In this video, I'm going to show you聽 how COBRA insurance works, what it does聽聽
[4]
and why you should sign up for it. Understanding COBRA can be confusing,聽聽
[8]
and it鈥檚 easy to make mistakes when聽 signing up for this coverage. 聽
[12]
COBRA can help you pay for your medical聽 insurance after leaving work, but there are聽聽
[16]
several steps involved in applying for COBRA. You need to know who provides your current group聽聽
[21]
health plan, how much time you have before聽 losing access to coverage, and what forms聽聽
[26]
and paperwork you need, to apply for COBRA. This video will cover every step in this process,聽聽
[31]
from finding out if you qualify for聽 COBRA benefits, through signing up for聽聽
[35]
it with an online enrolment system. Hi there, my name is Craig from Trendy聽聽
[39]
Money and in today's video, I want to talk聽 about the benefits of COBRA insurance. 聽
[44]
If you're one of those people who are聽 constantly changing jobs or you lost your job,聽聽
[48]
chances are that you've got some聽 gaps in your healthcare coverage. 聽
[52]
COBRA helps bridge that gap from when聽 your employer-provided health care expires聽聽
[56]
until the next open enrolment period starts. So let me explain what COBRA is and how it can聽聽
[61]
help protect you during these uncertain times. COBRA is short for "Consolidated Omnibus聽聽
[67]
Budget Reconciliation Act". It is a type of health coverage that can help聽聽
[71]
those who have lost their jobs and keep coverage聽 at the same rates they had when employed. 聽
[76]
I will now discuss with you, how to sign up for聽 COBRA insurance so that you can get your life聽聽
[80]
back on track after losing your job! A subscriber of ours, Michael, wrote to us聽聽
[85]
about his experience with signing up for COBRA聽 shortly before he was let go from work. 聽
[90]
He also said his early application had saved聽 him from having no health coverage in the聽聽
[94]
period after he left his job. Here鈥檚 Michael鈥檚 story: 聽
[97]
I had just lost my job and without it,聽 I would not be able to afford the cost聽聽
[101]
of the healthcare insurance plan that聽 was provided by my former employer. 聽
[105]
I was so relieved that someone聽 took the time to tell me what I聽聽
[109]
needed to know about COBRA coverage. I went straight home and clicked on the聽聽
[113]
website of my insurance company, because聽 it's difficult to get them on the phone. 聽
[117]
When I found out about COBRA聽 coverage it laid my fears to rest,聽聽
[121]
and I knew just what I needed to do. Michael now shares a few tips with you聽聽
[125]
about how he had signed up for COBRA, and聽 how this helped after he lost his job. 聽
[129]
Please note, this video is not intended as legal聽 information and does not provide legal advice. 聽
[135]
If you need legal advice聽 contact a licensed attorney. 聽
[138]
The COBRA Act is a law that allows employees聽 to continue employer-sponsored healthcare聽聽
[143]
after they leave their job. It's important to know how much time聽聽
[146]
you have left on your COBRA coverage and聽 what steps to take before it expires. 聽
[151]
Coming up is the first tip Michael聽 shared with us on implementing his聽聽
[155]
COBRA plan after he had lost his job. In the meantime, I will show you what steps聽聽
[159]
you must take to validate your plan. First, you must verify that you had the聽聽
[163]
correct type of plan. Did you know that COBRA聽聽
[166]
is not a federal insurance program? Instead, it鈥檚 a federal law that allows聽聽
[171]
you to keep any private insurance that you聽 might have had after a loss of coverage. 聽
[176]
COBRA coverage always applies to those聽 who are part of an employer group plan 聽
[180]
Most healthcare offered through an聽 employer will qualify for COBRA coverage,聽聽
[184]
but individual insurance, including private聽 insurance purchased on the federal health聽聽
[189]
exchanges, does not qualify. One exception exists for聽聽
[193]
small health plans though... If your plan has at least twenty聽聽
[196]
employees, it qualifies for COBRA coverage. If you have questions about your eligibility for聽聽
[201]
COBRA insurance, call your insurance company聽 and ask for the Summary Plan Description. 聽
[206]
They should be able to聽 provide you with that. 聽
[208]
Did you know that qualifying for COBRA聽 coverage requires other factors, including聽聽
[213]
the event in which you lost your job? In the next tip, I will show you how,聽聽
[217]
and why this is very important. It is important to verify that you had an聽聽
[221]
appropriate qualifying event. An event is what has caused you聽聽
[226]
to lose your insurance coverage. A qualifying event may include the death聽聽
[230]
of the employee, their termination,聽 or a reduction in their hours. 聽
[233]
Notably, it is not a qualifying聽 event if the employee lost their聽聽
[237]
job due to gross incompetence. Employment termination is a qualifying聽聽
[242]
event for COBRA regardless of how the聽 employee leaves; voluntarily or not. 聽
[246]
Misbehaviour is not defined as a pre-existing聽 condition by law and may be interpreted by聽聽
[252]
the court if your employer challenges聽 your application for COBRA coverage. 聽
[256]
There must be proof that the act聽 of wilful wrongdoing was directly聽聽
[260]
associated with your employment. However, employers typically don't聽聽
[265]
charge employees with wrongdoing and聽 thus it probably won't be an issue. 聽
[269]
In a few moments, I will now share with聽 you, practical steps to apply for COBRA. 聽
[273]
Let's quickly look at one last thing you must聽 consider before you start your application. 聽
[278]
Another thing you must do is to establish聽 that you are a qualifying beneficiary. 聽
[283]
Did you know that a qualifying beneficiary is any聽 family member who was on the employer-provided聽聽
[289]
healthcare before the qualifying event? If your parent goes on Medicare, they no longer聽聽
[295]
qualify and would not be eligible for COBRA. A child, however, can apply for COBRA聽聽
[301]
independent of their parent. Also, if you are the beneficiary聽聽
[304]
of someone else鈥檚 insurance and they lose聽 coverage, COBRA can cover your expenses. 聽
[309]
This includes instances where that person聽 died or went on to Medicare coverage. 聽
[314]
If your relationship with the plan聽 holder changes, such as if you divorce聽聽
[318]
them or you become an adult child no longer聽 eligible to be a dependent, COBRA Insurance聽聽
[323]
will still provide continuous coverage. Coming up now are the easiest tips on how to聽聽
[327]
apply for COBRA, which Michael told us about. They have been tested and proven to be true. 聽
[332]
Give notice of the qualifying event. COBRA is a great option for people who lose聽聽
[337]
their health insurance benefits. But, it can聽 be hard to figure out how to give notice of a聽聽
[342]
qualifying event and enrol in COBRA coverage. The Summary Plan Description will tell you聽聽
[348]
everything you need to know about聽 giving notice of a qualifying聽聽
[351]
event and enrolling in COBRA coverage. If you are unable to locate this document,聽聽
[355]
contact your employer or insurance聽 company directly for information on how聽聽
[359]
to provide notice of a qualifying event. Usually, COBRA eligibility is not an issue. 聽
[365]
After a qualifying event, employers are required聽 to contact affected employees and inform them that聽聽
[370]
they have the opportunity to purchase continuation聽 coverage through their employer's group plan. 聽
[375]
Although employers usually make unemployed聽 individuals aware of any beneficial聽聽
[380]
qualifying event, it is always up to them. For example, if they're not notified of聽聽
[384]
a divorce or the loss of their dependent聽 status, they cannot reach out to you. 聽
[389]
Federal law dictates that you have up to聽 60 days to notify your insurance company聽聽
[393]
of a qualifying event starting on the聽 date on which coverage terminated. 聽
[398]
Remember to Give Notice Of Qualifying Event聽 And Enrol In COBRA Coverage To Protect Your聽聽
[403]
Health Insurance Benefits! There is one last condition you need聽聽
[406]
to consider if you want to continue with聽 your application for COBRA coverage. 聽
[409]
With this next tip, I'll show you what聽 else you need to be updated about. 聽
[413]
Sit tight! You have to review your COBRA election notice. 聽
[417]
In no more than 14 days of contacting your聽 insurance company about a qualifying event, it聽聽
[422]
must send you a COBRA election notice. This will give you all of the聽聽
[427]
necessary information about your rights and聽 options under COBRA, including cost. 聽
[432]
If you choose to take advantage of聽 this opportunity, your health insurance聽聽
[436]
should not change in any way now聽 that you are no longer employed. 聽
[440]
You are now responsible for the cost of聽 COBRA insurance and may even have to pay聽聽
[444]
more than you originally did. You should consider other options聽聽
[448]
if you find this to be too expensive. If you are okay with the cost of insurance,聽聽
[452]
then you are good to go! The next tip will tell you how聽聽
[454]
you can be a part of the COBRA plan. This is everything you have been聽聽
[458]
waiting for... The next thing to聽聽
[459]
do then is to sign up for COBRA! If you are okay with the arrangement,聽聽
[463]
return your COBRA election notice to聽 your insurance company within 60 days. 聽
[467]
You cannot be charged when sending in a request聽 for coverage but will need to pay premiums. 聽
[472]
The first payment may come as early as 45 days聽 after starting coverage and is due immediately聽聽
[478]
if covered by Medicare or Medicaid while聽 receiving unemployment benefits 聽
[484]
The paperwork will be a breeze. And each provider聽 is allowed to have their election notice! 聽
[490]
To avoid a time-consuming process, the federal聽 government has created an easy to use sample聽聽
[495]
COBRA notice that only requires the printed name聽 and signature of parties signing up for it. 聽
[497]
The best thing to do is stay on top of your聽 premiums and keep them current. If not, you could聽聽
[497]
lose the COBRA insurance coverage that protects聽 you from unexpected events with no warning! 聽
[500]
You can take advantage of a 30-day grace period聽 before your COBRA insurance is terminated. 聽
[506]
I will now provide you with one final聽 tip on how you can get good coverage聽聽
[509]
after you have lost your job. Follow closely as everyone needs聽聽
[512]
to know this! Start your search for聽聽
[514]
alternative insurance within a year As soon as you start receiving COBRA benefits,聽聽
[519]
the clock begins to tick. You only聽 have 18 months to find a new plan聽聽
[523]
or else your coverage will end. Even if you can't afford it right away,聽聽
[527]
I urge you to start looking for alternative聽 insurance within a year of losing your job. 聽
[533]
Some people think that they can just聽 wait until the last minute to sign up聽聽
[536]
for an alternative insurance plan and then get聽 covered immediately when their COBRA ends. 聽
[542]
Unfortunately, that's not how it works! The best possible scenario would be signing up for聽聽
[547]
a new policy within 30 days of losing your job,聽 but ideally, you should look into other options聽聽
[553]
well before that period has elapsed. Sometimes a plan will let you stay on longer. 聽
[557]
However, other times they can聽 terminate coverage early for factors聽聽
[561]
that are not in your control either. If you don't pay your premiums promptly,聽聽
[565]
then it's possible to lose access to the plan. If this happens then you're not eligible for聽聽
[570]
Medicare or a new health insurance聽 policy from an employer. 聽
[573]
To avoid this, follow these steps: You should find out when the coverage聽聽
[577]
will end if prompt payment is not made. You may also ask friends about their plans聽聽
[582]
if they have them, in case yours聽 ends up cancelled altogether. 聽
[586]
I am sure that this will help聽 keep you up to speed. 聽
