this is a glorious occasion it's a

celebration of academic achievement more
[21]
than that I consider it a springboard to
[25]
produce and use productive professional

lives for me it's also a glorious
[37]
occasion honored by a great Canadian
[40]
university with international reach and
[44]
an introduction somewhat excessive in
[46]
terms of perhaps accomplishments but I
[51]
can't suggest that at my age the image
[54]
of a springboard is apt rather I
[60]
consider this an invitation to look back
[63]
to stay on firm ground to proceed on a
[68]
presumption that experience provides
[71]
wisdom now over a span literally of 75
[76]
years or so from childhood vacations two
[80]
years of official relationships an
[83]
intellectual debate in Canada I can
[87]
reasonably claim to be acquainted with
[90]
this country for one thing I know is
[95]
that our nation's are quite different in
[97]
size different in geo political
[101]
aspirations different and some important
[105]
cultural instincts I also know that the
[110]
idea and still instilled in my youth
[114]
when I was graduating from University
[118]
was that of a unique and constructive
[121]
American role in the larger world which
[125]
underlay all my education in year
[128]
in public service but now I regret to
[133]
say internal divisive pneus angry
[137]
ideological differences huge and growing
[140]
disparities in wealth visibly roading
[145]
infrastructure is I am afraid
[148]
undercutting our American presumption of
[152]
a society to be emulated what has been
[156]
termed are soft power for all of our
[161]
vaunted capacity for innovation the
[164]
outlook for strong economic growth and
[167]
financial order has come into question
[171]
we spend enormous amounts on the
[174]
military and on our intelligence but
[177]
it's really hard to know how to bring
[180]
those resources constructively to bear
[183]
in a troubled world I confess I look
[188]
toward Canada with a certain degree of
[190]
envy these days take my specialty as you
[196]
know I've had decades a certain
[199]
responsibility in a continuing interest
[201]
in American financial performance and
[204]
regulatory policies unfortunately the
[209]
truth is that our vaunted system let us
[212]
down badly to the point a few years ago
[215]
of requiring really massive public
[219]
support trillions of dollars to fend off
[222]
deep seeded recession of my observation
[229]
the Canadian financial world seems to
[231]
have weathered the international
[233]
financial crisis with relative
[235]
equanimity I have to tell you that has
[239]
not gone unnoticed let me point out that
[243]
the very idea of a Canadian central
[246]
banker being invited to take over the
[249]
Bank of England the storied mother of
[252]
all central banks is eloquent evidence
[255]
of recognition
[258]
and respect for the Canadian financial
[261]
system and regulation now good Canadian
[267]
friend of mine I still have some despite
[274]
hearing some complaints about the
[276]
Volcker Rule makes a point of extolling
[280]
what he sees as the essential point of
[283]
Canadian history and its governance he
[287]
calls it a capacity for mutual
[290]
accommodation mutual accommodation those
[298]
are not exactly thrilling words stirring
[301]
the blood inspiring fervent patriotic
[305]
hymns or hailing military victories in
[310]
fact is you in Canada haven't found it
[313]
necessary to fight a war of independence
[315]
or a civil war when tensions arose your
[321]
leaders did not need to claim manifest
[324]
destiny or force the delusions that the
[328]
American Way of life was somehow not
[331]
only feminine but a model for the world
[335]
for you the vast expanse of Canada has
[339]
been challenged enough the
[343]
the point is that what's happened here
[346]
is truly remarkable and has lessons he
[351]
is the Canadian nation built out of
[354]
different national instincts different
[356]
cultural traditions were the indigenous
[359]
are from abroad in the end it's all held
[363]
together that now all banned the
[367]
population stretched over 3,000 miles of
[370]
difficult landscape no longer seems such
[375]
a centrifugal force really remarkably a
[379]
huge influx of immigrants have not only
[383]
been absorbed but they do seem to have
[386]
added to life and vitality my own
[389]
personal observation is at this city of
[391]
toronto now a world city has become
[394]
truly international in more than sighs
[397]
with all the cultural variety energy and
[400]
outlook that distinction implies now
[405]
listen I didn't come here simply to
[409]
praise you are not about to give up my
[413]
American citizenship don't doubt the
[418]
inherent vigor and potential of the
[421]
American economy or our constitutional
[423]
system I don't see any alternative
[427]
capacity to provide the needed element
[430]
of constructive leadership in a troubled
[432]
world but I'm also very aware that the
[436]
world of 2015 is not the world in which
[439]
I grew up a world in which the capacity
[443]
of the great democracies to work
[446]
together with American leadership and a
[449]
common cause seem to be well understood
[453]
today we need some of the Canadian
[456]
genius of mutual accommodation of a
[461]
sense of shared order the ability of
[465]
North America and Mexico included to
[467]
work together in the common interest has
[470]
been well done
[471]
created in the past but it needs to be
[474]
continued as elaborated in the future
[478]
critically important can we not extend
[483]
ethically of harmony and cooperation and
[486]
stretch it across the Pacific can we
[490]
reason together to deal with the common
[493]
concerns about climate change and at the
[497]
same time can we work together to make
[499]
sure that the radicalized Middle East
[502]
does not become as destructive force of
[505]
the world economically or politically
[509]
now stand here before a large faculty
[512]
the law these days eight centuries after
[519]
the signing of the Magna Carta we are
[523]
reminded that it is indeed dedication to
[527]
the rule of law that provides the basis
[530]
for strong and open democratic societies
[534]
and the law school here is joined by the
[537]
much newer monk school of global affairs
[540]
and its presence and your presence is
[544]
simple recognition of the fact that
[546]
these days lasting success for any
[549]
country must be a global success welcome
[554]
to the challenge we need your energy
[557]
your professional commitment that good
[561]
sense of mutual accommodation they only
[566]
want to add one bit a special pleading
[570]
some of you graduating here today I feel
[574]
certain must be from the United States
[576]
come home
[583]
we need your perspective we need your
[588]
commitment we need some of that sense of
[591]
accommodation that small Canadian life
[595]
