[218]
really been able to account for
[220]
you know and it's called the missing tax
[222]
or whatever and it's the result of the
[225]
fact that
[226]
gas can't be brought into california via
[229]
pipeline we have aging refineries and
[232]
then we also have our own special
[234]
formulation to reduce uh pollution
[237]
no
[238]
no doubt that the oil companies make a
[240]
lot of money
[241]
natural disasters things like that have
[243]
cut the supply as well it's been crazy
[246]
well let me finish with this guys this
[247]
is the fourth state of the state
[249]
it's an election year for governor
[251]
newsom he beats a recall handily is that
[254]
did he just feel like he had to give
[255]
this uh this smooth over speech to
[259]
to try to rally californians because you
[262]
know he feels he's already won at the
[264]
ballot box
[266]
so i saw the speech more as a speech to
[268]
the nation
[270]
and to remind people yeah they tried to
[273]
recall me but i'm still presidential
[275]
material i think that was the political
[278]
purpose of that speech
[280]
in regard to what's going to happen in
[282]
november he's going to wind up with 60
[284]
62 percent of the vote uh he's
[287]
intimidated the republican field yeah i
[289]
think that's probably true except for
[291]
one thing gray davis made a mistake with
[294]
tax
[295]
when he tried to tax cars at a different
[297]
level if you remember that was brought
[299]
back as also an economic tough time and
[302]
he went from a very popular governorship
[305]
doing all kinds of good things for
[307]
educators and things like that to being
[309]
recalled
[310]
you know and so i i would say there's
[312]
always the one issue that might just get
[314]
somebody so i i think he has to be still
[317]
cautious even though we're a blue state
[319]
uh people vote their dollars very very
[323]
often you know yeah you start hurting me
[325]
at the dollar at the market and you know
[327]
at the gas station i may do something
[330]
that's why he's talking about this gas
[331]
tax yeah give it back there you go all
[334]
right guys hang tight we have a lot more
