president Trump invoking the defense
[2]
production act to stop the export of
[5]
crucial medical supplies leave in the
[7]
u.s. Ainsley yes that's right Brian just
[10]
last night the White House chief of
[11]
staff Mark meadows and Senator Chuck
[13]
Schumer they sat down they talked about
[15]
how to implement the Act even discussing
[17]
Azhar - maybe oversee production and
[20]
distribution here with more is the
[24]
defense production act policy
[26]
coordinator at the administration Peter
[28]
Navarro Peter good morning to you thank
[29]
you very much for joining us from the
[30]
White House about the conversation
[33]
between you bet between Chuck Schumer
[37]
and Mark meadows last night what is
[38]
Chuck Schumer interest today I'll let
[41]
mark and check report to you directly
[43]
but the issue is basically how to use
[46]
the defense production act productively
[48]
to save lives in American really there's
[51]
three ways to use it one is in the
[53]
allocation of resources we have which is
[56]
to make sure that the supply chain has
[58]
enough so that we can make the
[60]
ventilators we don't want to run out of
[61]
components in the supply chain we also
[64]
in terms of allocation want to make sure
[66]
that when we manufacture something that
[68]
gets to the right people the other
[70]
second thing is mobilization of the
[73]
industrial base and that can mean
[75]
repurposing factories like GM and Ford
[78]
are now turning their auto production
[80]
into making ventilators and the third
[82]
thing basically is cracking down on the
[85]
kind of black market and profiteering
[87]
that is arisen and so far the president
[91]
Trump has signed numerous defense
[93]
production Act orders acting on all of
[96]
those fronts a GM order to get them to
[98]
make ventilators an allocation order to
[101]
help the ventilators manufacturers have
[103]
enough components and we are locked and
[105]
loaded right today at the border with
[107]
Customs and Border Protection ready to
[109]
crack down on black market profiteering
[112]
in this country and Department of
[115]
Justice bill Barr has already busted
[117]
somebody in in New York in New Jersey
[120]
and that within 24 hours that grab an
[122]
80,000 masks those were sent to the
[126]
front lines
[127]
war on the virus in New York so that's
[129]
that's what the defense production act
[131]
debate is all about and and president is
[134]
using it every day using his orders
[137]
right and I know you're doing a great
[139]
job behind the scenes is trying to get
[140]
the whole world together Peter let's
[142]
just talk about in Axios report that
[144]
yesterday in the Situation Room you
[146]
walked in very proud of the acquiring
[149]
more hydroxychloroquine and doctor foul
[152]
he was very negative on it and evidently
[154]
you guys had a heated exchange can you
[157]
shed some light on that for us sure
[159]
there was no pride there it was simply
[161]
on Saturday there was a meeting of the
[164]
task force and the question before the
[166]
taskforce was this Brian we have 29
[170]
million tablets 29 million tablets of
[173]
hydroxy in FEMA warehouses and the
[176]
question before the group was should we
[178]
surge that that hydroxy into the hot
[182]
zones and the task force unanimously
[185]
voted to do that with the proviso that
[189]
this can have side effects and that it
[192]
has to be dispensed not by the federal
[193]
government but by the patient-doctor
[195]
relationship the third thing I can tell
[198]
you about the the meeting and the
[201]
discussion was there was some discussion
[203]
about the numerous studies that are out
[206]
with regard to efficacy it is true there
[209]
is no 100% proof that this works on the
[214]
other hand there's numerous studies that
[215]
are that are coming out now including
[217]
the latest one which is randomized that
[219]
shows therapeutic efficacy the other
[223]
thing I should tell you is that in the
[226]
city of New York if you're a patient in
[228]
the New York Health and Hospital System
[230]
which is 11 hospitals run by dr. Mitch
[234]
Katz any patient virtually every patient
[237]
that presents with kovin 19 is given a
[241]
cycle of hydroxy and when I asked dr.
[245]
Katz why was because the federal
[246]
government was telling you to do that or
[248]
because he thought it may work and he
[251]
said very clearly that it may work so
[253]
that was the sum and substance of the
[255]
discussion the media is trying to blow
[257]
it up
[258]
as a big big debate but I can tell you
[261]
that within the room the decision was a
[264]
sound one and it was unanimous so what
[267]
what is doctor foul she want does he
[269]
want more testing
[271]
look I'll let I'll let Tony speak for
[274]
himself he you know you've seen he takes
[278]
the view that it's it's important to
[280]
have controlled studies randomized
[282]
studies and to go through the science
[285]
and come to the other end and determine
[287]
what's going on and as in social
[288]
scientists myself I totally agree with
[290]
that but there's also the point of view
[294]
that we are in war president Trump is a
[296]
wartime president in the fog of war we
[299]
might take more risk than we otherwise
[301]
would and given the track record of the
[305]
drug over many many years treating
[306]
malaria and there are side effects but
[309]
it's been used a lot in in lesser doses
[313]
the decisions been made by many doctors
[317]
to prescribe describe it and if it saves
[321]
lives
[323]
that's a beautiful thing I think history
[325]
will judge who's right on this debate
[327]
but I bet on president Trump's and
[330]
intuition on this one because of all the
[332]
doctors I've talked to and all the
[334]
scientific papers I've read and they're
[336]
about this high yeah of course that's a
[341]
conversation that every patient needs to
[343]
have with their doctor to figure out sir
[345]
is the best care for them Peter there's
[347]
a story in the New York Post that
[349]
apparently the administration is
[350]
considering suing China because toward
[353]
the end of last week we heard about a 3m
[356]
is trying to you know they're keeping
[359]
masks that they're producing in
[361]
different countries according to this
[363]
story it says that as early as January
[366]
China was preventing any of those masks
[370]
that 3m was producing from leaving China
[372]
and so now the administration is is
[375]
thinking about somehow brushing back at
[377]
China saying you know you obviously
[379]
probably knew that there was a need
[381]
there we needed stuff what's going on
[384]
behind the scenes
[385]
sure as Steve a couple of things first
[387]
of all I've been part of no discussion
[389]
that's talked about suing China on
[391]
this the separate issue though is a
[394]
serious matter we know that that China
[397]
knew about the virus as early as mid
[401]
December we know that for a period of
[403]
about five to six weeks they hid the
[407]
dangers from the rest of the world even
[410]
as Chinese citizens were flying around
[413]
the world seeing the world with the
[414]
virus but what looks like from the day
[417]
to Steve and this is this is a serious
[419]
matter
[420]
it looks like during that interval China
[423]
was basically attempting to corner the
[425]
market in personal protective equipment
[428]
including masks so they were buying
[430]
large quantities masks gloves goggles
[434]
respirators from the rest of the world
[436]
at a time when the world was still
[438]
sleeping with respect to the dangers of
[441]
the virus and the Chinese customs data
[446]
shows one statistic that I think every
[448]
American should should sit up and and
[451]
really stare at 2.2 billion masks China
[456]
bought between January 24th and the end
[459]
of February and and look if the
[462]
Americans are getting infected because
[465]
they don't have a mask Italians are
[467]
dying because they don't have masks
[468]
health care professionals are going down
[470]
and if I think if if those statistics
[473]
are telling a story about China
[476]
basically going out and trying to corner
[478]
the world market at PPE when they knew
[481]
the dangers and didn't tell them the
[482]
rest of the world I think that's a
[484]
significant discussion we need to have
[486]
at least after this is all over because
[488]
that's a serious matter so so Peter I
[492]
don't know if you saw the top Bart show
[494]
but we interview the CEO of Maimonides
[496]
Medical Center in New York City and they
[498]
need to lead everything and he says
[500]
emergency and there is a belief that a
[502]
lot of stuff you're sending is not
[504]
getting directly to the hospitals
[506]
there's some type of bureaucratic holdup
[508]
and the execution of the PPEs and the
[512]
ventilators what is the system and is
[515]
there any way to cut through that red
[517]
tape and get it to Brooklyn well we're
[521]
we're skating to where that wax pucks
[523]
going to be
[524]
even as we speak for example in the New
[526]
York health and hospital system what we
[529]
what we've done with with that system
[531]
and others is to get a 30-day list of
[534]
everything they need and then to deliver
[536]
those peeny directly to the hospitals so
[540]
I understand what you're saying and
[542]
we're shifting but unfortunately a lot
[545]
of the stuff early on that we had been
[547]
sending to the the warehouse is up in
[551]
Albany that's run by the state wasn't
[553]
moving with all due speed down to the
[555]
hospital system but Brian this is like
[558]
this is a moving target and as as we
[561]
learn about that logistics there we're
[564]
helping to fix them here the other thing
[567]
I should tell you and to give comfort to
[570]
the people in the New York New Jersey
[571]
area is the we are massing on point this
[576]
week because we know this is the most
[578]
crucial part of the war against the
[581]
virus in the New York New Jersey area
[583]
and we are throwing everything we can
[585]
add it in in a tactical and strategic
[588]
way to make sure that that we minimize
[590]
the casualties in this war and I
[593]
couldn't be proud of this president I
[595]
couldn't be prouder of all the private
[596]
companies that are that are sending
[598]
stuff here and I couldn't be prouder of
[602]
the people on this team at FEMA HHS vice
[605]
president's Task Force
[607]
Peter Navarre thank you so much take
[611]
care take care of yourselves in that
[612]
