Democrats Agree To $3.5 TRILLION Dems-Only Deal - YouTube
Channel: The Young Turks
[0]
a dozen senate democrats have reached a
[3]
3.5
[4]
trillion dollar infrastructure deal this
[6]
is the reconciliation version of the
[9]
infrastructure deal
[10]
which is supposed to pass in the senate
[13]
with a simple
[14]
majority meaning that you wouldn't need
[17]
to
[17]
deal with the filibuster that requires
[20]
60 senators
[21]
to vote in favor of it now this is the
[23]
bill that's supposed to have
[25]
all of the provisions that the
[27]
bipartisan group
[29]
did not want in the bipartisan version
[31]
of the bill
[32]
so all the good stuff is supposed to be
[34]
included
[35]
in this version of the bill and to be
[37]
quite honest we don't have
[38]
too many specific details about what's
[41]
included i do have
[42]
um some vague details to share with you
[45]
but for the purposes of this discussion
[47]
i think it's important to focus on the
[50]
likelihood
[51]
of this passing even with a simple
[53]
majority in the senate
[54]
and also what the strategy is for senate
[57]
democrats in getting this done
[58]
now as i mentioned it's just 12 senate
[61]
democrats who have reached a deal on
[63]
this 3.5
[64]
trillion dollar infrastructure plan and
[67]
it was not clear this is important it
[69]
was not clear if all 50
[72]
lawmakers in the democratic caucus which
[75]
includes centrists
[76]
unafraid to break with their party like
[79]
senator joe manchin
[80]
of west virginia and senator kirsten
[82]
cinema of arizona
[84]
have signed off on the blueprint and
[86]
that's really
[87]
the most important part of the story now
[90]
president joe biden
[91]
met with a group of senate democrats
[94]
today
[94]
urging them to support this bill the
[97]
so-called
[98]
moderate democrats i prefer to call them
[100]
corporate democrats or
[102]
just conservative democrats have not
[105]
committed to approving or voting in
[107]
favor of this bill so that's an
[109]
important part
[110]
to focus on because this legislation can
[112]
include
[113]
everything we've ever dreamed of if the
[115]
senate democrats don't have a strategy
[117]
or plan in place
[119]
to apply the necessary pressure to get
[120]
the joe manchins of the senate to vote
[122]
in favor of it
[123]
it's not going to pass you literally
[124]
need every single democratic senator
[127]
to approve it now with that said
[129]
unfortunately we've already gotten
[131]
a bit of a statement from senator joe
[133]
manchin he tweeted
[134]
the following my statement on the senate
[137]
budget committee's 3.5 trillion dollar
[139]
infrastructure package
[140]
i know my democratic colleagues on the
[142]
budget committee have worked hard and i
[144]
look
[144]
forward to reviewing their agreement i'm
[147]
also very interested
[148]
in how this proposal is paid for
[151]
and how it enables us to remain globally
[154]
competitive
[156]
i will reserve any final judgment until
[158]
i've had the opportunity to
[160]
thoroughly evaluate the proposal
[163]
so that's not a good sign because
[167]
joe manchin is using the exact same
[170]
talking points that he used
[172]
in essentially serving as an obstacle in
[175]
other
[176]
biden agendas uh other parts of biden's
[179]
agenda
[180]
including uh the coronavirus relief
[182]
package remember it's always how are we
[184]
going to pay for this
[185]
uh is he really concerned about how
[187]
they're going to pay for it or is he
[189]
providing various obstacles to ensure
[192]
that his corporate donors are
[194]
happy with his uh stalling and and with
[196]
his blocking of these types of bills
[199]
we'll see but it doesn't look good with
[201]
uh joe manchin
[202]
as part of this equation but he's not
[203]
the only one uh obviously
[205]
kirsten cinema is a problem chris coons
[208]
is another corporate democrat in the
[210]
senate who could serve as a problem
[211]
as we all know eight senate democrats
[214]
voted against
[215]
a 15 an hour minimum wage so
[218]
right now as it stands there really
[221]
isn't
[221]
a full proof agreement among some senate
[224]
democrats on this 3.5 trillion dollar
[227]
bill now senator bernie sanders of
[229]
vermont uh the
[230]
liberal chairman of the budget committee
[232]
and senator mark warner of virginia
[234]
who's
[235]
pretty he's a corporate democrat himself
[238]
um
[238]
and is a key moderate negotiating the
[240]
details of this bipartisan framework
[242]
also confirm their support
[244]
for the agreement in fact why don't we
[246]
go to uh this video of senator sanders
[249]
announcing that they've reached this
[251]
agreement this was late last night let's
[252]
hear what he had to say
[254]
this is in our view
[258]
a pivotal moment in american history
[261]
and for a very long time the american
[264]
people have seen
[265]
the very rich getting richer and
[267]
government developing policies
[269]
which allow them to pay in some cases
[272]
not
[273]
a nickel in federal income taxes they've
[275]
seen corporations make huge profits
[278]
in some cases they're not paying a
[280]
nuclear taxes
[281]
and what this legislation says among
[283]
many many other things
[284]
that those days are gone the wealthy and
[287]
large corporations
[288]
are going to start paying their fair
[290]
share of taxes so that we can protect
[292]
the working families of this country
[296]
but are they are they going to pay more
[298]
in taxes
[299]
because we do hear from some of these
[302]
corporate democrats who
[303]
are kind of pumping the brakes in that
[305]
regard warner uh senator mark warner
[308]
said the plan would be fully paid for
[310]
though democrats did not offer specifics
[312]
about how they plan to do so
[314]
discussions of how to raise that money
[316]
are expected
[317]
to continue in the coming days and
[319]
that's really the
[320]
question that senator joe manchin is
[323]
concerned
[324]
about the wealthy do not want to see an
[326]
increase in their tax rates corporations
[328]
do not want to see an increase in their
[329]
tax rates
[330]
and really the only way to pay for this
[334]
without
[335]
implementing regressive taxes that harm
[337]
lower income
[339]
workers is to ensure that you raise
[341]
taxes on the rich
[342]
so some of the things that have been
[343]
floated so far an increase in
[346]
the capital gains tax rate raise
[349]
the taxes on you know inheritances so
[353]
estate taxes also raise taxes on oversea
[356]
profits which i think is incredibly
[358]
important right because it
[360]
not only provides revenue for the
[362]
federal government to pay for this
[364]
more robust reconciliation version of
[367]
the
[368]
infrastructure package it also
[370]
discourages corporations from shipping
[372]
jobs
[372]
abroad right it would be potentially
[376]
more affordable for things to be
[378]
manufactured here in the united states
[380]
as opposed to other places
[382]
and also shift tax incentives away from
[385]
fossil fuel companies and reward
[389]
renewable energy companies with these
[392]
tax incentives instead so the climate
[395]
action is is certainly baked into this
[398]
more robust version of the
[399]
infrastructure bill it also calls for
[402]
an increase in uh what's covered under
[405]
medicare
[406]
so uh the dental and vision would be
[409]
included
[410]
there are all sorts of wonderful parts
[412]
of this uh
[414]
infrastructure deal but the question is
[416]
will it pass
[417]
in the senate again you need every
[419]
single democrat to vote in favor of it
[421]
and then you need vice president kamala
[423]
harris to
[424]
also break the tie in the senate if we
[427]
hopefully get there um and so
[430]
one thing i also want to note is there
[433]
is one specific
[434]
senator that i'm going to call out
[436]
democratic senator
[438]
robert menendez who is clear in wanting
[441]
to protect
[442]
very specific donors and that's the
[445]
pharmaceutical industry
[446]
senator robert menendez of new jersey
[448]
whose state is home to
[450]
many big name pharmaceutical
[451]
manufacturers including merck and
[453]
company
[454]
and johnson johnson has objected
[456]
objected to using
[457]
the industry as a quote piggy bank end
[461]
quote
[461]
to fund other priorities in fact he says
[464]
we keep taking money from the
[466]
pharmaceutical industry and then we
[467]
never see the reduction
[469]
in the cost of prescription drugs how is
[472]
that solving the problem
[475]
i'll let you guys decide whether or not
[477]
that statement makes any sense at all
[479]
but
[479]
senator menendez probably thinks that no
[481]
one's paying attention
[482]
and that he can say whatever he wants to
[485]
protect his corporate donors and no one
[487]
will ever punish him for it electorally
[490]
but just know that there are a handful
[493]
of democratic senators
[495]
who will serve as a problem moving
[497]
forward in regard to this infrastructure
[499]
bill
[500]
and they should be known uh robert
[502]
menendez is certainly one of them
[504]
now uh a few other details i want to
[506]
share with you in regard to what this
[508]
bill includes
[509]
senate majority leader chuck schumer
[511]
said that the resolution
[512]
would call for an expansion of medicare
[514]
to provide money for dental vision
[517]
and hearing benefits incredibly
[519]
important
[520]
it is also likely to extend a temporary
[522]
pro
[523]
provision in the president's pandemic
[525]
relief law that greatly expands
[528]
subsidies for americans purchasing
[529]
health care through the affordable care
[531]
act
[532]
one other thing that it does which is
[535]
also incredibly important
[536]
is it makes permanent the child tax
[540]
credit that was implemented for one year
[542]
in the biden coronavirus relief package
[545]
biden working with sanders wants to make
[547]
pre-kindergarten access universal for
[549]
two years
[550]
pre-access i'm sorry let me say that
[552]
again biden working with sanders wants
[554]
to make pre-kindergarten access
[556]
universal and two years of community
[559]
college free to all americans
[561]
he should also cancel all federal
[563]
student loan debt
[564]
at a minimum i mean it's just it's
[567]
insane that he hasn't done that yet
[569]
uh it would make him a wildly popular
[572]
president if he just did that alone
[574]
but of course we don't want him to do
[576]
just that alone we want to
[578]
get this package passed and
[580]
unfortunately what we're seeing so far
[582]
from the dozen democrats who have
[584]
reached this agreement for the 3.5
[587]
trillion dollar infrastructure
[588]
plan they just haven't expressed any
[591]
type of strategy
[593]
there might be some negotiating
[595]
happening behind the scenes maybe
[597]
carrots and sticks are being utilized
[599]
behind the scenes
[600]
but so far i personally don't feel very
[603]
confident
[604]
about this package passing because you
[607]
already have very public statements from
[609]
corporate democrats who are
[611]
allegedly concerned about the cost or
[613]
the pay force
[615]
you know no one was really that
[616]
concerned about how much it would cost
[618]
to
[619]
cut taxes for the rich as part of
[621]
trump's
[622]
tax cuts in 2017. that cost the federal
[625]
government two trillion dollars nearly
[627]
two trillion dollars
[628]
over the next 10 years but no one was
[630]
worried about that they passed that
[632]
bill through reconciliation because when
[634]
republicans want something
[636]
they get it and they'll stop at nothing
[637]
to get what they want
[639]
i mean i know it's a completely
[640]
different situation but you look at the
[642]
state of texas and how they're trying to
[644]
pass
[645]
incredibly restrictive voting laws there
[648]
and
[649]
i mean governor greg abbott is ready and
[652]
willing to arrest
[654]
democratic state lawmakers who fled the
[657]
state in order to prevent the quorum
[659]
necessary for a vote
[660]
on that piece of legislation like
[662]
they'll stop at
[664]
nothing to ensure that they get what
[666]
they want
[667]
the question is are democratic senators
[670]
who are in favor
[671]
of this deal going to hold
[674]
members of their own party accountable
[676]
and apply the pressure necessary
[678]
to ensure that they vote in favor of
[680]
this joe manchin's got super thin skin
[683]
all it took was kamala harris going to
[685]
west virginia
[686]
and doing a few interviews
[690]
in favor of the coronavirus relief
[692]
package
[693]
and she didn't even name joe manchin
[695]
during those interviews but it was clear
[697]
that she was rallying support
[699]
for the coronavirus relief package
[700]
something that senator manchin was
[702]
serving as an obstacle for in terms of
[704]
its passage
[705]
and he he was crying and whining about
[708]
it because it doesn't like to be held
[709]
accountable
[710]
so hold him accountable and don't stop
[714]
until he agrees to vote in favor of the
[716]
bill
[717]
and do the same with other corporate
[719]
democrat lawmakers
[721]
who think they can get away with serving
[723]
the best interests of their corporate
[724]
donors as opposed to their constituents
[726]
who happen to find the human
[729]
infrastructure component of biden's
[731]
agenda
[732]
wildly popular upwards of 70 of
[734]
americans are in favor of those
[736]
provisions
[737]
so get it done you've got the public
[739]
support now you got to play hardball
[741]
