Is that paypal personal is for buying and sending money, comes with some slight fraud protecting to help protect you the user

out there for when you are sending money or purchasing things. Where as a paypal business account

allows you to accept debit and credit card payments, send invoices and comes with some merchant services

and thats is thats the speed version of the differences between the two.
