passage of a key piece of his

domestic agenda after a late night vote

on capitol hill the house passed the

roughly 1.2 trillion dollar

infrastructure deal friday night on a
[14]
bipartisan basis 13 republicans voted
[17]
yes and six democrats voted no
[20]
the senate passed the bill over the
[21]
summer but it stalled in the house
[24]
progressive democrats waited for
[25]
progress on the president's second
[27]
package which focuses on social programs
[30]
and climate change that bill has still
[32]
not gotten a vote due to new democratic
[34]
disagreements but on saturday the
[37]
president claimed that the
[38]
infrastructure bill is a win for the
[40]
middle class
[42]
and for all of you at home who feel left
[44]
behind and forgotten in an economy
[46]
that's changing so rapidly this bill is
[49]
for you
[50]
the vast majority of the thousands of
[52]
jobs will be created don't require a
[55]
college degree
[56]
there'll be jobs in every part of the
[58]
country
[59]
red states blue states cities small
[62]
towns rural communities tribal
[64]
communities this is a blue collar
[66]
blueprint to rebuild america

joining me now to discuss this

legislative legislation is anthony

adragna he's a reporter for politico

covering congress

anthony welcome in addition to jobs the

president emphasized the
[81]
infrastructure's bill's impact on the
[83]
supply chain and inflation tell us why

he highlighted these issues in his

speech and what effect might this bill

actually have on those problems

it's a it's certainly a victory lap for
[95]
the president he's been anxious to tout
[98]
something uh legislatively to get
[100]
something done 10 months into his
[102]
administration so i think that's what
[103]
you heard from him this morning
[105]
he's speaking to the issues that are
[107]
front of mind to people we clearly saw
[109]
that in the results on tuesday in
[111]
virginia new jersey the other parts of
[113]
the country so i think president biden's
[115]
trying to say look we hear you we've
[117]
gotten stuff done
[119]
and we're looking to address the issues
[121]
that are in your heads
[123]
in your real lives
[124]
your experiences and so i think that
[126]
explains a lot of what we heard from him
[128]
this morning
[131]
so give us a few major bullet points
[133]
what's actually in this infrastructure
[135]
package
[137]
i think it's pretty remarkable this bill
[138]
has sort of been lost as democrats have
[141]
sort of squabbled amongst themselves but
[142]
it's it's really consequential we've got
[144]
hundreds of billions of dollars in new
[146]
spending in areas from as diverse as
[149]
broadband uh investing and replacing
[152]
lead pipes that give people water in the
[155]
country there's 100 tens of billions of
[157]
dollars to address that
[159]
upgrades to the nation's grid
[161]
infrastructure a massive investment in
[163]
passenger rail um it's really one of the
[166]
biggest if not the biggest
[167]
infrastructure packages we've seen since
[169]
the 1950s and so i think that's why it's
[172]
interesting that it's sort of been lost
[174]
in the the shuffle here as democrats
[177]
continue to argue about this second bill
[179]
but it's really quite a consequential
[181]
piece of legislation one that in most
[183]
congresses you'd you take and say this
[185]
is our capstone work
[189]
so let's dig into that second bill
[191]
democrats are still working on the
[192]
social programs and climate change
[195]
aspects of the president's larger agenda
[198]
chair of the congressional progressive
[200]
caucus pramila jaya paul spoke about
[202]
that legislation friday night let's
[204]
listen
[205]
and let me just say that when we do it
[208]
will be a phenomenal achievement for our
[211]
country to say we're not leaving anybody
[213]
behind
[214]
this rule vote tonight is the beginning
[217]
of the delivering of that promise it is
[220]
actually codifying that promise that our
[222]
colleagues have made to us tonight and
[223]
let me tell you we're going to trust
[225]
each other because the democratic party
[227]
is together on this we are united
[233]
so anthony i think it's significant and
[235]
worth noting that as congresswoman
[237]
jayapal was making those remarks next to
[240]
her was congressman josh gottheimer
[242]
who's a leader in the moderate wing of
[245]
the democratic party to
[247]
the two sides really uh that are at odds
[251]
right now tell us the latest about the
[254]
hold up last night and where democrats
[256]
are expected to go from here
[259]
so i think what you've heard from
[260]
democrats over the past couple days is
[262]
reiterating a position that they've
[264]
heard
[265]
they've been stating for quite a while
[267]
now the moderates have said they want to
[269]
see
[270]
that the economic math checks out here
[272]
the the claim has been that the bill is
[274]
fully paid for they want to see the
[276]
official nonpartisan estimates back that
[279]
up before they're willing to vote for it
[281]
that was verified yesterday they said
[282]
we're not willing to vote for the bill
[284]
without that full information
[286]
i think what you've seen also is this
[288]
sort of mistrust between progressives
[290]
and moderates progressives have sort of
[292]
said
[293]
we're not sure you're going to actually
[294]
be with us and follow through in the end
[296]
on this legislation there's also
[298]
continued uncertainty of course in the
[300]
senate where senator joe manchin
[302]
is expected to exert his will and and
[304]
make further changes to this legislation
[306]
so i think you're right it's quite
[308]
notable to see representative
[310]
scottheimer and jayapal there together
[313]
there's been such mistrust between the
[315]
various ideological factions within them
[318]
within the democratic party throughout
[320]
this process so that was quite a show of
[322]
force of saying look we recognize we
[324]
have both you know they think on
[326]
substance they want to get it done but
[328]
also the political imperative to deliver
[330]
on the bulk of president joe biden's
[332]
agenda and so i think that more than
[334]
anything else is what's driving this
[336]
train forward and what's going to lead
[338]
the party to really try to get to a
[341]
finished product that they can
[343]
pass and then also tout to the american
[345]
people
[348]
so a big sticking point is
[351]
how much this is going to cost tell us
[353]
what's the latest on the plan to pay for
[355]
these packages
[357]
so from from democrats they say
[360]
at least initially they think they have
[361]
the estimates to back up this is going
[363]
to be fully paid for they've got a bunch
[365]
of different new tax structures that are
[367]
going to make the wealthy pay more
[370]
there's obviously prescription drug
[372]
negotiations which is a big piece of
[373]
this they think they finally have that
[374]
worked out
[376]
there's additional irs enforcement
[378]
that's another piece of this you know
[380]
the exact structures are still kind of
[382]
going to be ironed out here as we move
[384]
forward but i think democrats would tell
[386]
you they think they have more than
[387]
enough
[388]
new ways of generating the ways to pay
[390]
for this legislation that's been a key
[392]
part of their argument throughout this
[394]
process and i would expect that to
[396]
remain as things go forward
[399]
