We Begin tonight with an absolutely
[2]
Unforgettable Friday on Capitol Hill as
[4]
a deal is finally reached and a bill is
[6]
passed on the bipartisan infrastructure
[8]
Bill Congressional correspondent Chad
[10]
pergram breaking it all down for us
[12]
tonight what a day Chad
[14]
good evening Kevin the House of
[15]
Representatives tonight has awarded
[17]
President Biden a major component of his
[20]
economic agenda on a bipartisan vote the
[24]
house approved a 1.5 trillion dollar
[26]
infrastructure Bill
[28]
228-206 13 Republicans voted yes six
[32]
Democrats voted no this came after the
[35]
President worked the phones all day he
[37]
also called into a meeting of
[39]
progressive members there was a truce
[41]
between liberal and moderate Democrats
[43]
who held up the bill throughout the day
[47]
we need to get both bills done we've
[49]
always said we need to get both bills
[51]
done and tonight we have an agreement
[52]
that will get both bills done we're
[55]
going to trust each other because the
[57]
Democratic party is together on this we
[60]
are united that it is important for us
[62]
to get both bills done we have also
[64]
reached an agreement to move forward on
[66]
a common sense build back better
[68]
reconciliation Bill assuming the
[70]
Congressional budget office fiscal
[72]
analysis is consistent with the White
[73]
House Financial numbers we received last
[75]
night
[76]
here's the agreement moderates pledged
[78]
to support the social spending plan in
[81]
its present form so long as the house
[82]
considers it by the week of November
[85]
15th liberals agreed to back the
[87]
infrastructure package tonight liberals
[89]
raged at how Democratic leaders tried to
[91]
force the issue
[93]
well the whole day was a cluster right
[96]
um but beyond that uh you know I was
[99]
just up there when we were going through
[101]
all this a little while ago you know an
[102]
hour ago or so I thought everyone was
[105]
working in a very congenial way I mean
[107]
Rank and file members figured out how to
[108]
get done
[110]
other liberals took out their
[112]
frustrations on moderates
[114]
look we began today with what we thought
[117]
was an understanding uh ready to cast
[119]
our votes and a very small cohort of our
[122]
colleagues moved the goal posts so we're
[125]
trying to put the toothpaste back in the
[126]
tube at this point
[129]
the social spending bill is far from
[131]
finished House Majority Leader study
[133]
Hoyer says it won't be up until later
[135]
this month moderates still want a price
[137]
tag regardless the Senate will change
[139]
the house plan and eventually perhaps in
[142]
December the house must eat whatever
[145]
changes the Senate makes Kevin let me
[148]
ask you about that because Chad
[150]
According to some reporting out there
[152]
this could be much more expensive so I'm
[155]
just curious about the CBO analysis how
[158]
long might that take before we get
[159]
something like that to chew over
[161]
we're thinking about a week week and a
[163]
half that's why the moderates wanted to
[165]
hold off on this vote because they
[167]
wanted a final evaluation they had some
[169]
scores from the committee on taxation
[172]
joint committee on taxation here on
[174]
Capitol Hill and from treasury but keep
[176]
in mind in the Senate they have strict
[178]
budget rules it has to be what they
[180]
consider to be budget neutral and you
[182]
have Joe manchin and Kirsten Cinema the
[184]
two Democratic moderate Senators
[186]
watching that so whatever changes there
[188]
might be some expensive things in this
[190]
bill from the house that they take out
[192]
to meet those budget rules in the Senate
[195]
and then kick it back to the house and
[196]
when you lose some votes in the house
[198]
remember Nancy Pelosi only has three
[200]
votes to play with you know if you have
[201]
much attrition there that might not pass
[204]
in the house you could have something
[205]
that can get through the Senate but not
[208]
through the more liberal house Kevin
[209]
rapid fire really quick a couple more I
[211]
want to throw your way did the
[213]
progressives blink tonight
[215]
both sides blinked a little bit here
[217]
frankly uh I mean the fact that uh the
[219]
progressives had always wanted the
[222]
infrastructure bill and the social
[224]
spending Bill packaged together that did
[226]
not happen tonight let me ask you why
[229]
did 13 Republicans sign on on this
[232]
well remember these are moderate
[233]
Republicans a lot of them are from
[235]
somewhat swingish districts when you
[237]
look at John catco from upstate New York
[239]
uh Tom Reed from upstate New York Chris
[241]
Smith from New Jersey those are some of
[243]
the Republicans there uh others you know
[245]
who sway a little bit toward the
[246]
Democratic party Anthony Gonzalez a
[249]
republican from Ohio those were some of
[251]
the Republicans who voted yes and don't
[253]
forget that there was a big vote by
[255]
Republicans in the Senate who signed on
[257]
to this including the Senate minority
[259]
leader Mitch McConnell yes indeed he did
[261]
Chad program for us tonight long day for
[263]
you thank you my friend as always we
[264]
appreciate that
