States, Health Care Workers, Private Sector All Cry Out For Leadership From Trump | Deadline | MSNBC - YouTube

it's a busy day down there give me your

sense of how Donald Trump is rising to
[5]
the bar that he set for himself
[6]
yesterday when he declared himself a
[9]
wartime president well the president is
[11]
continuing to use that language saying
[13]
that he feels like he's a wartime
[14]
president he's also said that he rates
[16]
himself a ten out of ten when it comes
[18]
to how he's responded to this but it's
[20]
clear that health care officials and
[22]
doctors and nurses all over this country
[24]
are getting very very worried as medical
[26]
supplies are starting to run out you see
[29]
just today there was an NBC news story
[32]
showing that hospitals and medical
[33]
professors are asking Congress to give
[35]
them hundreds of billions of dollars or
[37]
at least a hundred billion dollars but
[38]
probably more for specific medical
[41]
equipment and then you have the
[42]
president saying look we're not a
[44]
shipping company so the president's been
[45]
clear was governor she said look we're
[47]
not a first resort White House sources
[49]
here tell me but that was that's being
[50]
meant to say states need to try to take
[52]
care of themselves and the White House
[54]
is gonna do what it can do but it's
[55]
clear that the White House doesn't have
[57]
answers to two key questions the first
[59]
is when will people who need coronavirus
[62]
tests actually be able to take them all
[64]
over this country there was no clear
[66]
answer from the White House today and
[67]
the second one is are there enough
[69]
ventilators and is the White House going
[70]
to be able to order enough falater's in
[72]
time for what we knew before what we
[74]
know will be a crush on the medical
[75]
system the answer there was there are
[78]
thousands of ventilators being ordered
[79]
but the White House is not saying
[81]
specifically how many they will be
[82]
shipping out and whether or not there's
[83]
a reserve enough for each American and
[85]
that of course is pretty scary dr. Esper
[87]
I want to ask you what you think you're
[89]
hearing right now from Donald Trump we
[91]
are obviously hearing these calls of the
[93]
alarm bells being rung in all quarters
[96]
right now and the president is answering
[99]
them after a fashion I'm curious about
[101]
what you think about the state of play
[103]
out there on the front lines and whether
[105]
what the president is saying he plans to
[108]
do the leadership that he's giving to
[110]
States cities the private sector the
[113]
medical sector all the above whether
[114]
it's adequate to the moment as we now
[116]
get into Thursday here in this week you
[119]
know John this has been a long time that
[122]
we've been preparing and this is
[124]
something that we've
[125]
about four four months even though that
[128]
it was only numbers in China for the
[130]
longest time we here especially here at
[132]
Cleveland Clinic and all around the
[134]
state have been preparing for the
[135]
concern that this could happen and it
[138]
can overwhelm and so we have been
[139]
meeting here at the Cleveland Clinic
[141]
twice a day in the command center making
[144]
sure that all our preparations are met
[146]
and everything is being done as best we
[148]
can and one of the best things we have
[150]
been able to do certainly we have been
[152]
able to work with the governor with the
[155]
Ohio Department of Health and they have
[157]
been helping us tremendously now
[159]
certainly there's a lot of things that
[161]
have to happen at the federal level just
[163]
because there's a lot of cases in New
[165]
York that doesn't mean it's not going to
[166]
be Ohio's problem if we start seeing
[168]
spillover and so there is a national
[170]
response that has to happen but
[172]
definitely the boots on the ground right
[174]
now as we see it we are working
[175]
extremely hard to prepare for these
[178]
waves of infection and trying to work
[181]
with all our partners in order to stand
[183]
that tide to make sure that we flatten
[185]
how many people show up at our doors
[187]
sick at once and that's why we're doing
[190]
all the social distancing that's why
[191]
we're doing all the communication to
[192]
make sure everybody knows what to do but
[194]
doctor I appreciate your your confidence
[197]
and can-do attitude which I think
[198]
everyone appreciates I just I keep
[200]
hearing listening to these governors
[202]
listen to the people on the health care
[203]
front lines say there's gonna be
[205]
shortages there are already shortages
[206]
we're talking about people talking about
[208]
making protective gear out of bandanas
[211]
and scarves is when you have kind of
[213]
paint a picture of what it's gonna look
[215]
like when this wave crashes down
[217]
obviously it's not gonna crash down with
[219]
the same force everywhere in the country
[220]
but it seems like there are plenty of
[222]
places where it is gonna crash down and
[223]
where there are gonna be shortages what
[225]
are the implications of that for the
[227]
fight against this the truck the fight
[229]
to treat this pandemic what it starts to
[231]
hit in the places that it hits hardest
[233]
listen that we certainly know that
[235]
there's going to be a lot of people and
[237]
there's gonna be a lot of people that
[239]
are going to get sick and what we're
[240]
also trying to do is we're trying to
[241]
prevent sickness from coming to the
[243]
healthcare provider because if we get
[245]
sick then there may not be enough people
[247]
to treat the individuals who are coming
[249]
in sick and so we all know that we're in
[251]
this boat together
[253]
listen in a crisis situation in a
[257]
pandemic all options are on the
[259]
and certainly we know with the you know
[261]
we're looking for m95 masking well we're
[264]
not we don't you know where the the
[265]
recommendations are are so that we don't
[268]
need as many n95 masks but we can use
[270]
surgical masks but if we can use
[271]
surgical masks you do whatever you can
[273]
in order to protect yourself and to
[276]
protect your patients and we are using
[278]
every option everything that is
[280]
available to us and you know again
[283]
hospitals are understand this and we are
[286]
you know taking in suggestions and ideas
[289]
from everyone from the nursing staff to
[291]
the respiratory technician to the to the
[294]
to the guard at the at the the parking
[298]
garage everybody is is giving us ideas
[301]
and we are taking each and every one I
[303]
can't say you know that it's going to be
[305]
pretty it's not going to be pretty this
[306]
is a pandemic this is a crisis you
[308]
prepare as best you can and let's be
[311]
honest this this virus has been throwing
[312]
us curveballs from the beginning and
[314]
yeah we've missed a few times and we
[316]
just have to get back into that batter's
[318]
box and try to hit it some more Maya
[320]
Wiley I want to ask you you know you
[321]
have been a longtime player in this in
[324]
this community here in New York and
[326]
you've seen Governor Cuomo you've seen
[327]
Merida Blasio react in a lot of
[329]
different situations to some very
[331]
difficult times I've given the alarm
[334]
that we've heard from the governor in
[336]
particular all week long talk a little
[339]
bit about about its kind of assess of
[340]
the state of your state in your city
[343]
right now and whether you think that you
[345]
know this possible for local government
[348]
for the city government for the state
[350]
government to be able to step in when
[351]
they're not getting apparently what the
[353]
governor has been begging for not
[355]
getting from the federal government what
[356]
they what they seem to need well I think
[358]
one thing that's important to know about
[360]
both New York State and New York City is
[362]
that we have a tremendous number of
[364]
public servants including the governor
[366]
himself in the mayor himself who have
[368]
actually been through this before so
[370]
they we had the Ebola crisis in 2014 and
[373]
I was working for City Hall when we had
[375]
that crisis whether it's the state or
[377]
the city there is a level of leadership
[380]
that has been planning for this kind of
[384]
emergency I think the issue is and what
[387]
we've seen from from the governor who's
[389]
actually raised some red flags around
[392]
the possibility that that the Trump
[393]
administration is still playing
[395]
partisanship at a time when we shouldn't
[398]
be seeing either red or blue in terms of
[402]
withholding some financial assistance
[404]
that New York had in the form of a
[406]
competitive grant for hospitals you know
[408]
he has asked for more ventilators and
[411]
he's right - because we know we don't
[413]
have enough when we have the most cases
[415]
in the country one of the things that
[417]
Mayor Bill DeBlasio did is he asked and
[420]
this was weeks before we got to the
[422]
situation where now our 11 public
[424]
hospitals we have a tremendous number of
[426]
residents who rely on public hospitals
[430]
they don't have private insurance many
[432]
of them may not have health insurance
[434]
through their jobs even though they work
[435]
multiple jobs and one of the things that
[438]
we're seeing is that our public
[440]
hospitals were working on finding 100
[442]
ICU beds for each Hospital weeks before
[446]
we were in a situation where they would
[448]
be overrun this is not a state or a city
[451]
in which local leaders have not been
[454]
taking steps to do everything they
[456]
possibly could I would say the same
[458]
thing for Washington State and
[459]
California Trump even praised California
[462]
and Gavin Newsom today that can't change
[466]
that no state or city can handle
[470]
something of this scale without national
[473]
leadership if you want to call this a
[475]
war and you want to call yourself the
[477]
commander in chief then you better
[479]
command and commanding respect means
[482]
demonstrating that you will do for the
[485]
people who are the citizens of this
[487]
country and the residents of these
[488]
cities so Nick I ask you about this
[491]
right I mean we started this week with
[493]
with Governor Cuomo saying the Army
[496]
Corps engineers I need them to come here
[498]
we are gonna be short of hospital beds
[499]
we're gonna be short of ICU beds
[501]
I need the Army Corps of engineer to
[503]
come here and start building I need them
[504]
now right it's Thursday
[506]
nobody's Sapir building those things
[508]
right now the president's talked about
[509]
trying to help Governor Cuomo he's
[511]
talked about the Army Corps of Engineers
[512]
he signed some some authorizations over
[515]
the course of last days but there's
[516]
still this kind of lassitude about the
[519]
about the his attitude towards it you
[521]
know the the things he said about we're
[523]
not postal clerks all just everything
[525]
feels like not that the president has
[527]
not seized this moment and said although
[528]
he's claiming to be a wartime president
[529]
and saying okay this is what's now about
[532]
to happen the federal government is
[533]
going to go student body left order to
[535]
provide everything that states need here
[537]
the all of these private sector
[539]
institutions but companies around the
[540]
country that are offering at this point
[541]
how can we help how can we make we will
[544]
shift our production to ventilators
[545]
we'll do whatever is necessary
[546]
somebody's got to tell us what needs to
[548]
be done and how to do it and when to do
[550]
it and get some financial support for it
[552]
none of that seems to be happening right
[554]
now
[554]
talk about how Donald whether whether
[556]
Donald Trump is missing this moment and
[558]
if he wants to try to live up to being
[561]
what he's trying to portray himself to
[562]
be which is a wartime leader what would
[564]
have to happen and how can he start
[565]
doing that I mean look the president is
[567]
missing an opportunity here to secure
[570]
his political future and the country's
[572]
future and that's what makes it so
[573]
surprising for a man who's so attuned to
[576]
the politics of everything that he seems
[578]
almost a bystander to his own white
[580]
house in this crisis seems almost to be
[583]
surprised by things that are being
[584]
mentioned at the podium next to him or
[587]
around him at all times you know he's
[589]
making a comment about how the US
[590]
government is not a postal clerk we own
[592]
the postal system and the US military is
[595]
probably the greatest and best mover of
[598]
material and people in the world they
[601]
are very good at this stuff
[602]
and moving quickly at doing large jobs
[605]
there's a lot of buttons he could be
[606]
pushing and you're right there does seem
[608]
to be this absence of urgency and I
[610]
think on this very show over the last
[612]
two years we've talked about what would
[614]
happen when this president was
[616]
confronted by a crisis that you know he
[619]
was us you know those beyond his own
[620]
making
[620]
right this is partly his own making but
[622]
we are now seeing a certain kind of
[625]
president with a certain skill set
[627]
confront this moment that is beyond him
[629]
and it is a bit frightening um you
[631]
should talk a little bit about about
[632]
this about the stuff the president said
[634]
today related to potential treatments
[639]
that might be brought to bear on on the
[642]
virus he made some statements today
[644]
about about some about having flash red
[646]
tape to allow for new kinds of trials of
[648]
those drugs I'm gonna ask the doctor
[650]
about it in a second but I'm I know
[651]
there was some confusion down there
[652]
today when the president said some
[654]
things in the president a press briefing
[655]
that then kind of had to be walked back
[657]
by some other officials at the federal
[659]
level talk talk us through what what he
[661]
said and what then got walked back and
[663]
what we now know to be the case with
[665]
respect to some of those kind of
[667]
promising potentially promising drug
[669]
treatments that might be on the horizon
[670]
well the president said that he was
[673]
eager to get treatment for the corona
[675]
virus out to the general public and what
[677]
he was said he was going to do was
[678]
change the regulations at the FDA so
[680]
that there would be a lot of different
[681]
drugs fast-tracked and in doing that he
[683]
also mentioned that there was already a
[685]
drug coming out of Africa that would
[687]
already be fast-tracked and that people
[689]
could already take then the head of the
[691]
FDA actually walked that back and said
[693]
look that drug is actually in clinical
[695]
trials those trials of course could take
[696]
months so this is not something that's
[697]
immediately available to people who
[699]
could get sick from this virus so that's
[701]
a big difference and we've seen the
[702]
president do this over and over again
[704]
where he's eager to say look this is all
[706]
that I'm doing when in fact that's not
[707]
what's happening that goes back to the
[709]
issue of testing he said early on weeks
[711]
ago anyone who wants a test can get a
[713]
test that was not true then it's not
[714]
true now so in this case when it comes
[716]
to these these drugs that the FDA is
[718]
looking at they have not been approved
[720]
yet the other thing to note is that
[721]
there are some senior officials at the
[723]
FDA who are very worried about the fact
[725]
that these are being fast-tracked they
[726]
say people could be harmed of course
[728]
there are people who could also benefit
[729]
from these drugs but there is the idea
[731]
that there could be some patients who
[732]
are given drugs that are not ready who
[733]
could then get even more sick if they
[735]
have the virus
[740]
