And today I want to talk to those of you in the state of

California who are approaching the end of your benefit year.

Your benefit year end date is making a lot of you guys very
[11]
nervous and uncertain.

So I want to provide you with some important things that
[15]
you should know as you reach the end of your benefit year.

Now, this video is going to cover some additional information
[21]
other than just simply answering the question, should I file
[24]
a new claim when I reached the end of my benefit year?

So make sure you view the Timestamp menu to find the information
[31]
that you need.

First up.
[32]
For those of you that are on Pua claims, you do not need
[35]
to file a new claim when you reach the end of a year's worth
[39]
of benefits.
[39]
Pua is automatically amended with a new end date to the entire
[44]
program. So if you're a none of this applies to you, Pua
[48]
will not need to file a new claim.
[50]
Now, this video is for you.

If you are up PEUC feed any of the UI track programs and their
[58]
extensions are going to need to file a new claim once they
[63]
reached the end of their benefit year.
[64]
Let's address how you find your benefit year in UI online.
[69]
You're going to go to your claim start date, count 12 months
[73]
out from that claim start date, and that is the end of your
[75]
benefit year.
[76]
If it says on extension, you still do the same thing, count
[80]
12 months out from your claim start date, and that is the
[83]
end of your benefit year.
[84]
Now, once you have reached the end of your benefit year,
[86]
the Edd has stated very clearly in press releases as well
[91]
as online and on their benefit year end page, which is new
[95]
and they just created it.
[96]
They have stated very clearly that for all claims, UI PEUC
[101]
Fed Ed that you must file a new claim when you reach the
[105]
end of your benefit year.
[106]
So many of you are wondering why why is Pua extended automatically?
[112]
But W2 earners are required to file a new claim?
[115]
Wouldn't it be much easier for them to just update all of
[118]
the claims?
[119]
Well, Yes would be.
[120]
However, the Edd is not allowed to do that.
[123]
The Edd is overseen by the Department of Labor, a federal
[128]
organization which sends out directives to all state unemployment
[133]
departments on how to run the program.
[136]
So Unfortunately, it's not up to the Edd to decide to just
[140]
simply change the end date of your unemployment claims.
[144]
They must go based on what the Department of Labor instructs
[148]
them to do.
[149]
Now, with that being I said, the Department of Labor has
[151]
recently issued its newest round of directives to the state
[156]
unemployment departments on how to implement the American
[159]
Rescue Plan Act extensions.
[162]
Now, in their most recent set of directors, the Department
[165]
of Labor reiterated that Yes claimants are required to file
[170]
a new claim and switch over to a state unemployment claim
[174]
if they meet the criteria for a new claim.
[177]
So if you qualify for a new claim, you are required by the
[181]
federal government to get off of those federal level extensions
[185]
and switch back over to the state program.
[187]
So that's the reason why the Edd requires you to check and
[192]
see if you do in fact qualify for a new claim.
[196]
Edd does have the ability to number one keep you on your
[201]
old claim.
[203]
If you do not qualify for a new claim due to lack of earnings
[207]
and number two, they also have the ability to keep you on
[211]
your old claim.
[212]
If the new claim that you qualify for is of a lower weekly
[217]
benefit award amount, if your weekly benefit Ward amount
[220]
on the new claim that you qualify for is 25 dollars less
[224]
than your old claim or if it's even smaller, then the Edd
[228]
is allowed to keep you on your old claim and apply the PEUC
[232]
extension to that old claim.
[234]
But in order for them to do that, in most cases they do need
[238]
to check and see if you qualify for a new claim or not, you
[242]
have reached the end of your benefit year.
[245]
You can file a new claim online.
[248]
Many subscribers have done that, and many subscribers have
[252]
successfully been processed through that system and are now
[256]
back to collecting.
[258]
The problem with filing online is that it can cause further
[263]
delays. If you file a new claim online, you then must have
[267]
your application reviewed, denied, and then have the PEUC
[271]
extension granted to your old claim.
[274]
Now, instead of doing that, if you are able to call into
[277]
customer service, in most cases, the representative will
[281]
be able to check over the phone for you to see if you qualify
[284]
for a new claim.
[285]
If you do not qualify for a new claim, then they will be
[289]
able to note that in your account and put the extension request
[292]
in your account.
[293]
Now, keep in mind that PEUC is currently awaiting the next
[297]
extension from the American Rescue Plan Act to be implemented
[300]
into claims and computer systems at the Edd.
[304]
The Edd has stated that PEUC will be extended sometime between
[309]
April 10 th and April 30 th, so that means that if you call
[313]
into customer service or you file a new claim online and
[317]
you're having PEUC applied to your old claim, you are still
[321]
going to be waiting until that PEUC extension is set up and
[326]
running in their systems, which will be sometime between
[329]
April 10 th and April 30 th.
[331]
So calling into customer service does mean that the claim
[336]
representative in most cases is able to check your claim
[339]
and check your employment history and see if you do in fact
[343]
qualify for a new claim.
[345]
If you do qualify, they'll walk you through the application
[348]
process. But if you don't qualify.
[349]
This is where you save time because in most cases they are
[353]
able to skip the application process, skip the ID, me, redo,
[358]
et cetera, and just simply apply to have the extension placed
[362]
on your old claim.
[363]
Now, this can save you time because you are not waiting for
[367]
the Edd to review your new application.
[369]
You're not waiting for the Edd to deny your first claim and
[374]
you're not waiting for the Edd to then apply the extension.
[377]
You're simply getting the extension requested on your account
[380]
over the phone.
[381]
Now next, many of you are going to tell me that you can't
[384]
call into customer service.
[386]
Well, I want to share with you my how to Call phone Tricks
[389]
video that I'm going to link in the video description down
[391]
below. However, you need to try several times with these
[396]
tricks in order to get them to work.
[397]
Don't expect them to work on the first time, but do expect
[400]
them to work faster than just calling the main line.
[403]
So how do you know if you will qualify for a new claim?
[407]
Well, I could go into a very long explanation about the base
[411]
period and about how the wages are calculated, etc.
[414]
But there's a much easier, less stressful way for you to
[417]
figure it out.
[418]
The Edd has a calculator located on their website and I'm
[423]
going to link it in the video description here.
[425]
They will ask you what is the start date of your claim and
[429]
then they will ask you to input four quarters worth of wages.
[434]
Then they're going to calculate based on your reported information
[438]
your highest quarterly earnings were and your estimated weekly
[442]
benefit would be.
[443]
Now, there's an important piece of information that I want
[446]
you guys to know because this is going to shock you and confuse
[449]
you if you don't know that it's coming.
[451]
If you file for a new claim and you were denied, you do not
[455]
meet the qualifications to have a new claim.
[458]
You did not have enough earnings, then I want you to be aware
[462]
of this next step because it's weird and it's going to surprise
[465]
you and alarm you.
[466]
First thing, the Edd will send you a notice in the mail stating
[471]
that your claim was denied.
[472]
It will have a zero dollars weekly benefit word amount, and
[476]
it will state that you do not qualify to receive any benefits
[480]
after that notice.
[482]
Second, you will receive another notice in the mail.
[485]
This notice come separately and it is the notice letting
[488]
you know that you have been awarded a PEUC extension onto
[492]
your old claim.
[494]
Because these notices come separately, they oftentimes confuse
[498]
an alarm claimants who think that they have been denied all
[501]
together. But just know that the Edd will be applying the
[504]
PEUC extension to your old claim if you do not meet their
[508]
requirements to file a brand new claim.
[510]
Next, if your claim weekly benefit award amount is 25 dollars
[515]
less than your old Claims Weekly Benefit Award amount.
[518]
Or, if it's even smaller, the Edd is allowed to keep you
[521]
on your old claim at your old weekly benefit Award amount
[525]
and allow you to finish up the PEUC Extension weeks there.
[529]
This is called the Deferred New Claim Payment Program.
[533]
You qualify to receive a PEUC extension onto your old claim
[538]
that is going to pay you out up until claim week ending September
[542]
fourth.
[542]
You will be waiting to have the PEUC extension applied to
[546]
your claim, and the Edd has stated that they will be doing
[549]
this sometime between April 10 th and April 30 th.
[552]
Now, once you have used up all available PEUC weeks through
[555]
September fourth, if the state unemployment rate remains
[559]
high 6% or above.
[561]
Or if it's 5 5%, but higher than it was the last two years,
[566]
then Fed Ed will still be active.
[569]
Now, if you have not yet collected Fed Ed once you finish
[574]
those weeks of PEUC up until claim week ending September four
[578]
th. If the Fed Ed program is still active, then you may qualify
[582]
to collect Fed Ed following that September four th of the
[586]
PUC weeks.
