Today we have come with the most important post in Union Government,

which is known as Comptroller and Auditor General (CAG) of India

No need to panic about the name,

because I will explain you all you need to know about this post.

Comptroller refers to a person responsible for reliable operations related to accounts of a government or a non-profit organization.

Auditor refers to the person responsible for examination and investigation.

So who is CAG and what does he do?

CAG of India is the officer of Union Government and State Government,

who examines the receipts and expenditures
[53]
The post of CAG is based on Article 148 of Indian Constitution.

He is the head of Indian Audit and Accounts Department.

His main responsibility is to make sure that the union or the state government

does not spend any money from the consolidated funds without legislative appropriation.

Now, what is Consolidated Fund?

The revenue that the Government makes through Direct or Indirect taxes
[79]
and the expenditures that it does, together form the Consolidated Fund of India.

There are a few exceptions, of course.

Who appoints CAG?

Just so that the CAG does not come under political pressure,

he is appointed on the recommendation Prime Minister by the President.

However, neither the Prime Minister nor the President can remove him from office, within there own authority.

CAG can be removed from office only on 2 conditions.

First that he attains the age of 65 or if he is ‘impeached’.

CAG is appointed for 6 years and he is the secretary to government of India.

What are the roles and responsibilities that make the CAG such an important figure?

have been mentioned in a 1971 Act passed by the Parliament

In which an amendment was made in 1976.

CAG audits the finance of Union Government and presents the annual report to the President

and presides for later discussion in front of both the houses of Parliament.

CAG is responsible to ensure that

before spending public money from Consolidated Fund it must be approved by the Parliament

CAG also handles Trade and Manufacture, balance sheets, etc of Government Department.

the grants given to the authorities are also audited by the CAG.

What special work have been done by CAG till now?

Recently 2G spectrum case, Commonwealth Games scam,

Fodder Scam were discovered after the audit of CAG

But now you must be curios to know who is our present CAG.

The present CAG of India is Mr.Rajiv Mehrishi,

his tenure began on 25 September 2017.

He is 13th CAG of India.

Mr. Mehrishi is the chairman of United Nations Board of Auditors

and also an external auditor of World Intellectual Property Organization.

His Achievements

Mr. Mehrishi is in a senior position in public services for almost 4 decades.

Before being appointed as the CAG, he was the Home Secretary of Government of India.

The list of their previous positions is long, such as:

Finance Secretary, and Secretary of Overseas Indian Affairs,

Chief Secretary in Provincial Government of Rajasthan,

Chairman of Indira Gandhi Nahar Board, District Magistrate and Collector of Bikaner.

He was also the Minister of Agriculture, Cabinet Secretariat and President’s Secretariat
