Schumer we're going to talk about this

in this massive bill in just a moment

but first a tale of several types of

leadership you see India you see the UK
[20]
lockdown you see our president saying
[23]
we're gonna reopen at Easter do you
[26]
think that's possible
[27]
I would leave it to the medical
[30]
authorities mica I've been busy writing
[33]
this bill so I haven't been able to
[35]
consult them but it shouldn't be a
[37]
politician who decides this it should be
[39]
the medical authorities plain and simple
[41]
how do you think this bill is gonna help
[43]
the American people well that's what's
[46]
so important this has been a long five
[48]
days but the bill is much better than
[50]
the bill that was introduced and let me
[51]
go over it so people know what's in it
[53]
before I do I want to give a shout out
[55]
to the health care workers the nurses
[58]
the doctors who are risking everything
[60]
to help us they are great and just
[62]
another little shout-out my staff did an
[64]
amazing job on this bill that by Gerry
[66]
Petrelli and Meghan Tyra a couple and I
[69]
thank them and all the staffs who work
[70]
so hard now in the bill there are five
[72]
things that are greatly improved and if
[75]
we had a title for the bill it would be
[77]
Marshall plan for hospitals workers not
[80]
corporations first and let me go over
[81]
each first and foremost there's massive
[84]
amounts of money for our hospitals our
[86]
nursing homes our community health
[88]
centers they are on the front lines they
[91]
are so lacking equipment ventilators we
[94]
know all about that and there's a
[95]
serious lack there other kinds of
[97]
equipment as well PPE even new beds and
[101]
things like that there is a hundred
[103]
thirty billion dollars for them a
[104]
considerable increase from the original
[106]
bill second workers first all these
[109]
people who are being thrown out of work
[111]
through no fault of their own we've
[113]
created something called unemployment on
[115]
steroids if your employer has to let you
[119]
go they don't let you go they furlough
[121]
you an unemployment insurance pays you
[124]
all from almost all people their whole
[127]
salary or close to it and that's for
[129]
four months we got that extended to four
[131]
months and
[132]
so it's not just a one-time payment its
[134]
long-term help you with your mortgage to
[136]
pay the bills and then what's good about
[138]
it because you're furloughed when God
[140]
willing this crisis is over these
[142]
businesses can reassemble one of the
[144]
things the workers and the and the
[146]
employers worry about is what's gonna
[148]
happen to all the people who are a team
[149]
who work together so well that's number
[151]
two workers first and we put real real
[155]
responsibility as you know there's a
[157]
four hundred billion dollar package for
[159]
corporate loans under the original bill
[161]
no one would know what even who is
[163]
getting the money and what the terms
[164]
were for six months we have real
[166]
accountability transparency and
[168]
oversight we will know each contract
[171]
when it is signed fully published within
[173]
a short period of time Congress in seven
[175]
days the public in fourteen days and we
[178]
have an oversight board and an inspector
[180]
general that's really tough has subpoena
[183]
power and can look at every one of these
[185]
contracts these are many suggestions of
[187]
Elizabeth Warren who's an expert on this
[189]
and two more pillars money for local
[192]
governments and state governments as you
[194]
know they're running out of money that's
[195]
what we hear from governor's mayor's all
[197]
across the country there's a hundred
[199]
fifty billion dollars to help them
[200]
survive the crisis and finally small
[202]
business and this is the one thing of
[203]
the five that was in the bill originally
[206]
the way we wanted and small businesses
[209]
my dad was a small businessman
[211]
exterminator I know how businesspeople
[213]
struggle and now it's worse you spent
[215]
years of blood sweat and tears building
[217]
up your little business and now it's
[219]
gone well this will give you a
[221]
short-term loan long loan low very low
[223]
or no interest loans so you can keep
[226]
your business going and pay your
[228]
employers to stick with you so this
[230]
package is big help
[233]
quick help for the American people right
[235]
in the places we need it most first and
[237]
foremost our health care system and
[239]
second to all the people who are under
[241]
duress and losing jobs through no fault
[244]
of their own
[245]
so senators so much to go over here
[248]
first of all congratulations to you
[250]
Democrats Republicans everybody working
[253]
together to bring this in for a landing
[256]
very important for so many reasons let's
[259]
start there let's go down that let's
[260]
start with hospitals a hundred thirty
[262]
billion dollars for hospitals where does
[265]
that relief go how does it get there and
[268]
does it do anything on the issue of
[270]
ventilators mass the protective gear
[273]
that those health care workers so
[275]
desperately need yes one of the first
[277]
and most important things of our
[279]
hospitals bill is that they get lots of
[282]
money good amounts of money to buy the
[285]
equipment that they need and it also
[287]
puts money into the system so more of
[289]
these things can be produced and
[291]
produced rather quickly when there's so
[293]
much money out there there's an
[295]
incentive to produce more I believe the
[297]
president should have used the defense
[299]
production act we encouraged him to do
[301]
that in the bill we can't force him but
[303]
this money gives this plan gives money
[305]
directly directly to hospitals and other
[308]
healthcare institutions so they have the
[310]
money the purchasing power to get these
[313]
ventilators these masks these PPS it
[315]
also allows them to hire more nurses and
[317]
doctors it allows them to build more
[319]
beds and it's flexible so if you need a
[322]
nurse and she has a child at home you
[325]
can use these monies indirectly but it's
[328]
allowed to help pay for some child care
[330]
so the new the nurse who had been
[332]
retired or who was not on the job to
[335]
come back right now in this emergency so
[338]
let's go next to unemployment benefits
[340]
you say unemployment on steroids okay a
[343]
worker has been put out of work has lost
[346]
their job over the past week or two
[348]
they're now going to be furloughed they
[351]
can get unemployment benefits for up to
[353]
four months when does that begin I think
[356]
it's almost a bill it begins almost
[359]
immediately for two reasons one we
[362]
greatly reduced the restrictions on
[365]
applying for unemployment it's going to
[367]
be very simple and very easy and second
[369]
we give the states much more money to
[372]
hire people so they can take the new
[373]
loads that are coming we've all heard of
[375]
the inability to get through people call
[377]
they can't get through there are long
[379]
lines that will be able quickly and
[381]
easily to hire people to help people get
[384]
on unemployment quickly let's talk next
[387]
about small business loans I know so
[389]
many small business owners who like you
[391]
say work their entire life to build up
[394]
their small business they've seen it
[396]
wipeout in the past
[398]
of weeks I was talking to an attorney
[399]
yesterday who has about 40-50 businesses
[403]
that he handles he said every one of
[406]
them including huge corporations getting
[409]
wiped out but if you're a small business
[411]
owner if you had let's say a big event
[414]
coming up in April and that's been wiped
[418]
out and and you're facing bankruptcy how
[422]
do you get that relief and how quickly
[424]
can you get that relief again and then
[427]
here ben cardin Marco Rubio have done a
[429]
very very good job jeanne shaheen on our
[432]
side as well have done a very very good
[434]
job here and you get the relief very
[437]
very quickly the loans are at no or low
[440]
interest so you don't have to go
[442]
bankrupt and at the end and your workers
[444]
are all paid by the federal government
[446]
so you get loans to help pay the
[449]
expenses you have with no income coming
[451]
in you know mortgage insurance utilities
[453]
if you have those and you your workers
[457]
are paid for by the SBA and again just
[460]
like unemployment insurance you can do
[463]
it quick and we give much more money so
[465]
they can hire many more people to get
[467]
people to do this so one of the one of
[470]
the better parts of the Bill's one of
[472]
the better changes of the bills was
[474]
converting this slush fund that the
[477]
president could throw wherever he wanted
[479]
to throw it and by the way I would say
[480]
this of a Democratic president a
[482]
Democratic president should have power
[484]
more than a Republican president should
[485]
absolutely nothing to do with Donald
[488]
Trump this has nothing to do with a
[490]
system that's fair to Republicans and
[492]
Democrats alike so you're going to have
[494]
five people on this panel and you're
[498]
also going to have an inspector general
[500]
who appoints those people and how
[502]
quickly do those does that help get out
[506]
to these larger businesses well there's
[509]
the president appoints but it's the
[510]
advise and consent of the Senate so
[512]
there's a real check on them and one of
[515]
the great ways we get accountability is
[517]
making sure the entire loan documents
[520]
are published very quickly so if they
[522]
start doing something untoward you'll
[524]
know about it Joe
[525]
you'll know about it you know very
[526]
shortly thereafter within the maximum of
[529]
two weeks we'll know about it
[531]
and there'll be an outcry and they will
[533]
have to stop doing it I think you know
[534]
Louis D Brandeis I think it was sunlight
[538]
is the greatest disinfectant we throw a
[540]
whole lot of sunlight here and that's a
[542]
great that's really important the old
[543]
bill

you wouldn't know for six months anybody
[546]
who got the loans etc so this is very
[549]
very important and frankly Elizabeth
[551]
Warren who's had experience with this
[553]
with the tarp helped us had many
[555]
suggestions we incorporated into making
[557]
the accountability provisions which
[560]
leads to my final question which you may
[563]
disagree with but I want to get it out
[565]
there I talked about it earlier how
[566]
important it is that Donald Trump's
[568]
companies be treated just like everybody
[571]
else's companies since there's
[572]
transparency since we will know who gets
[575]
it since you put in those checks and
[577]
balances don't you think it's important
[580]
that Donald Trump and senators and
[583]
congressmen and women's businesses are
[586]
treated the same and are eligible for
[588]
these funds so no one will be encouraged
[591]
to make policy decisions based on
[594]
getting their own businesses you know is
[596]
there any way you can do that I think
[599]
the danger is much greater the other way
[601]
Joe that if they get a financial
[603]
interest then they'll make policy
[605]
decisions leaning and bending in that
[607]
direction look I've always believed I
[609]
think you believe that those who make
[611]
the laws shouldn't directly benefit
[613]
monetarily from those laws we've tried
[615]
to get better and better and better at
[617]
that and this is just another example
[619]
it's not aimed just at Donald Trump but
[621]
at anyone in high office at the same
[624]
time somebody shouldn't be punished
[625]
because they've chosen a life of public
[627]
service and I'm speaking of misses on
[629]
both sides of Congress as well as the
[632]
white house and again if well if they're
[635]
you go bankrupt if their companies go
[638]
out of business then they're susceptible
[639]
to untoward influence is more
[643]
susceptible than before well Joe it's
[646]
not just me who disagrees with you it's
[647]
the founding fathers they have something
[649]
called the emoluments clause which
[651]
disagreed with your philosophy and said
[654]
shouldn't benefit better that's not
[658]
correct though that's two different
[659]
things I agree with you on the
[660]
emoluments clause I certainly agree with
[662]
you that Donald Trump
[664]
uses Hotel in Washington DC to make
[667]
money off of the presidency in this case
[670]
though we're just talking about
[671]
businesses again Senate okay Senators
[675]
Congressmen president business is
[677]
impacted by an act of we'll just call it
[680]
an act of God you and I are you and I
[682]
are gonna have to disagree on that I
[684]
think the danger is the other way okay
[687]
mica senator I'm wondering what
[691]
information that you're taking into your
[693]
office about New York City which looks
[695]
like it's going to be Ground Zero the
[697]
epicenter crisis as it hits the United
[701]
States on par with Italy maybe worse
[704]
potentially a week away from being
[706]
completely overcrowded and already
[708]
stories coming out of hospitals that are
[710]
really quite frankly hard to hear at
[713]
this point it just many are very shocked
[716]
that we are so lacking in our ability to
[719]
keep up with the demand and the help
[722]
that the need for help that is out there
[723]
is there anything more the president can
[726]
do that passion can do to help New York
[730]
get out of this situation yes there is
[733]
the president should implement the
[735]
defense production act I called him I
[737]
was so feeling so urgent about this
[740]
having talked to so many I talked to
[742]
heads of many New York hospitals I've
[744]
talked to the head of the nurses union
[746]
in New York things like that and the
[748]
president should enact the DPA and
[750]
command certain factories which was done
[754]
during World War two Korean War to make
[757]
things that we need he's not doing the
[760]
second I just don't understand why won't
[765]
we do it this is as simple here is my
[770]
experience I called him about a quarter
[772]
of 12 a few nights ago and I said oh no
[774]
this was at 11:00 in the morning it runs
[776]
the days and nights all run into each
[779]
other it was at about 11:00 in the
[780]
morning I said mr. president you ought
[782]
to implement the defense production Act
[784]
just implemented he says yes I will and
[786]
I wasn't there he must have been in the
[788]
Oval Office
[789]
he screams out to someone get the DPA
[791]
implemented by the afternoon he had
[793]
backed off
[794]
I can't figure it out this is something
[796]
we desperately need if you talk to our
[798]
New York healthcare providers they're
[800]
desperate for ventilators they're
[802]
desperate for PP equipment some places
[804]
they don't even have enough swabs so
[806]
they can do the tests when they met
[808]
because they're now getting many more of
[809]
the tests it's inexplicable is the word
[813]
I'd use senator is it is it I mean it's
[816]
the math as simple as this if the
[818]
president would actually enact it and
[820]
focus mobilizing equipment and supplies
[823]
getting to New York less people would
[825]
die and every day that he waits more
[828]
people will die because supplies will
[830]
not get there as fast he should is that
[832]
the better one he should certainly do
[834]
this now we have the second best
[836]
alternative all our hospitals in our
[838]
health care providers throughout the
[841]
country will have large amounts of
[843]
dollars and that will inspire companies
[845]
to start ramping up production of things
[848]
like masks like nasal swabs like tests
[851]
and like ventilators but it would be
[853]
best if the president would do it that's
[854]
for sure New York needs it now New York
[857]
City needs it's not you know ramp up
[859]
supplies wait a few weeks for the
[861]
production of a mayor and actually then
[863]
look at Ceres we're talking about today
[865]
you said I feel your anguish I've talked
[868]
to people in this situation I just can't
[871]
understand why the president doesn't do
[873]
it I can't understand it yeah it is it
[876]
really is shocking it's inexplicable
[879]
senator we have one more question for
[881]

this is just now completed it still has
[889]
to go to the house for a vote you know

we will see the timeline will be rolled

out the next couple days there's already

talked that this won't be enough

how will you and your colleagues there

make the decision when we make the
[901]
decision as to when you have to
[903]
reconvene to figure out the next
[904]
stimulus package if indeed well look
[906]
this drags over out for weeks and months
[909]
this is a big bold package two trillion
[912]
dollars that's about as much a little
[914]
more than the actual whole federal
[915]
budget and it covers large areas I've
[918]
only been able to mention a few the five
[920]
I've mentioned on this on this brief
[922]
time we have
[923]
but inevitably there are going to be new
[925]
problems that come up inevitably there
[928]
are going to be new things we have to do
[930]
and one of the great one of the great
[933]
anxiety causing parts of this crisis is
[936]
we don't know the future we don't know
[938]
enough I just asked the well-known
[939]
doctor friend of mine not well-known but
[942]
he's are well established and I said can
[945]
you be are you do you establish immunity
[946]
from this after you get it once they
[948]
said we don't know yet as well as the
[950]
isolation you know we New Yorkers love
[952]
to be together
[953]
and we'd have to be separated as you
[955]
mentioned so I think the odds are high
[958]
we're gonna have to do something again
[960]
we have to see in the next few weeks
[961]
what other problems haven't been solved
[963]
this bill is a good bill it doesn't have
[965]
everything I'd like in it and there are
[967]
a few things in it I don't like but
[969]
overall we need it and need it fast it's
[971]
big bold quick relief for the American
[975]
healthcare system and the American
[977]
worker workers first has been the name
[978]
of our proposal which is now in large
[981]
parts in the bill we're voting on today
[983]
