you just heard speaker pelosi's reaction

to the steps that president

trump took yesterday your response well

first of all let me just say

it was the president's first choice for
[35]
us to go up and negotiate a fair deal so

mark meadows and i

negotiated non-stop we went through
[41]
every single line item
[43]
with them for two weeks let me just give
[46]
you a sense of this on education they
[48]
wanted a hundred billion we agreed to
[49]
105 billion
[51]
they then raised their number to 400
[53]
billion as the speaker just said they
[55]
wanted money for food
[56]
we compromised on food we actually
[58]
reached an agreement on that
[60]
we had the postmaster general up we
[62]
couldn't wait let me ask you about
[63]
what mr secretary let me just ask you
[66]
about that because she kept referring to
[67]
250 000
[69]
for food relief is that true no we came
[71]
up to a very fair compromise we actually
[74]
reached an agreement on what they wanted
[76]
without long-term changes on policy and
[79]
we knocked that off the list
[81]
but let me just tell you what they've
[82]
refused to negotiate on
[84]
we said tell us where you are in a
[85]
compromise for state and local
[87]
they said word a trillion dollars we
[90]
said tell us where you are in enhanced
[91]
unemployment
[92]
we told the american people we'll keep
[94]
it at 600 while we negotiate
[96]
for a week or two they refuse to do that
[98]
those two issues

they've refused any compromise on mostly
[102]
every single other issue
[104]
we've reached an agreement and what
[106]
happened on friday was
[107]
they said well call us back we said to
[110]
the president look
[111]
now you've got to move forward with
[113]
executive action so that you can help
[114]
american workers and american people
[119]
but mr secretary let's talk about what
[121]
the president's actions that he took
[122]
yesterday we've talked about what they
[124]
did let's talk about what they
[125]
don't do they don't provide another
[128]
twelve hundred
[128]
dollar direct payment to people they
[131]
don't
[132]
uh restore the payroll protection
[135]
program which helps small businesses
[136]
that
[137]
ran out yesterday uh here's what
[140]
democrats said during the negotiations
[143]
there are real needs america knows they
[145]
have real needs the public is on our
[147]
side
[149]
but they would seem not to be willing to
[151]
go in a direction
[153]
that would meet those needs it's hard
[155]
when your values are so
[157]
different in terms of bubble up from the
[159]
working class families
[161]
instead of trickle down from above
[165]
mr secretary you heard speaker pelosi
[168]
says she would like to resume
[169]
talks are you ready to do so and frankly
[172]
given
[173]
these differences in what you heard from
[175]
her today why should we think
[176]
that negotiations this week would go any
[179]
better than
[180]
the failed negotiations of the last two
[182]
weeks
[183]
well chris i i've talked told the
[184]
speaker and senator schumer anytime they
[187]
have a new proposal
[188]
i'm willing to listen but let me just
[190]
say you're right we agreed with the
[191]
democrats we both want to send
[193]
more checks to the american workers we
[196]
want to send more ppp
[198]
to those hardest hit businesses we've
[200]
said let's pass legislation on the
[202]
things we agree on
[203]
and knock these off one at a time and
[205]
they've refused to do that
[207]
until they get their trillion dollars
[208]
for the states i've also spoke to many
[211]
governors over the last few days
[213]
we offered more money for the states
[215]
they still have 150 billion from last
[217]
time
[218]
most of them haven't even used half of
[220]
the money the governors are saying
[222]
we need more money for education we need
[224]
help and the president said
[225]
we'll give it to you but not a trillion
[227]
dollars
[230]
uh mr secretary i want to refer to
[233]
something that that
[234]
speaker pelosi referenced and that was
[236]
the comment from republican senator
[238]
ben sasse that this governing by
[241]
executive action
[242]
is his words unconstitutional
[245]
slop what makes you think that spending
[248]
over a hundred billion dollars that
[250]
congress has not appropriated for these
[252]
specific purposes
[254]
is legal and what happens if there's a
[257]
court suit
[257]
and all of the actions that the
[259]
president took yesterday
[261]
are blocked by a federal court well
[263]
chris let me just say we've cleared with
[265]
the office of legal counsel all these
[267]
actions before they went to the
[268]
president
[269]
the president knew unemployment
[271]
insurance was ending
[272]
he said let's continue at 400 by the way
[275]
the 25 percent from the states
[277]
they can either take that out of the
[279]
money we've already given them or the
[280]
president can waive that
[282]
we've been told by the states they can
[284]
get this up and running immediately
[286]
and i would say if the democrats want to
[288]
challenge us in court and hold up
[290]
unemployment benefits to those
[291]
hard-working americans that are out of a
[293]
job
[294]
because of covet they're going to have a
[296]
lot of explaining to do
[299]
as we say you have cut the federal
[303]
unemployment benefit from 600 to 400
[306]
300 from the feds a hundred dollar this
[309]
is a week
[310]
a hundred dollars from states but you
[311]
say a lot of that would come from
[312]
federal money they've already received
[315]
do you really think that the that the
[318]
hundreds of millions of
[321]
the millions of families that lost jobs
[323]
because of the virus
[325]
don't need that money that they don't
[327]
need the extra two hundred dollars a
[329]
week
[330]
chris let me be clear first of all on
[332]
the 25 percent that's coming from money
[334]
we already gave the state so this is
[336]
effectively a hundred percent
[338]
paid for by the federal government let
[340]
me also remind you
[341]
that obama during the financial crisis
[344]
paid a 25
[346]
top up so this has never been done in
[349]
the history of time
[350]
we thought 400 was a fair compromise but
[353]
let me just also say
[354]
we offered to continue to pay 600
[356]
dollars while we negotiate
[358]
and the democrats turned that down so
[360]
the president sir
[362]
that was only for one week that was only
[364]
for one week
[365]
actually chris we extended it to two
[367]
weeks but they made perfectly clear
[369]
they're not going to agree on a
[371]
piecemeal deal they want to hold up the
[373]
american public from getting the money
[375]
they need
[376]
until they get everything they want
[378]
which is just a bad outcome as i said
[381]
let's talk about another issue and that
[383]
is the suspension
[384]
of payroll taxes which even a number of
[388]
republican senators oppose there
[390]
two issues there seem to be here first
[392]
of all suspending payroll taxes
[394]
doesn't help the the millions of people
[397]
who are out of jobs and don't
[399]
have to pay payroll taxes so they don't
[401]
get a benefit there and it's also not a
[403]
payroll tax cut
[404]
it's a payroll tax suspension isn't
[406]
there a danger that a lot of businesses
[409]
won't pass this these savings through to
[412]
workers because they're going to hold on
[413]
to the money
[414]
in as much as at some point according to
[416]
this executive action by the end of the
[418]
year
[419]
those payroll taxes are going to have to
[421]
be paid anyway
[422]
well chris we the president wanted to do
[424]
a payroll tax cut
[426]
we could do the payroll tax deferral
[427]
he's going to go to the american people
[429]
and tell him that
[430]
when he's reelected he will push through
[433]
legislation to forgive that so in
[435]
essence
[436]
it will turn into a payroll tax cut but
[438]
let me just also say
[440]
for the hard-working people that don't
[441]
have jobs that's why we've extended the
[443]
four hundred dollars
[444]
what we should be doing is let's pass
[447]
legislation
[448]
on seventy or eighty percent of the
[450]
things that we agree on so we can get
[452]
money immediately to the american public
[455]
schools need to reopen safely i've
[457]
spoken to many of the governors both
[459]
democrats and republicans
[461]
they need this money we have more than
[463]
enough money to give it to them
[464]
and their the speaker is holding that up
[469]
i want to pick up on what you just said
[471]
that if the president's re-elected he
[473]
would like to
[474]
cut the payroll tax the payroll tax is
[478]
what finances social security the
[480]
payroll tax
[481]
is what finances medicare democrats are
[483]
now saying
[484]
if president trump is re-elected he's
[486]
going to gut those programs because he's
[488]
going to gut the tax that pays for them
[490]
chris that's not the case there would be
[492]
an automatic contribution from the
[494]
general fund to those trust funds
[496]
the president in no way wants to harm
[498]
those trust funds
[499]
so they'd be reimbursed just as they've
[501]
always been in the past when we've done
[502]
these types of things
[505]
so so you're saying that there'd be no
[507]
payroll tax cut there'd be an
[508]
income uh tax what increase because
[512]
we're all running
[513]
already running huge deficits so how are
[515]
you going to pay for it from the general
[516]
fund
[516]
chris there's a payroll tax cut which is
[518]
like any other tax
[520]
cut to hard-working americans and you
[522]
just have a transfer
[523]
from the general fund so during fiscal
[525]
times
[526]
we're we're focused on tax cuts
[529]
regulatory relief direct payments to
[530]
americans
[532]
we'll deal with the the the budget
[534]
deficit when we get the economy back to
[536]
where it was before
[537]
right now we're focused on delivering
[539]
very needed relief to american families
[541]
that been have been impacted by this
[543]
terrible covet
[544]
economic issue i
[548]
i just to be clear here though the
[549]
democrats are saying the result of a
[551]
payroll tax cut
[553]
is it would mean a cut in benefits for
[554]
social security and medicare
[556]
to which you say that's just factually
[559]
inaccurate there'd be
[560]
no reduction to those benefits and the
[563]
president's made that very clear
[565]
but the issue here is let's pass
[567]
legislation
[568]
on things that we agree on let's not
[570]
hold up money
[571]
to education for kids getting back to
[574]
school
[575]
safely let's not hold up money to
[578]
state and local governments where they
[579]
need it the
[581]
democrats have to come off of a
[583]
ridiculous trillion dollar
[585]
number to state and local governments to
[587]
bail out some of the
[588]
the states that were poorly managed well
[591]
let me just ask briefly on on that
[594]
they're talking 900 billion not quite a
[596]
trillion but 900 billion you're talking
[599]
150 billion
[600]
is there a place in between there first
[602]
aid to states and cities
[604]
chris they're actually asking for 915
[606]
plus the reversal of salt which gets you
[608]
over to a trillion but
[610]
uh on us we gave 150 in the last bill
[614]
we'll give another 150 billion more we
[617]
can deal with in january if there's
[619]
ongoing issues we can pass more
[620]
legislation this will be the fifth bill
[623]
we don't have to get everything done at
[624]
once what we should do is get things
[626]
done for the american public
[627]
now come back for another bill
[630]
afterwards all right i got about a
[632]
minute left and i got a big question and
[634]
i'm gonna
[635]
count on you to give me a quick answer

let's turn to the economy
[638]
and the latest jobs numbers let's put
[640]
them up on the screen
[642]
uh in may we added 2.8 million jobs
[646]
we added 84.8 million in june but in
[650]
july
[651]
only 1.8 million that's still
[654]
so clearly the job creation is slowing
[657]
down and that's still
[658]
less than half of the jobs that were
[660]
lost in march and april
[663]
now we see a resurgence of the virus a
[666]
spike in the virus and parts of the
[668]
country reopenings or slowing down
[670]
or even stopping isn't the
[674]
vitality of this recovery being
[675]
threatened isn't the
[677]
the v shape turning into some other
[679]
letter of the alphabet
[681]
chris is you know we literally shut down
[683]
the us economy we're bringing back jobs
[686]
we brought back a lot
[687]
the president's work's not done until we
[689]
get all the jobs back
[690]
and that's why he wants to continue to
[692]
send money to the american public so
[694]
this economy comes back
[696]
and everybody gets their jobs back
[700]
