Hello and welcome. Over the next couple聽 of minutes, I will guide you through聽聽

downloading an RFP or request for proposal聽 document and then uploading your response聽聽

for opportunities specifically聽 funded by CARES Act resources聽聽

to help Long Beach either respond to or address聽 the impact of COVID-19 on its community.

When the city has a need for a product or service,聽聽

we post a request document on Planet Bids, the聽 city's online procurement management system.聽聽

This document is like an advertisement for聽 something the city wants to purchase and provides聽聽

anyone eligible the opportunity聽 to apply by submitting a response.

These documents contain a lot of details which聽 will assist you in creating your proposal.聽聽

There are several simple steps to follow once you聽 have found an opportunity you are interested in.

The first step is to download聽 the solicitation document聽聽

from Planet Bids. You do this by聽 logging into your vendor account.

After logging in, click on the聽 opportunity you are interested in.

Then navigate to the聽 documents and attachments tab.

Click on the name again and聽 hit the download now button.聽聽

You should also download the instructions for聽 entering electronic bits file that appears on聽聽

the list. This contains the steps necessary to聽 submit your proposal. Please note, you must be聽聽

registered on Planet Bids with the city of Long聽 Beach in order to download and submit a proposal.聽聽

Step 2 is ensuring you read the document聽 thoroughly to understand the details of not only聽聽
[136]
what the city wants and what the terms will be聽 but also what you should include in your response.聽聽

RFPs, though similar in format, will vary from聽 opportunity to opportunity. If this is your first聽聽
[150]
time responding to one, the document itself can聽 look a bit complicated. Though it is important聽聽
[157]
to read the whole document in its entirety, there聽 are a few places you will want to look at first聽聽

to ensure it is the right fit for聽 what your organization has to offer聽聽
[168]
and to ensure you are willing and able聽 to abide by the contract terms. Section聽聽

1 provides the overview of the project. This is聽 the general description of what the city wants.聽聽

Section 3 provides the scope of work聽 or tells the story of what we need.聽聽

It expands upon the overview of providing a聽 more detailed description of our expectations.聽聽

It also provides eligibility information.聽 Sometimes there will be very specific details.聽聽

If there are, those will be found in聽 Section 7, the project specifications.聽聽

If you feel like your organization will be聽 a good fit after reading these sections,聽聽
[211]
it will then be important to view the remaining聽 sections of the document which will include聽聽
[216]
very important information such as additional聽 requirements for the funding source Section 12,聽聽
[223]
the terms and conditions Section 13, and聽 contract language Attachment C. These will be聽聽
[229]
legally binding if you are awarded a contract聽 with the city. So you will want to ensure聽聽
[235]
you are not only familiar with them,聽 but willing and able to abide by them.

Once you have a clear understanding of what聽 the city is looking for and you have decided to聽聽
[249]
respond, the next important part is knowing how to聽 respond which brings us to step 3, creating your聽聽
[256]
proposal. Each response is evaluated according聽 to published criteria which is always provided聽聽

in the document Section 4 submittal instructions,聽 Section 5 proposal evaluations, and award process.聽聽

Section 9 company background and references聽 and Section 10 cost will include additional聽聽

information and instructions for your聽 response for CARES Act specific submissions.聽聽

The process has been streamlined and may look a聽 little different than you have seen in the past.聽聽

If you have responded to a CD opportunity before聽聽
[294]
there are two response forms to complete and聽 upload to help each organization quickly apply.

The first is the proposal response form found聽 in attachment A of the document. This form聽聽
[311]
helps you provide the information about your聽 organization the city will use to evaluate it聽聽
[316]
against evaluation criteria in Section 5. You聽 will type or handwrite your responses directly聽聽
[324]
onto the form and upload and plan a bid. I'll聽 explain how to do that in the next section.聽聽

Be sure to limit your response to聽 each question to 500 words or less.

The other is the proposal cost form found聽 in attachment B. When completing this form,聽聽
[346]
reference Section 10 for more聽 information about what to complete here.

There are additional attachments聽 you are required to submit聽聽
[357]
including a W-9 form, California secretary聽 of state registration for your organization,聽聽
[364]
and equal benefits or enhance disclosure and聽 compliance. You may or may not need to include聽聽
[371]
financial stability documentation. The specific聽 request document will indicate what is required.聽聽

Once you have completed all parts and gathered聽 any required supporting documentation,聽聽

you are ready to upload your response to Planet聽 Bids. To do this simply follow the instructions聽聽

for entering electronic proposals that you聽 downloaded from Planet Bids earlier in step one聽聽

in order to ensure successful submission of聽 your proposal. Please be sure to follow these聽聽
[407]
steps. First go to the Planet Bids portal on聽 the vendor portal page. Log into the system聽聽
[416]
with your assigned username and password.聽 Once logged in click on bid opportunities.

Then click on the RFP number or聽 description to which you wish to respond.聽聽

The selected RFP will open to allow access to聽 all tabs documents agenda and other information.

From here click on the addenda and emails tab to聽 ensure you have read and acknowledged all addenda聽聽

that have been issued for this RFP. This includes聽 all of the additional clarifying information聽聽
[457]
the city provided after the original document was聽 posted. Please note that the screen will display聽聽

yes or no next to each addendum to indicate聽 whether you have viewed and acknowledged it.聽聽

If you had not previously acknowledged聽 an addendum, do so now by clicking on the聽聽

addendum to open it and then on the acknowledge聽 button to the lower left corner of the screen.

Navigate to the documents and attachments tab聽 to ensure you have downloaded all necessary聽聽

documents. Another point to note is that if聽 you have not downloaded all related documents,聽聽

you must download them now in order to submit聽 your proposal. This screen will indicate which聽聽

documents you have already downloaded. The聽 next step is to begin entering your proposal.聽聽

To do this click on Planet Bids on聽 the lower right corner of the screen.聽聽

The RFP terms and conditions聽 will pop up with a button for聽聽
[519]
to accept or acknowledge your聽 agreement to the terms of the RFP.

You must include your organization's respondee聽 information in the profile tab in order to submit聽聽

a proposal. Please include the appropriate聽 information for your organization and聽聽
[541]
ensure the respondee email is current and聽 accurate. This is the email that Planet Bids聽聽
[547]
will use to notify you of any changes updates聽 or agenda regarding the RFP. Upload any required聽聽
[555]
documents in the attachment tab. For CARES act聽 responses please upload the proposal response form聽聽

under the response file and the cost response聽 form under the costs file. All other attachments聽聽

will go under all attachments. If you do not聽 have a separate file for your attachments,聽聽

please include them all with the proposal response聽 form upload. Please check carefully to be sure you聽聽

have included all required documents. The system聽 does not prompt or validate for attachments.聽聽

It is a proposer's sole responsibility聽 to include all required documentation聽聽
[598]
when uploading your documents. Please make聽 sure the file name does not contain special聽聽
[603]
characters such as commas and periods. Next聽 when you have finished uploading your proposal聽聽

click on the save button. This will聽 save your submission as a draft聽聽

for you to review or revise as needed聽 anytime up to the RFP submittal deadline.聽聽

Finally when you are ready to submit your聽 proposal, click on the submit button. You聽聽

will receive a confirming message that says聽 your bid has been successfully submitted.

If you need to revise a proposal after it has聽 been submitted you may do so anytime prior to聽聽

the submittal deadline. Simply re-enter the聽 system and re-select Planet Bids. You will聽聽

have to re-accept the terms. Then you will be聽 able to view, download, remove, re-upload, or聽聽
[657]
edit the title of any of your submitted documents.聽 You may also withdraw your proposal any time prior聽聽

to the RFP deadline by re-entering the system,聽 selecting Planet Bids, re-accepting the terms,聽聽

and then selecting the green withdrawal icon聽 on the lower right corner of the screen.

Some things to keep in mind. Be sure to begin聽 entering your proposal in sufficient time to聽聽
[687]
complete and submit prior to the stated deadline聽 as the official closing time for proposals聽聽

is controlled by the electronic clock in聽 the city's bid management system. Once a聽聽
[700]
deadline is reached the system will not allow聽 any proposals to be submitted and any proposals聽聽
[707]
in process and not submitted are automatically聽 rejected. Give yourself as much time as you can.聽聽
