[1]
what does Russian Reliance on the Wagner
[4]
group in its current War mean for
[5]
ukrainians what can 1 000 far-right
[8]
mercenaries do that tens of thousands of
[10]
regular Russian soldiers could not it's
[13]
unlikely they can win this war for
[14]
Russia but given their history it seems
[17]
certain that they can kill a lot of
[18]
innocent people trying
[20]
me now are Ali sufane former FBI
[22]
counterterrorism agent and former
[24]
Ambassador Nathan sales who served in
[26]
the Trump Administration as acting under
[27]
Secretary of State for civilian security
[29]
democracy and human rights together they
[32]
wrote a recent NBC News opinion essay on
[34]
Putin's uh close Affinity with neo-nazis
[38]
including among his mercenaries thank
[40]
you both for joining me Ali let me start
[42]
with you Putin says he needs to
[44]
denounceify Ukraine and to do it he's
[46]
called in actual Neo-Nazi contractors
[49]
just how widespread is far right
[51]
sentiment among these mercenaries
[54]
generally and in Wagner in particular
[63]
Ali you might be muted can we we can't
[66]
hear you
[68]
apologies this is one of the
[69]
disinformation campaigns that Russia is
[71]
doing and it's interesting that this
[73]
information campaign of the Kremlin is
[76]
basically connected to the same
[78]
individuals uh gentleman that you
[80]
mentioned who also in charge of the
[84]
Wagner group and behind the Wagner group
[86]
Russia has been
[88]
promoting uh have been recruiting
[91]
neo-nazis and extreme far-right groups
[94]
from all over Europe frankly and and the
[97]
the United States the currently
[99]
investment Ambassador sale our sales was
[102]
involved in
[104]
um uh classifying the Russian imperial
[106]
movement as a terrorist organization in
[110]
the United States because of the
[112]
involvement that Russia was trying to do
[116]
in U.S among far-right organizations not
[119]
only that put a look at it in a more
[121]
strategic perspective he used this
[123]
information in groups like a Wagner
[125]
group to expand foreign influence I've
[128]
got to expand the gremlin's influence in
[130]
Western countries but also you have a
[133]
structural base to reach out to many
[136]
far-righty groups and have them come to
[139]
Russia and be part of the Russians
[141]
influence operations for example in
[144]
Saint Petersburg they do an event hosted
[147]
by the international conservative uh
[151]
movement the international national
[153]
conservative movement which is basically
[155]
very similar to how the jihadis and
[158]
Al-Qaeda used to have maktabul kadamat
[160]
they ask all these groups to come over
[162]
and then the Russian imperial movement
[164]
and Wagner groups start targeting uh
[167]
very violent neo-nazis to be part of
[170]
their movement so uh Mr Putin is not
[174]
trying to denasify Ukraine Mr Putin is
[177]
using uh Nazis in order to expand his
[181]
influence not only on Ukraine but also
[183]
to divide Western societies
[186]
I'm about to say I was given all of that
[188]
last week Ukrainian President Vladimir
[190]
zielinski asked Joe Biden to designate
[192]
Russia as a state sponsor of terrorism
[194]
what would such a move mean and do you
[196]
think it's warranted
[198]
well the state-sponsored terrorism
[199]
sanctioned is about as strict as it gets
[202]
um that's the gold standard when it
[204]
comes to U.S sanctions on foreign
[207]
countries
[208]
um it cripples the economies of these
[210]
countries uh it makes trade very
[212]
difficult it makes exports uh next to
[215]
Impossible
[216]
um and it's something that I think the
[218]
Biden Administration should look at very
[219]
very closely look Putin has done far
[222]
more than what other countries have done
[224]
to get themselves on the state sponsor
[226]
of terrorism list remember North Korea
[228]
got put back on the list in part because
[230]
uh Kim Jong-un was using prohibited
[233]
chemical weapons to assassinate a family
[236]
member who was seen as a threat to his
[238]
rule does that sound familiar I mean
[240]
this is a page right out of Vladimir
[242]
Putin's Playbook having poisoned
[244]
opposition figures uh with polonium and
[246]
novichok across the European continent
[249]
and that's really just the tip of the
[251]
iceberg Vladimir Putin's Russia has been
[253]
bankrolling terrorist groups groups like
[256]
The Russian imperial movement which was
[258]
was designated in the last
[259]
Administration he's been targeting
[262]
civilians for execution including in the
[266]
most brutal and horrific ways imaginable
[268]
it sure seems like Putin's regime meets
[272]
the standards and I think it's something
[273]
the administration should look at very
[275]
closely
[277]
so Ali Vladimir Putin's far-right
[279]
connections and sympathies are well
[280]
established but to what extent is he
[283]
right or are critics right about
[284]
Ukrainian elements also having Neo-Nazi
[287]
ties in particular what would she make
[288]
what should we make of the azov
[289]
Battalion which is part of Ukraine's
[291]
civil defense structure and which a lot
[293]
of supporters of the Russian government
[294]
point out well you know they're right
[296]
there is a Neo-Nazi group within the
[298]
Ukrainian what's your response when
[299]
people say that
[300]
sure you know we were probably I was
[304]
probably one of the first people who
[305]
started talking about as often as of
[307]
Italian and it's a connection to some
[309]
Neo-Nazi groups uh early on however
[312]
after the election of President
[313]
zielinski there was significant pressure
[316]
from the Ukrainian Administration and
[318]
frankly from the U.S Administration to
[320]
disconnect
[321]
the relationship between azov and the
[324]
National Guards in Ukraine and actually
[327]
that led to kind of cutting the wings of
[330]
many of the neo-nazis who are associated
[332]
with as of
[333]
um you know Ukraine is a western society
[336]
neo-nazis and white supremacy is a
[338]
disease in many Western societies and
[340]
yes they have it but also Ukraine is a
[343]
country that has a Jewish president
[345]
whose family survived the Holocaust and
[348]
since he has been elected he worked very
[350]
hard to uh you know to clip at the power
[354]
of these organizations
[356]
um as of it's not the same uh you know
[358]
it does not have the same power that it
[360]
used to to have before and if you look
[362]
at the Neo-Nazi organizations and groups
[365]
and if you look at the ecosystem of
[367]
frankly the far right to include here in
[369]
the United States they are all
[371]
sympathetic not to zelinski they are
[373]
sympathetic to Putin either they defend
[375]
Putin uh straight they defend Putin or
[378]
at least they see the conflict in
[381]
Ukraine uh through his lenses
[384]
I must say of course just returning to
[386]
Wagner lots of Nations have private
[388]
military companies so I have to ask you
[390]
served under a president Donald Trump
[392]
who gave clemency to several convicted
[394]
or accused American war criminals and
[396]
not just military men he pardoned for
[398]
Black Water guards who had been
[399]
convicted of killing 14 Iraqis and
[401]
wounding 17 others when they fired into
[403]
cars in traffic in Baghdad in 2007
[406]
unprovoked it was a ghastly case and
[408]
Trump exonerated those American
[410]
mercenaries doesn't that sort of
[412]
hypocrisy and whitewashing of war crimes
[414]
make it harder for the U.S to hold
[416]
Russian mercenaries accountable for
[417]
their abuses abroad
[419]
well like American soldiers American
[421]
mercenaries
[424]
um commit abuses like everybody uh but
[426]
not like the Russians do um mistakes get
[429]
made abuses happen the American system
[431]
is designed to hold perpetrators
[433]
responsible the Russian system is
[435]
designed to reward perpetrators of war
[437]
crimes just this week Vladimir Putin uh
[440]
as you said in your opening Maddie
[442]
honored the perpetrators of the most
[445]
horrific war crimes we've seen on
[447]
European soil didn't Donald Trump do the
[450]
same with those Navy Seals he pardoned
[452]
wasn't he honoring them he invited them
[453]
to events
[455]
look what about ism is a game that
[458]
doesn't do us much good in these
[459]
circumstances the point is Vladimir
[462]
Putin represents a clear and present
[464]
danger to the international order to
[466]
Ukraine sovereignty and territorial
[468]
Integrity he is waging a war of
[470]
extermination he's the person we should
[472]
be focusing on now how to stop him how
[475]
to sanction his economy how to
[477]
his industry and how to get Ukraine the
[479]
Mig and other weapons it needs to defend
[481]
itself
[482]
I completely agree with you that we
[484]
should focus on Putin that's why we led
[486]
the show talking about Wagner group and
[487]
Putin I'm just wondering it isn't it
[489]
easier to hold Putin than others to
[491]
account if we hold our own war criminals
[492]
to account and that didn't happen under
[494]
the last Administration Ali one last
[496]
question to you on on Wagner group is
[498]
what are they going to do going forward
[500]
right now how worried should ukrainians
[502]
be about their role or are we
[504]
overstating their military presence
[505]
their effectiveness
[507]
I don't think we should overstate
[510]
anything about the Wagner Groove I think
[512]
there's a potential that they become
[513]
bigger and bigger on the Russians
[515]
um using use them to create this gray
[518]
Zone kind of uh you know Battlefield uh
[521]
we already see their uh involvement not
[524]
only with massacres in Ukraine and with
[527]
what's happening in your brain but also
[529]
we see them operating in many African
[532]
countries as you mentioned we see them
[533]
operating in Syria we see them also
[537]
diversifying their stream of income
[540]
sometimes in Africa they get paid in
[542]
pigment and gold sometimes they get paid
[544]
in in in in in in oil and gas in Syria
[547]
and other places they are very dangerous
[549]
and now I think uh with the war going on
[552]
there's a big possibility that we're
[554]
going to start seeing a shift to into an
[556]
Insurgency and a group like the Wagner
[559]
very utilized by the Russians to commit
[562]
many massacres against acquaintance
[565]
very worrying times we'll have to leave
[566]
it there Ali soufan and former
[568]
Ambassador Nathan sales thank you both
[569]
for your time appreciate it
