signed the american rescue plan

last week i said help is on the way

this week on every i can report isn't

just on the way it's here

sooner than many ever thought possible

over the next 10 days we will reach

two goals two giant goals the first is

100 million shots in people's arms
[26]
will have been completed within the next
[27]
10 days and 100 million
[30]
checks in people's pockets in the next
[33]
hundred days
[34]
shots and arms and money in pockets
[36]
that's important the american rescue
[38]
plan is already doing
[39]
what it was designed to do make a
[42]
difference
[42]
in people's everyday lives we're just
[45]
getting started
[47]
by the time all the money is distributed
[50]
eighty-five percent of american
[51]
households will have gotten a one
[53]
thousand
[53]
four hundred dollar rescue checks to
[56]
give more to give one more example
[59]
for the average family of two parents
[61]
and two children
[62]
making a combined income of 110 000 a
[65]
year
[66]
that's going to add 5 600
[70]
for them thousand six hundred dollars
[72]
they'll get
[73]
and the plan does a lot more it extends
[76]
unemployment insurance for the 11
[77]
million americans unemployed than any
[79]
who will be unemployed
[80]
in the near term it'll help hundreds of
[83]
thousands of small businesses keep their
[85]
doors open
[86]
which makes a gigantic difference in
[87]
neighborhoods and communities
[90]
if you have a drug store if you have a a
[92]
beauty shop a hardware store
[94]
it's a center of small communities and
[97]
it gets our schools and resources they
[99]
need to open
[100]
safely it provides the biggest
[102]
investment in child care
[104]
since world war ii and it provides food
[107]
and nutrition help
[108]
for the millions of families keep them
[110]
from going hungry keeping a roof over
[112]
their heads and it expands healthcare
[115]
coverage
[116]
and lowers healthcare costs for so many
[118]
people
[120]
and it will cut child poverty in half
[123]
in this country that's the estimate
[125]
child poverty will be cut in half
[127]
as a consequence of what's in this
[128]
recovery act
[130]
and it will generate economic growth for
[132]
the entire nation
[134]
that's why major economists left right
[136]
and center support this plan
[138]
even wall street has agreed according to
[141]
moody's
[142]
by the end of this year this law will
[144]
spur our economy to create
[146]
seven million new jobs
[149]
and does one more thing it focuses on
[152]
rebuilding the backbone of this country
[155]
working families the middle class
[158]
people who built this country but as i
[161]
said last week
[162]
it's one thing to pass a historic piece
[164]
of legislation like the american rescue
[166]
plan
[167]
and it's quite another to implement it
[170]
and the devil
[171]
is in the details it requires fastidious
[174]
oversight
[175]
to make sure the relief arrives quickly
[178]
equitably and
[179]
efficiently with no waste or fraud in
[182]
your bank account in your mailbox
[184]
to the local business in your community
[188]
and to your child's school look i've
[190]
been here before
[192]
when president obama and i came to
[193]
office in 2009
[195]
he put me in charge of implementing the
[198]
recovery act
[199]
which helped us recover and rebuild
[202]
during the great recession
[204]
i was authorized to put together a team
[207]
including an accountability board with
[209]
inspectors general
[211]
from different agencies that were
[212]
affected by the act
[214]
to make sure we got the roughly 800
[216]
billion dollars
[217]
out out of the countryside
[220]
by the book and quickly over 18 months
[224]
i talked to literally almost 100 over
[227]
150 mayors
[229]
all governors except one constantly
[232]
going over the granular detail
[235]
of the implementation of this
[236]
legislation that legislation
[238]
and the effort put us on a path from
[240]
crisis
[241]
to recovery to resurgence accordingly
[246]
to the oversight board that is of
[249]
inspectors general
[251]
they said we got it done with less than
[253]
two tenths
[254]
of one percent waste or fraud
[258]
that's not what the previous
[259]
administration did though
[261]
when the congress i sure passed the
[263]
cares act
[264]
it cares that the congress created a
[267]
committee
[268]
of inspectors general to make sure every
[271]
penny of that money was spent as it was
[273]
directed
[274]
but one of the first things the previous
[276]
administration did
[278]
was fire the head of the inspector
[280]
general's committee
[282]
so when congress passed what was
[284]
intended to be a small business relief
[286]
program
[287]
it instead became a free-for-all for
[290]
well-connected companies
[292]
and mainstream mainstream businesses
[294]
from hardware stores to beauty salons
[297]
that needed to help most were left
[298]
behind
[300]
four hundred thousand are now gone we
[303]
will not
[303]
let that happen this time i learned from
[306]
my experience
[307]
implementing the recovery act just how
[310]
important it is to have someone
[312]
who can manage all the moving parts with
[315]
efficiency
[316]
speed and integrity and accountability
[320]
that's the sort of management we've seen
[322]
in our fight against the virus
[324]
with jeff science our covert response
[326]
coordinator
[327]
and today i'm pleased to announce
[331]
and introduce another gifted manager to
[334]
coordinate our implementation
[336]
of the american rescue plan gene

sperling
[340]
gene will be on the phone with mayors
[342]
and governors red states blue states
[345]
the source of constant communication a
[348]
source of guidance and support
[350]
and above all a source of accountability

for all of us to get the job done gene's

been here before

the only person in history to serve as

director of economic of the national

economic council

twice he led successful efforts

to deliver relief to small businesses

and unemployed americans

in the obama biden administration and in

the clinton administration

i spoke with gene earlier today

alongside my economic team

he's ready to get to work in fact he's

already hit the ground running

and together we're going to make sure
[385]
that the benefits of the american rescue
[387]
plan
[388]
go out quickly and directly to the
[390]
american people

where they belong let me close with this

help is here and hope is here

in real and tangible ways we're just

days away from 100 million shots

and millions in the arms of millions of

americans

that's the way that's the way on the way

to get every single american access to

the vaccine

100 million checks going into the

pockets and or direct deposits going

into the pockets of americans

on the way to a million more millions of

more americans

that's real progress we have a lot more

to do

we have to prove to the american people

that their government can deliver for

them

and do it without waste or fraud

that we can vaccinate the nation that we

can get our kids safely back in school

that we can get our economy back on

track by helping hundreds of thousands

of small businesses open and stay open

and that we can give people this nation

a

fighting chance again with relief checks

lower child care costs lower health care

costs and so much more

that's our job that's our responsibility

and the process will be growing the
[468]
economy as well

we're going to have to stay on top of

every dollar spent through the american

rescue plan

and that's what we're going to do we can

do this

to get that vaccine and even after that

in fact vaccinated to wear this mask
