informational webinar for the

Educational Technology, Media and
Materials for Individuals with
[12]
Disabilities Program. This webinar is for
the 20 FY 2019 Stepping Up Technology
[18]
Implementation Grant Competition
administered by the Office of Special
[21]
Education Programs or OSEP. My name is
Terry Jackson I'm a project officer at
[26]
OSEP, and I'm also the competition manager for the specific grant funding
[30]
opportunity. I'll provide an overview for the purpose
[35]
of the educational technology media
materials program and the absolute
[39]
priority which is the stepping up
technology implementation as well as
[43]
submission procedures, formatting
recommendations, sections of the
[47]
application selection criteria and the
general requirements. The purposes of
[55]
the OSEP educational technology media
materials program is to improve results
[59]
for students with disabilities by
promoting the development, demonstration,
[63]
and use of technology; Support
educational activities designed to be of
[67]
educational value in the classroom for
students with disabilities; Provide
[72]
support for captioning in the video
description that is appropriate for use
[74]
in the classroom and; Provide accessible
educational materials to students with
[79]
disabilities in a timely manner. The
purpose of the absolute priority is to
[85]
identify strategies needed to
effectively implement technology tools
[90]
based on promising evidence that benefit
teachers, children with disabilities, and
[95]
children with high needs develop and
disseminate products that will help a
[99]
broad range of sites to understand use
and implement these technology
[104]
tools, provide ongoing coaching and
professional development supports
[107]
educators that allow them to integrate
the technology into classroom curriculum
[111]
or early childhood programs to support high expectations with children disabilities,
[116]
service providers, and families and scale
up and disseminate to additional sites.

Now I want to talk about the
requirements for the absolute priority
[130]
that applicants must include in the
application. First they must include a
[135]
project design that is based on
promising evidence a logic model or
[140]
conceptual framework that depicts at a
minimum the goals, activities, project
[145]
evaluation methods, project evaluation
methods, performance measures, outputs and
[151]
outcomes of the proposed project. The plan to implement the activities described in
[157]
the project activities section of this
priority. A plan linked to the proposed
[163]
projects logic model or conceptual
framework for formative evaluation of
[167]
the proposed projects activities, that
plan must describe how the formative
[172]
evaluation will use clear performance
objectives to ensure continuous
[176]
improvement in the operation of the
proposed project including objective
[180]
measures of progress and implementing
the project and ensuring the quality of
[183]
products and services. The documentation
assuring that the final products
[191]
disseminated to help sites effectively
implement technology tools will be an
[195]
open educational resource and licensure
in open access licensing authority. Open
[202]
educational resources are teaching and
learning materials that the public may
[205]
freely use and reuse at no cost
unlike fixed copyrighted resources. OERs
[211]
have been authored or created by an
individual or organization that chooses
[215]
to retain few if any ownership rights
and then we have the link here that you
[219]
can retrieve more information about OERs.

You must also include documentation that
the technology tool used by the project
[232]
is fully developed based on promising
evidence and addresses at a minimum the
[237]
following principles of Universal Design
for Learning that includes multiple
[241]
means of presentations, multiple means of expression, multiple means
[245]
of expression engagement. I want to emphasize here that this grant competition is
[251]
about the implementation of a fully
developed existing technology with
[255]
promising evidence. So if there's any parts of the technology that
[259]
needs developing it should be very minor.
[264]
Projects must also include a plan for
how the project will sustain the work
[268]
after funding ends as well as a plan for
how the applicant will
[273]
recruit and select the three development
sites, the four pilot sites, and the ten
[277]
dissemination site. Please note
applicants must include the names of the
[281]
school sites or LEAs for the
development of pilot sites only.
[286]
Dissemination sites are determined along
with a OSEP Project Officer if an applicant
[290]
is funded. The development sites are
where the iterative development of the
[298]
products and resources intended to
support the implementation of technology
[301]
tools will occur, applicants must start
implementing the technology to one
[306]
development site in year one of the
project period, and two additional site
[309]
development sites in year two. The pilot
sites are where the applicants are
[313]
testing or trying out the technology
along with formative evaluation and
[318]
refinements of the products and
resources will occur. Applicants must
[321]
work with the four pilot sites during
years three and four
[325]
of the project period. The dissemination
sites will be selected if the project is
[331]
extended for a fifth year. This is also
about the dissemination sites are is
[336]
also about scaling up the work and
refining the products were used by teachers
[340]
in evaluating the performance of the
technology tools. Sites will see in the
[345]
dissemination sites will receive less
technical assistance from projects been
[349]
developed in the development of pilot
sites. Also at this stage
[354]
dissemination sites will extend the benefits of the
[357]
technology tool to additional students.
[362]
The applicants should note that a site
may not serve in more than one category.
[367]
So for the four pilot school sites, the
four pilot school sites must be
[374]
different from the three development school sites and the ten
[378]
dissemination sites must be different
from the development pilot sites . So
[382]
at the end of the project an applicant will have worked with at least 17 different school
[387]
sites combined. Additionally a minimum of two of the seven development and pilot sites
[393]
must be in settings other than
traditional public elementary and
[396]
secondary schools. A minimum of three of
the 10 dissemination sites must be in a
[400]
setting other than the traditional
public elementary and secondary schools
[404]
where students students are served under
IDEA. Applicants must also provide
[412]
information on the development and pilot
school sites including student
[416]
demographics and other pertinent
pertinent information where children are
[419]
supported under IDEA and the school sites
identified for comprehensive or
[424]
targeted support and improvement under
ESEA.

Applicants must also include a budget
for attendants at the following at a one
[435]
and a half day kickoff meeting to be
held in Washington DC at the receipt of
[439]
an award and an annual planning meeting
it's also held in Washington DC with the
[444]
OSEP project officer and other relevant
staff during each subsequent year of the
[449]
project period. Applicants must also
include a three-day
[455]
project directors conference in
Washington DC during each year of the
[459]
project period and two annual two-day
trips to attend department briefings,
[464]
department sponsored conferences, and
other meetings as requested by OSEP.
[472]
Please know that applicants should
carefully review the project activities
[475]
that follow the priority requirements in both the NIA and in the
[479]
full application.
[484]
The technology implementation grant opportunity has a
[487]
CFDA number of 84.327s. This is a
five-year project for that's being
[495]
funded between 450,000 to 500,000
dollars per year. So the applicants
[501]
budgets should be $500,000 or less for
each of the five project years. Eligible
[508]
applicants for this grant competition
include SEAs,
[510]
LEAs including public charter schools
that are considered LEAs under state law,
[516]
IHEs, other public agencies, private
nonprofit organizations, outlying areas,
[522]
freely associated States, Indian tribes or tribal organizations
[527]
and for-profit organizations.
[535]
Registering in the systems of for award
management is also required before
[539]
submitting an application. We strongly
encourage you to start this process as
[544]
soon as possible the NIA provides
additional information on registering
[548]
on SAMs. Once the SAMs registration is
active it will take between 24 to 48
[553]
hours for the information to be
available in grants.gov and applicants
[557]
must be submitted through grants.gov.
Applications must be submitted
[560]
through grants.gov. Applicants who are
unable to submit an application via
[565]
grants.gov by the application deadline
due to inactive SAMs registration will
[570]
not be considered for funding. At the
time of this recording, the NIA is
[579]
not available so please check the NIA
closely for the closing date for this
[582]
grant opportunity. Applicants having
problems submitting to grants.gov before
[587]
the closing date should contact
grants.gov customer support at
[592]
1-800-518-4726. Applications will not be accepted
[598]
after 11:59:59 p.m. Eastern time
of the closing date and there are no
[604]
exceptions to this. Applicants are strongly encouraged to verify the
[609]
grants.gov received the application
[613]
submission on time and that the
submission was validated successfully.

Applicants can verify through the track my
application link on the grants.gov
[621]
that a successful submission will
have the date and time
[625]
received in G5 earlier than 11:59:59 p.m.
Washington DC time on the deadline date.

As the application moves successfully
between grants.gov and the department's
[637]
G5 system the status moved through 3 status: Validated, Received by
[645]
agency, and finally Agency
tracking number will be assigned.

All applications must be submitted
electronically in either PDF or
[657]
Microsoft Word and we recommend
applicants submit all documents as
[661]
read-only flattened PDFs. Any fillable PDF
files must be saved and submitted as non
[667]
fillable PDFs. When a department's G5
system successfully retrieves an
[672]
application from grants.gov a second
confirmation is regenerated, this second
[677]
confirmation includes the proposal
request number or PR award number. This
[682]
number typically begins with the letter
H followed by the CFDA number and alpha
[687]
the two last digits of the federal
fiscal year. And finally a four digit
[692]
number that is generated in the
order in which the applications are
[697]
received. For example the first
applications the first application
[701]
submitted through the stepping up
technology grant program in 2019 will
[705]
receive a PR award number of H 327S.19.001
[713]
All of our funding opportunities CFD
numbers start with H the 327 S
[718]
is the funding opportunity for our
technology program, 19 is the year
[722]
and the last four digits 0001 is the order the application was
[727]
submitted. We discourage paper
applications but if electronic
[735]
submission is not possible such as not
having access to Internet an applicant
[739]
must do certain things. They must
provide a written statement of intent to
[743]
submit a paper application no later than
two weeks before the application
[746]
deadline which is 14 calendar days. The
applicant must mail or fax a written
[753]
statement to the department explaining
the reason for their exception
[756]
preventing you from using
Internet to submit your application and
[760]
submit original application and along
with two copies on or before the
[765]
application deadline to the department. I
have to say that we haven't had paper
[769]
submission over the past two years,
but if you are needing an exception this
[774]
is the process.
[777]
Applicants requesting a submission exemption must provide a
[782]
written statement of intent to submit a
paper application and mail to me at the
[786]
address listed here. If you mail your
written statement to the department it must
[791]
be postmarked no later than two weeks
before the application deadline. So again
[795]
make sure you check in the when the NIA does come out to check the deadlines.

A few words about formatting
recommendations of the application. First
[808]
the application narrative which is part
three is where applicant addresses
[812]
selection criteria that reviewers used
to evaluate the application. We recommend
[817]
the following formatting guidelines. That
the page limit in the narrative section
[821]
should be no more than 50 pages with
one-inch margins double-spaced. All text
[826]
in the narrative section including
charts, tables, screenshots, graphs,
[831]
headings, footnotes, and citations. And use a 12.5 inch font in one of the
[837]
following: Times New Roman, Courier, Courier New, or Arial.

A page is considered 8.5" x 11" on one side only with one-inch
[853]
margins at the top, bottom, and both sides. Page limit and spacing does not apply to
[859]
Part 1 - the cover sheet, or Part 2 the
budget section, or Part 4 the
[863]
assurances and certifications, or the
abstract page.

The abstract should precede the table of
contents and application narrative.

The abstract template is located in the
hyperlink in the slide and is also in
[880]
the application be included in the
application package. Again four parts of
[886]
the application include Part 1 which
is the application for federal
[890]
assistance which includes the SF-424
form, Part 2 is the budget information
[896]
and that's form 524, Part 3
is the application narrative, and Part
[902]
4 are the insurances and
certifications.

Reviewers will be instructed to review
content of Appendix A as they review the
[913]
application narrative but they will not
be required to review any other
[918]
appendices. Appendix A is to be used only
for charts, tables, figures, graphs,
[926]
screenshots, and logic models that
provide information directly relating to
[931]
the application requirements for the
narrative. It should not be used for
[935]
supplementary information.

Listed here are the selection criteria
that reviewers will be using in
[945]
evaluating individual applications. Each of the selection
[949]
criteria have assigned point values. We
have six different selection criteria.
[955]
Significance which is worth 10 points.
[960]
Quality of Project Design worth 20 points,
Quality of Management Plan for 20 points,
[966]
Adequacy of Resources for 10 points, and
Quality of the Project Evaluation that is
[973]
worth 15 points. So there will be a total
of 100 possible points that an applicant
[978]
can earn. Applicants should carefully
review all selection criteria and sub
[983]
criteria and address all in their
applications.

Whats in here is the criteria for
significance which is worth 10 points
[993]
and its sub criteria. As you see listed
here that the five factors are sub
[1000]
criteria under significance include the
significance of the problem are issues
[1005]
to be addressed by the proposed project,
the magnitude or severity of the
[1009]
proposed problem to be addressed by the
proposed project,
[1013]
the extent to which specific gaps or
weaknesses in services, infrastructure,
[1019]
or opportunities have been identified and
will be addressed by the proposed
[1022]
project including the nature and
magnitude of those gaps or weaknesses.
[1030]
The potential contribution of the
proposed project to increase knowledge
[1035]
or understanding of educational problems
issues are effective strategies; and the
[1041]
potential replicability of the proposed
project or strategies including as
[1045]
appropriate the potential for
implementation in a variety of settings.
[1051]
So I'm not going to read each of the
sub criteria here for
[1055]
for the remaining five selection
criterion but please note that the
[1059]
selection criterion are also in the NIA
and the application package an applicant
[1064]
should carefully review. Here is the
quality of project here for the quality
[1069]
of project services is worth 25 points.

The quality of project of the project
design is worth 20 points, and it's
[1080]
following sub criteria.

Here's quality of management plan and its
worth 20 points and it's following in

Adequacy of resources worth ten points.

Quality of project and project evaluation it's
worth 15 points.

In addition to the six selection
[1111]
criteria applicants will also need to
address General and Special Requirements.

Applicants should list in the table of
contents all general and special
[1120]
requests, special and other requirements
for the priority and along with the
[1124]
corresponding page number or number
where requirements are addressed within
[1128]
the application. This will assist
reviewers in the review process.

The general special requirements for
this particular priority are projects
[1141]
funded under this notice must make
positive efforts to employ and advance in
[1144]
employment qualified individuals with
disabilities in project activities, and
[1148]
you can see this under Section 606 of
IDEA. And applicants and grant recipients
[1155]
funded under this notice must involve
individuals with disabilities or
[1158]
parents of individuals with disabilities
ages birth through 26 in planning,
[1163]
implementing, and evaluating the project
and you can see this under
[1168]
section 682(a)(1)(a) of IDEA.
